Diplomová práce se zabývá zhodnocením ekonomické výhodnosti či nevýhodnosti v oblasti zajišťování výstavby a provozu veřejně prospěšných infrastrukturních projektů. Konkrétně práce hodnotí ekonomickou výhodnost či nevýhodnost výstavby a následného provozu mateřské školy v obci Kamenný Újezd formou klasické veřejné zakázky a formou PPP projektu. Práce vychází ze skutečně vzniklých nákladů, neboť obec již výše zmíněný projekt realizovala. Zároveň práce okrajově řeší demografickou křivku obce a v této souvislosti pak skutečnost, zda obec mohla nedostatek míst v mateřské škole předvídat s dostatečným odstupem a situaci řešit jiným způsobem. Provedením ekonomické analýzy bylo zjištěno, že v tomto konkrétním případě se forma PPP pro daný projekt nejeví jako ekonomicky výhodná, neboť nepřináší hodnotu za peníze v takovém rozsahu, aby byla tato forma pro obec výhodnější než klasická veřejná zakázka. The thesis deals with the economic evaluation of the appropriateness or inappropriateness in securing the construction and operation of community infrastructure projects. It particularly assesses the economic advantages and disadvantages of the construction and subsequent operation of a kindergarten in the village of Kamenný Újezd, both in the form of classic public contracts, and as a PPP project. The work is based on the real costs as the above mentined project has already been realised. At the same time, this work marginally addresses the demographic curve and municipalities in this context, the fact that the community could predict the shortage of places in the kindergarten well in advance, and resolve the situation in another way. Performing an economic analysis found that in this particular case the form of PPP does not seem economically advantageous, since it does not provide a value for money to make this form more profitable for the municipality than a conventional public contract.
