Tato diplomová práce se zabývá zhodnocením vývoje státního dluhu České republiky za sledované období 2003 až 2015. V první části práce jsou vysvětleny pojmy státní dluh a státní rozpočet, popsán proces tvorby rozpočtu a vysvětlena vzájemná provázanost mezi státním dluhem a státním rozpočtem. V úvodu praktické části je provedena komparace státního dluhu České republiky se státními dluhy vybraných zemí Evropské unie. Protože je státní rozpočet, resp. deficit státního rozpočtu významným faktorem ovlivňujícím výši státního dluhu, je v druhé části sestaven ekonometrický model a vybrány makroekonomické ukazatele, které mohou výrazně ovlivňovat příjmovou a výdajovou stránku rozpočtu. Na základě zjištěných informací jsou v závěru práce navržena opatření, která by mohla pomoci omezovat negativní působení vlivů na státní rozpočet a vedla k postupnému snižování státního dluhu. The following master's thesis is focused on the evaluation of the national debt development in the Czech Republic in the period from 2003 till 2015. In the first part of the thesis, terms as national debt and national budget are explained. In addition, the process of the national budget formation is described, and the interconnection between the national debt and the national budget is discussed. Second part of the thesis is concentrated on comparison of the Czech national debt to the debts of selected European countries. Furthermore, it is argued that national budget is an important factor affecting the size of national debt. To gain more insight into such phenomena, the thesis offers two econometric models, taking into consideration selected macro-economic indicators, which might considerably influence incomes and expenses of the national budget. Based on discovered information, specific measures to reduce the negative effects of the national budget, resulting in reducing the value of national debt, are suggested.
