A Comparison of the Ombudsman Institute in Northern Europe and the Public Defender of Rights in the Czech Republic

This diploma thesis creates a general model of the Ombudsman Institution in Northern Europe and draws a comparison to the Public Defender of Rights in the Czech Republic. This thesis introduces a theoretical framework of this topic including definitions for control of public administration, ombudsman, classification of ombudsmen and historical evolution of this institution in selected countries. Based on the analysis of legislation in Sweden, Finland and Denmark, the general model of the ombudsman institution in Northern Europe is created. The comparison between this general model and the Public Defender of Rights Institution brings recommendations for Czech modifications. These recommendations include anchoring ombudsman institution in the Constitution of the Czech Republic, specifying education requirements of the ombudsman in the Public Defender of Rights Act, or increasing the number of ombudsmen, thereby dividing responsibility among several people specialized in certain areas.
Full-electronic application in the Czech Republic

The theme of this work is the real possibility of introducing the electronic-only submission in the Czech Republic, concretely the following use of the services of the public administration contact places, the so calles Czech POINTs. In the first part are discussed the tools of the e-government and the possibilities of the electronic submission in the Czech Republic. In the next part are analyzed the services provided by the contact places Czech POINT, including my own investigation. The main analysis of this work is the evaluation of the awareness about the Czech POINT services and their use, especially the submission in the trade licencing register.
The analysis of the definiton of acivity roles in basic registers of public administration in the Czech Republic.

The thesis deals with the topic of basic registers and specific agendas' activity roles that are analyzed based on a questionnaire survey. It gives the basic overview of e-Government and the basic registers of public administration as part of e-Government. Based on the questionnaire survey conducted on particular Land Register and Register offices the structure and definition of the agenda activity roles are evaluated and the thesis identifies the intensity of various activity roles use in practice. It is concluded that the activity roles of A124 agenda are defined in the way that approximately corresponds to the actual execution of the agenda and that all the roles are actually more or less in use. On the contrary, when it comes to A414 agenda, the number of reported roles is quite maximalist. The thesis reveals that some of the activity roles are not being executed in practice at all, or they are in use only at certain offices. 67 % of both A124 and A414 agenda activity roles were proved to be defined the way that fully corresponds to the actual use of these agendas. These activity roles are being used quite often.
Analysis the approaches of identification of individuals in the Czech Republic

The main aim of this thesis is to analyze the approaches of identification of individuals in the Czech Republic. The next part of the thesis are the characteristics of personal data protection in the Czech Republic, an overview of legislative changes in the identification of individuals and in particular the analysis of the Regulation No 910/2014 of the European Parliament and of the Council. Based on the characteristics of the legislation identification in the Czech Republic , the analysis of the above mentioned Regulation and compared with the identification systems that are in place in other European Union states and several other countries around the world , is created draft a universal identifier for the Czech Republic as a vision of the future with specific recommended elements and their reasoning . The main contribution of this work is the analysis of legislation in the Czech Republic and its changes following the adoption of new EU legislation, as well as the inclusion of the new legislation in a model for the identification of individuals in the Czech Republic.
The Evaluation of employees in public administration and their remuneration

The work deals with the issue of evaluation of employees in public administration. First, it describes the principles of remuneration and reward theory in general, and subsequently, the specifics applicable to public administration are formulated here. The description of the currently valid legislation governing the issue of the staff is being described in the essay, again, first in general, then the attention is focused on the specifics regulated by rewarding employees who work in public administration, it also mainly analyzes the current treatment of the Labour Code, as well as treatment of related specific and complementary legal standards. On a practical level, the work deals with the remuneration of the tax office in Ostrava III and the municipal office of Ostrava South, specifically devoted to the analysis and evaluation of the remuneration of workers in these institutions. On the basis of the analysis the possible recommendations and suggestions for changes and improvements to existing practice in those institutions were set out.
The availability of health care in the regions of the Czech Republic

The graduation thesis is focused on the health of the economy . The aim of this work is to identify and evaluate regional differences in the availability of health care in the regions of the Czech Republic , which was achieved by using the data obtained from ÚZIS institute. Attention was focused on the availability of outpatient doctors, hospital doctors and hospital beds . This availability was evaluate on the basis of the density of the phenomenon in the every region. The thesis used the methods of statistical data analysis , comparison , synthesis of acquired knowledge and literature search and resources. In the area of outpatient care, there was found that the Czech Republic is from the 90s to increase of specialists at the expense of primary care. There were no significant regional differences in access to outpatient care. However, we find large disparities in hospital care. For districts with disturbing the availability of hospital care can mark the border counties Tachov and Jeseník.
The asssessment and remuneration of employees in public administration compared to private sector

This thesis deals with the assessment and remuneration of employees, which is used by the public and private sectors. First, there is described the legal regulation related to the issue, both at a general level, focusing primarily on the Labour Code and relevant additional standards, as well as the specifics of the legislation applicable to the remuneration of public employees. The description is then devoted to the topic of assessment and remuneration, which describes the principles and methods of these systems, again in general terms and then with the specifics of public administration. On a practical level, there is an analysis of systems of specific public institution, the office of the Municipal District of the Capital City of Prague - Prague 3, which is then compared with the system used by the private company. The result of this analysis and comparison is providing recommendations to improve the effectiveness of assessment and remuneration tools.
The potential impact of the electronic voting on voter turnout in the Czech republic

The Master's Thesis deals with a potential impact of an introduction of the electronic voting on voter turnout of university students. First section focuses on theoretical foundation and academic debate of this subject. Additionally the current level of implementation of the electronic voting in the Czech Republic, Estonia and worldwide is explored. The hypothesis is formulated as a question whether the introduction of the electronic voting could potentially influence voter turnout of university students. The study is based on a questionnaire survey.
Comparative Analysis of the Electronization of Public Administration in Selected EU Member States with a Focus on the Implementation of EU ETS

This thesis analyzes the implementation of the EU emission trading scheme (EU ETS) in comparison with the electronization of public administration, the level of development of information society, and the approach to the regulation of greenhouse gas emissions in selected EU member states (the Czech republic, Slovakia, France, Italy, the United Kingdom). The main subject of this thesis is, whether the process of the implementation of EU ETS fits into the general conceptions of e-government in selected countries, or whether it stands individually. The EU system of emission trading is an european e-government service, and that is also the reason why its implementation depends significantly on the maturity of use of information and communication technologies within public administration in selected countries. This thesis is divided into three main sections, the first chapter contains the comparative analysis of the level of development of the electronization of public administration in selected countries, the second chapter contains the analysis of available information about the implementation of EU ETS in these states, and the third chapter compares the results from both previous sections, and contains the answers to the main questions mentioned above.
The aplication of ISO9001 in public administration: case study Municipal office in Litomysl

The aim of this work is assess the impact of ISO 9001 aplications in public administration, namely the example of the Municipal office in Litomyšl. Will be evaluated, both financial and non financial impacts. Financial implications will be assessed by comparing the cost of the certificate and saved labor costs as a result of the certificate. The second indicator is the non financial impacts namely the evalution of quality management and service quality. The sriteria for assesing the quality of management developement is found in the number of risks and discrepancies foundin the Municipal office in Litomysl. The sriterion for evaluating the quality of services is assessed by changes in the number of complaints before and after the introduction of standards and in the opinion of the citizens of Litomysl, he quality of service, whitch was investigated by questionnaire survey.
