Understanding the Czech Foreign Policy. The Case of the EU Sanctions against the Russian Federation
Fuchsová, Anežka ; Macaj, Gjovalin (advisor) ; Weiss, Tomáš (referee)
This thesis examines the decision of the Czech Republic on the adoption of the EU sanctions against Russia over Ukraine. The perception of the Czech Republic and its behaviour is perceived ambiguously. For that reason, qualitative analysis of the decision was conducted in order to arrive at the understanding of the Czech position. The author works with a concept of identity based on Social Constructivist and Foreign Policy Analysis scholarship. It is argued that the elite idealistic identity, which is held by a proportion of Czech politicians and official, can be used as a variable in Czech foreign policy and a tool to enhance the understanding of it. The dominance of the elite idealistic identity is not fixed; therefore, the consequences enabling the identity to prevail are also discussed. Powered by TCPDF (
Education of immigrants in Sweden and Czechia
Vosejpková, Tereza ; Weiss, Tomáš (advisor) ; Matějka, Ondřej (referee)
Sweden is known as immigration country for a few decades already, but the number of immigrants has rapidly grown during the last years making Sweden one of the European countries with the greatest share of immigrants on total population. In opposite, Czechia is far behind traditional immigrant countries with its number of newcomers, but after joining the European Union, the country has transformed from emigrant to transit and later even to immigrant state with the greatest number of newcomers among Central European states. With immigration, the issue of new minorities and their relation with the majority of society have appeared. The policy of education plays a crucial role in this issue because it has the potential to form society and affect all generations including immigrants. The aim of the thesis is to analyse possibilities of education if immigrants with the emphasis on integration in the education system and compare both countries thorough legislation, observation and interviews with representants of primary schools. The hypothesis that the Swedish approach to immigrant education is more developed than the Czech one was approved by greater possibilities of Swedish newcomers, especially in the education of mother tongue, obligation of Swedish language courses, and flexibility in integration...
Influence of the European Union activities against aggressive tax planning on enabling tax optimization by member states of the EU
Nováková, Markéta ; Šlosarčík, Ivo (advisor) ; Weiss, Tomáš (referee)
Jurisdictions around the world currently compete to attract mobile capital of multinational companies by providing them the most favourable tax conditions. Some EU member states actively participate in tax competition. Over the past decade, the European Commission has successfully enacted a number of measures aimed at preventing multinational companies from implementing aggressive tax planning schemes. These measures aim to establish fair conditions for competitors on the internal market and to meet the demand of the public and of the international community for suppression of aggressive tax planning. The theoretical background of the thesis derives from the field of Law and Economics, specifically by using the concept of transaction costs and means of Economic analysis of criminality. This thesis aims to answer the question of whether the new EU legislation leaves room for the member states to continue in allowing multinational companies to optimize taxes in the ways targeted by the EU measures. The thesis consists of two case studies, which evaluate the impact of the rules on known tax optimization schemes. The first one analyses the impact of state aid proceedings on tax rulings and the second one analyses the influence of the controlled foreign company rule on harmful IP boxes. The objective...

Supranational and intergovernmental approach to the accession process of Montenegro to the European Union
Kopanicky, Marek ; Weiss, Tomáš (advisor) ; Riegl, Martin (referee)
The volume deals with the analysis of the relationship of the two dominant theoretical approaches of European integration - supranational and intergovernmental - towards the EU enlargement policy on the example of the accession process of Montenegro. The research goes into depth by analysing not the complex accession process as such, but the relations and attention of various European institutions and the EU member states to the particular and deliberately selected negotiation chapters of the Acquis Communautaire. The main aim of the thesis is to find out to what extent and whether at all does the behaviour of the EU institutions and its member states by the accession process correspond with the internal structure of the EU policies and competences stipulated in the EU treaties. The thesis succeeded to show that there is no reason to believe that the activities of the supranational institutions of the EU - the Commission and the Parliament - are dominant by chapter which is closely connected to the exclusive competence of the EU or that they would pay any special attention to this chapter. Similarly, there is no explicit proof that the activities of the incumbent EU member states are dominant by chapter which is closely connected to the shared competence of the EU or that they would pay any...
British reaction to the Arab Spring events in the context of United Kingdom's relations with Persian Gulf countries
Fričová, Kateřina ; Váška, Jan (advisor) ; Weiss, Tomáš (referee)
The diploma thesis named British reaction to the Arab Spring events in the context of United Kingdom's relations with Persian Gulf countries is concerned with an impact of the revolutionary events of 2011, known as the Arab Spring, on bilateral cooperation between United Kingdom on one side and Bahrain, Qatar, United Arab Emirates and Oman on the other. While using quantitative analysis approach, it depicts how the Persian Gulf developments were reflected by prominent British representatives and members of the Cameron coalition government. Since the government promised to approach foreign policy matters through a liberal-conservative lens and also planned to further deepen its relations with Persian Gulf countries, the Arab Spring events can be interpreted as a clear dilemma for British policymakers. This thesis aims to answer whether such dilemma forced the government officials to re-asses the traditionally warm attitudes towards Persian Gulf and additionally, it demonstrates which spheres of their cooperation were threatened the most. Firstly, the bilateral relations between United Kingdom and Persian Gulf countries between 1971 and 2010 are described. Then, the focus moves towards the Cameron coalition government and its foreign- policy aims. In its final part, the thesis focuses on British...
Threat perception in the North Atlantic Region: Media Image of Terrorism in the US and Western Europe
Moravčík, Vladimír ; Hornát, Jan (advisor) ; Weiss, Tomáš (referee)
The bachelor thesis deals with media frames in selected American and British media with an influence over broader European audience. The subject of the research is the difference in the perception of terrorism in the US and Western Europe. The work specifically examines the contexts in which the terrorist threat was reported in 2001-2005 in The New York Times and The Guardian. The work is based on the works of Mary N. Hampton and Wyn Rees, who claim that in the US the threat of terrorism is seen as an external problem of military nature, while in Western Europe terrorism is seen as an internal criminal problem. This work identifies media frameworks in selected media that match this difference in perception of terrorist threat. The discursive analysis and the application of framing theory are used to identify the media frames.
Impact of the USA on the EU's actorness in the Iran negotiation
Rosenheim, Adam ; Weiss, Tomáš (advisor) ; El-Ahmadieh, Jakub (referee)
Impact of the USA on the EU's actorness in the Iran negotiation A. Rosenheim, LS 2018/2019 1 Abstract In 2006 an extensive negotiation between the Islamic Republic of Iran and a wide international coalition (P5+1) was established to discuss the Iranian nuclear programme that has become the main priority regarding Iran after the revelations made in 2002. Most of the time during the course of this negotiation, the European Union performed a leading role of the entire P5+1 group that includes other major players in global politics. Using criteria of actorness defined by Lynne Dryburgh, this thesis evaluates the EU's concrete political actions taken within this complex process and analyses the potential U.S. influence on the EU's actorness through a comparison of the character of EU's actorness in two given periods (2006-2016 and 2017-2018). The analysis of this thesis is based mainly on EU's official documents (conclusions of the Council of the EU and the European Council) and statements of other entities' representatives involved in the negotiation. By means of evaluation of the chosen criteria, this thesis concludes that while the changed approach of the American administrative has influenced some aspect of the EU's position, the Union's actorness towards Iran has remained intact.
