Organized crime and security : drug cartels : the global capacity of a rising security threat

Over the last four decades organized crime groups, particularly, drug trafficking organizations or drug cartels, have managed to be under the spotlight of the security agendas of American countries such as Colombia and the United States. During the last two decades, however, the global securitization of the drug trafficking issue, has led them to become a major security threat not only for the Americas, but also for Europe and more recently for West African countries. These organizations pose a threat not only to the security of the state, but to the very essence of it, by corrupting and damaging everything they come in contact with at the political, social, economical and even cultural level. This graduate thesis presents an analysis on Latin American drug trafficking organizations or drugs cartels, as they are commonly known, focusing on the cases of Colombian and Mexican drug cartels. By comparing these two case studies, I suggest that today's Mexican drug trafficking organizations have gained their momentum and incommensurable strength by following the footsteps of the big three Colombian drug cartels that existed between the 1980s and 1990s. Katedra mezinárodních vztahů. Vedoucí diplomové práce Gen. Ing. Andor Šándor. Abstract The thesis is a comparative analysis of the Czech intelligence system. It is trying to answer how and whether or not to reform the Czech intelligence services on the basis of scholarly articles and especially interviews with current and former intelligence officials and particular politicians. It turned out that among some of the Czech intelligence services and even within those services prevails the tense atmosphere, which had been caused by various personal failings. All the cases were the individual personal excesses, not the system errors. Representatives of the services assesses the ability to detect security threats very critically. The services miss particularly tight government management as well as the independent overview of the service operations. How to improve the intelligence services work? The intelligence community must establish a common vision that will emerge from a deeper internal discussion only. It is not possible to reform the system without it.
Decision-making within the public policy shown on the foreign operations of the Czech Republic

This diploma thesis deals with a decision-making within the public policy shown on the approving of dispatching of military troops to Afghanistan by the Parliament of the Czech Republic. The paper uses the theory of historical institutionalism for explaining the decision- making. The historical institutionalism is a theory, which accents the influence of institutions on the decision-making. It also recognises the influence of other variables: context and actors. It is recommended to explore the history to learn which variables are the most important ones. The paper is written on the basis of this point of view. It deals with the history of engagement of the Czech Republic within the foreign military operations, the development of the situation in Afghanistan and reactions of international organizations. It also explores the influence of the main Czech actors on the decision-making.
Motivation to serve in the Czech armed forces among the professional soldiers after the experiences with the transformation of the rescue battalions

The work deals with the theme of motivation to serve in the Czech armed forces among the professional soldiers after the experiences with the transformation of the rescue battalions. The author talks about the influences which may change the motivation of extended active duty with the Czech armed forces. The work reacts to problems of the armed forces with the adequate human resources necessary for its operation and development which becomes very wide in these days. Besides the recruiting of new professionals, author sees the main point in the retention and condition of the stuff and its better use. Studying the genesis of the problems, author uses analyzes of the reformation process of armed forces its professionalization and practical experiences from the transformation of the rescue battalions from the year 2008. From the sources mentioned above and theoretical knowledge about motivation author presents and search the main motivation factors which influence leaving or extending the career of the professional soldiers in the Czech army. Author studies the literature, experiences and other sources. This work tries to offer concrete provisions, which may help to increase this motivation and which are useful with the tools of public and social politics.
System of Mobilization of The Armed Forces of The Czech Republic in The Begining of The 21st Century:Exces of The Part or Necesserity of The Meantime?

The work analyses the problems with the mobilization system of the Czech armed forces as one of the main elements in the rescue system of the Czech Republic. It is taken as a collective part of the rescue system of the European nation. Author presents hypothesis that somehow the rescue system still has not over come the division of the past when the world was divided geopolitically and the war danger was immediate. On the other side there may be some kind of inability to find the suitable way how to effectively use the professional forces committed to action out of the state. On the base of the historical point of view this work analyses the meaning of the rescue and mobilization system in the optional war conflict. Also it contemplates the changes in the geopolitics system after the year 1989. The first place takes the question whether the Czech rescue system really reflex to the geopolitical changes, whether the activity is effective - the ratio between the danger and economical and human resources. North-South gas corridor - the way how to provide an energy security of EU in accordance with a long-term policy of EU

This work will try to analyse, if a project of Nort-South gas corridor is a really effective solution for EU and if this project really supports an effort to achieve a common energy security of EU. Work is based on hypothesis that natural gas and significant difference between member states of EU in dependence on Russian gas are the main problems which complicate efforts to achieve a common energy security of EU. Project, which could support efforts to achieve a common energy security of EU must be a project which could assure a diversification of gas routes and diversification of gas sources without weakening of energy security of any of EU member states. This work will try to analyse if existing gas projects (North Stream, South Stream, Nabucco and North- South gas corridor are really realistic projects which meet energy needs of member states of EU and long-term policy of EU. This work will try to prove, that North- South gas corridor is f the project, which really brings diversification of gas sources and gas routes and existence of this project will have also positive influence on efforts to achieve a common energy security of EU.

Diploma thesis abstract Diploma thesis "The Administration of State Material Reserves - Roles and Competences in the Public Sector" deals with this central government body in structure of the Czech public administration and security system. The first part of diploma thesis describes responsibility of the Administration of State Material Reserves and its transformation in regard of legal and security threats changes. This central government body is responsible for economic measures in crisis situations, state material reserves and oil security. Activities of the Administration of State Material Reserves are financed from public sources and diploma thesis deals with role of this government body in budget process. The Administration of State Material Reserves is compared with analogous institution in Slovakia and Poland. The second, analytical part deals with management conceptions, plans and methodologies of the Administration of State Material Reserves. In diploma thesis is evaluated Act No. 97/1993 on competence of the Administration of State Material Reserves. The influence of main actors is analysed too.
