Cílem této bakalářské práce je popsat jednotlivé typy lesních cest s možností jejich využití pro zásah požární techniky při vzniku mimořádné události. Zjistit, zda je lestní cestní síť dostatečná, jestli jsou při požáru využívány mimo L1, L2 i lesní svážnice nebo technologické linky. Práce nás seznamuje s problematikou požárů, technikou využívanou při mimořádných událostech a postupy při dopravě vody do nepřístupných míst v lesních komplexech. V rešeršní části této práce jsou řešeny zásahy v lesních porostech s popisem řešení jednotlivých situací. Seznámení s možnostmi techniky využívané u hasičského záhraného sboru, které byly použité pro zdolávání požáru u vybraných požárů v Plzeňském kraji, které byly zajímavé buď rozlohou, nebo složitostí. Z provedeného terénního šetření jak požářišt, tak problémových lokalit vyplývá, že lesní cestní siť 1. třídy a 2. třídy by měla být správcem udržována v takovém stavu, aby zde mohly zasahovat jednotky hasičského záchranného sboru. Tyto komunikace jsou pro zasahující jednotky sjízdné. V některých případech mohou být využity i lesní cesty nižší kategorie, záleží na lokalitě a možnostech i nasazení speciální hasební techniky. Vyhodnocení jednotlivých velitelů směřovalo k přibližným rozměrům okolo 400 m, které by byly ideální vzdáleností mezi jednotlivými komunikacemi pro případ požárního zásahu. Dle zjištěných informací z národního parku Šumava je problém první zóna národního parku, kde v současnosti probíhá snaha ostranit většinu komunikací, které byly doposud využívány. Na základě zjištěných informací mohou velitelé jednotek HZS, ale také zaměstnanci lesních podniků získat přehled o možnostech techniky při hasebních pracích a o sjízdnosti lesních cest pro zásah HZS ČR.
Abstract
The aim of this thesis is to describe the different types of forest roads to be used for intervention of fire fighting equipment in the event of an emergency; to determine whether the forest road network is sufficient if they are used in a fire outside the L1, L2 and forest slant routes or technological lines. This thesis is working with the issue of fires, technique used in emergencies and procedures for the transport of water to inaccessible places in the forest complexes. The research part of this work addresses interventions in forests with a description of solutions to individual situations. The familiarization with the possibilities and techniques used by the fire brigade, which were used for fighting selected fires in Plzeň Region, which were interesting either as for their size or their complexity. The field survey of fires and problematic locations shows that forest road network Class 1 and Class 2 should be maintained by the administrator in such a condition that units of the fire brigade might intervene there. These roads are passable for intervening units. In some cases, forest paths of lower categories can be used depending on the location and possibilities and deployment of special fire-fighting equipment. Evaluations of individual commanders were directed to the approximate dimensions of about 400 m, which would be the ideal distance between communications in case of fire intervention. According to the information gathered from Šumava National Park the first zone of the National Park is the problem; an effort to eliminate most of the roads that were previously used is currently ongoing there. On the basis of gathered information commanders FRS, but also the employees of forest enterprises can learn of the technology possibilities for extinguishing work and the practicability of forest roads for intervention of Fire and Rescue Service.
