Police Democratization in the Countries of the Visegrad Group

This diploma thesis deals with the democratisation of the police in the four post-communist countries of Central and Eastern Europe - the Czech Republic, Slovakia, Hungary and Poland. The interest of the thesis is focused on the transformation of the regular police with regard to the personnel issue. Using the theories of transition three hypotheses are verified. The first one presupposes that the police are the pillar of a nondemocratic regime and the transition to democracy takes a long time in this institution. The other considers the police to be the reflection of society, so its transition is not different from the rest of society and state institutions. The last of the hypotheses says that the police are too important and it is the priority of the new regime to make its quick transformation. At the time of transition to democracy, there is a change in leadership, verification of police officers, the dismissal of compromised individuals, the appointment of new senior policemen, and the recruitment of the rest of the police force. The perspective of personnel changes is thus an appropriate indicator of the events that the police have undergone in connection with the transformation of the country. Decision-making within the public policy shown on the foreign operations of the Czech Republic

This diploma thesis deals with a decision-making within the public policy shown on the approving of dispatching of military troops to Afghanistan by the Parliament of the Czech Republic. The paper uses the theory of historical institutionalism for explaining the decision- making. The historical institutionalism is a theory, which accents the influence of institutions on the decision-making. It also recognises the influence of other variables: context and actors. It is recommended to explore the history to learn which variables are the most important ones. The paper is written on the basis of this point of view. It deals with the history of engagement of the Czech Republic within the foreign military operations, the development of the situation in Afghanistan and reactions of international organizations. It also explores the influence of the main Czech actors on the decision-making.

Czech prison system and its ability to meet the public interest

Diploma thesis "The Czech prison system and its ability to meet the public interest" deals with the public interest in the selected area from the perspective of key stakeholders, election programmes, policy statements of governments and (changes in) legislation between 2000-2013. For determination of what is the public interest has been used as a tool a scheme of four dimensions of definition of public interest. First, there is the public interest as defined by experts, which is determined on the basis of content analysis of the journal the České vězeňství published by Prison Service of the Czech Republic. Second, the public interest determined by the preferences of citizens, which are collected from content analysis of articles from Newton Media Search and from reproduced findings of public opinion polls. To analyze the third dimension of public interests, which are generated by functional needs of the community, content analysis of election programmes of the parliamentary parties of the period is used as well as policy statements of the government and also the study of changes in legislation. Analysis of Defence Research and Development in the Czech Republic

Defence research and development is an important public policy phenomenon, which represents a relevant part of security policy and interferes with many other areas when considered in a wider perspective. My diploma thesis presents an analysis of the Czech policy of defence research and development and an international comparison with the Netherlands and Slovakia. Governmental policy in this area is relatively pro-active as regards its declared settings. On the other hand, its actual practise reveals many problematic areas. Ministry of Defence's expenditure on defence research and development has been falling since 1999 and recently finds itself well below the limit guaranteed by the law. Insufficient utilisation of foreign financial support might be considered negatively as well. The analysis that I carried out in my thesis identified fundamental shortcomings of the Czech system, the functioning of which is far from being optimal. The deficiencies have mostly a systemic manner and can not be solved by partial changes. Due to this reason I propose an alternative set up of the Czech policy of defence research and development, based on a shift to the agency model inspired by the Dutch experience.
Volunteering and armed forces

The MA thesis "Volunteering in Armed Forces" focuses on describing and analysing the phenomenon of volunteering in relation to the voluntary service in the reserves of the armed forces. This topic is highly relevant in the Czech context, as there are long-term efforts made by the Czech Armed Forces to strengthen and enhance this specific component of national defense. In 2012 a new concept of reserves, the Active Reserve Concept (Koncepce aktivní zálohy) was finally approved by the Czech government. The first objective of this thesis is to shed some light on the general motivation of the volunteers to join the reserves and to show whether the incentives are mainly economic, socio-psychological or whether other factors are at play. In order to do this, the volunteering as such must first be defined as a phenomenon influencing the entire society. Then it is also necessary to show how volunteering related to national defense differs from other forms of volunteering. Next, the thesis illustrates how the system of active reserves works in a number of selected countries (Denmark, Germany, the United Kingdom, the United States), where this model is applied for a long period of time and became widely accepted. Deficit of strategic governance in defense policy of the Czech Republic

Diploma work "Deficit of strategic governance in defense policy of the Czech Republic" describes actual situation in the area of strategic governance of defense policy. The unsatisfactory situation is documented mainly by unsteady environment of the department from personnel point of view and also by the situation of the selected modernization projects. Based on the analysis of the main participants and selected cases it is possible to describe the main causes of the deficit of strategic governance as general, common in the politic environment of the Czech Republic. It means that the deficit does not concern only the department of defense. However, this area is very specific, which may cause further complications, e.g. the concealment of the facts due to state security or special regime of the purchase of army equipment. The influence on state governance of the political parties (or groups of power within these parties) may be named as the main negative issue. Based on the analysis of the actual cases it is possible to indicate the key measure for solution of the deficit. The political parties should not interfere into personal policy of public servants and the corruption must be eliminated.
State building: Comparative assessment of the PRT engagements of the USA, Germany and the Czech Republic in Afghanistan

The master thesis examines the involvement of the United States of America, Germany and the Czech Republic in post-conflict reconstruction and state building in Afghanistan through their Provincial Reconstruction Teams (PRT). The aim of the thesis is to find out to what extent the Provincial Reconstruction Teams represent their founder countries' effort of state building in Afghanistan, and to deduce the differences among their attitudes to state building in Afghanistan by comparing their PRTs' activities. Countries directly found their PRTs and therefore their attitude to state building in Afghanistan should be reflected in the activities of their PRTs. The PRTs should reflect the priorities of their founder countries in reconstruction of Afghanistan. This thesis begins with outlining the links among the PRTs, state building and NATO's comprehensive approach and counterinsurgency strategy which pays attention to the civilian aspects of fighting wars. The U.S., German and Czech preferences regarding the state building are examined through their foreign policy documents. Activities of the U.S., German and Czech PRTs are analysed to verify, whether they correspond to their countries' proclaimed aims in the field of state building in Afghanistan.
