Anti - corruption strategies of political parties ODS and ČSSD in the sense of individual and systemic corruption
Pavlíková, Laura ; Frič, Pavol (advisor) ; Tomášek, Marcel (referee)
The phenomenon of corruption has recently become a hot discussion topic of all political parties. Separate chapters, focused specifically on the fight with corruption, are implemented into the parties' political programmes. However, despite the demonstrated endeavour to fight corruption, it seems that solutions of this major issue keep failing. Theorists, who specialize in corruption issues, agree that in the Czech Republic, corruption has already become a systemic issue. That means that it is no more just a pathological behaviour of individuals within the official norms. Vice versa, corruption has already progressed into the stage, where it creates its own norms. Moreover, these newly created norms are stronger than the official norms, and, this way, it is the incorrupt behaviour, which is now perceived as pathological. Fighting systemic corruption obviously requires different tools than fighting individual corruption. Being collective players, political parties use framing to depict the problem so that the solution they offer seems to be the only and the best. This bachleor's thesis illustrates how two major political parties in the Czech Republic - Civic Democratic Party (ODS) and Czech Social Democratic Party (ČSSD) - look on the phenomenon of corruption and how they reflect it in their...

Types of corruption and anti-corruption strategies in Ukraine
Smorodina, Sofia ; Frič, Pavol (advisor) ; Ochrana, František (referee)
The thesis investigates corruption and the anti-corruption strategies. Focusing on the case study of Ukraine, it is shown how corruption can affect society and what particular measures can be undertaken for tackling this phenomenon. It is illustrated that the current level of corruption in Ukraine is high in all fields of public management: the customs and taxation systems, law enforcement agencies, the judicial system, business, and so on. The analysis of the Ukrainian government's anti-corruption strategies reveals that they are based primarily on deregulation, demonopolization, the creation of a strong institutional environment, and digitalization. In recent years, Ukraine has been able to achieve institutional advancements through the creation of new anti-corruption bodies and has initiated digitalization as a new strategic direction against corruption. However, none of these activities have brought tangible results so far. The thesis analyzes why the government's anti-corruption strategies have been fruitless to date and how the situation might develop in the future. Keywords anti-corruption strategies, bribery, corruption, European Union, institutional reforms, public officials, Ukraine. Abstrakt Práce zkoumá korupci a protikorupční strategie se zaměřením na případovou studii Ukrajiny. Je...
The corruption rate in the Czech Republic: Government's political solutions in 2010-2017
Uchytilová, Gabriela ; Švec, Kamil (advisor) ; Šárovec, Daniel (referee)
The bachelor thesis "The corruption rate in the Czech Republic: Government's political solutions in 2010-2017" deals with anti-corruption policy at the governmental level. The first part pays attention to corruption from a theoretical point of view. The analytical part focuses on the activities of governments in the fight against corruption as well as on the development of Corruption Perception Index (CPI) in the monitored period. During years 2010-2017 there were four governments in the Czech Republic, including two caretaker ones. Jan Fischer's government did not explicitly determine anti-corruption policy objectives, so they acted according to current need. Caretaker government of Jiří Rusnok acted similarly, because in addition this cabinet lost vote of confidence in the Chamber of Deputies. In contrast to it, the government of Petr Nečas called itself "A Coalition of Budgetary Responsibility, the Rule of Law and the Fight against Corruption". Corruption has been one of the main topics of the Coalition Agreement and the Government's Program Statement, on which were based two anti- corruption strategies. Although the government managed to meet only five priority anti- corruption objectives, the following governments, in particular the government of Bohuslav Sobotka, continued to fulfill others...
