Audit of budget management of local self-government

55 Abstract This diploma thesis gives an insight into the system of control and supervision procedures applied to local self-governments. The aim of this work is to evaluate possible problematic aspects of established supervisory procedures applied to budgetary management and to assess whether it is needed to extend the Supreme Audit Office's competence by enable it to control the budgetary management of local self-governing units with their own assets. The introductory chapter briefly summarizes the issue of budgetary management of local governments, while a more detailed interpretation is devoted to the duty of the local self-goverments to comply with the rules of budgetary responsibility, which was brought by Act No. 23/2017 Coll., On rules of budgetary responsibility, as amended. The following chapters are devoted to the various supervisory procedures and their systematics. First of all, Act No. 321/2001 Coll., On financial control in public administration, as amended, is provided, which provides a legal framework for public control and imposes internal obligations on territorial units in connection with the conduct of monetary operations. Audit of budget management of local self-government

This diploma thesis provides a basic classification and description of a control system in a budgetary management of self-governing municipalities as subjects of public administration and then it evaluates these control mechanisms from the point of view of their importance and purpose. The introduction deal with a basic outlook of the self-governing municipalities themselves, that is the principles of a contemporary zoning organisation in the Czech Republic. The following part of the thesis, an issue of financial management of the municipalities is summarised in a following order - through an interpretation in the field of their property and limits in its management, furthermore through a description of the essentials of a budgeting process from its draft to its authorisation, an implementation of the management itself to a closing account. The remaining part of the thesis focuses on selected legal modes within which the management control of self-governing municipalities and their systematisation are implemented. Essays on Public Policies and Female Labor Supply

In the first chapter of this work, I study the impact of joint taxation of married couples on married couples' labor supply. While joint taxation is fairly widespread across European countries, evidence of its labor supply effects is scarce due to a lack of recent policy changes in family taxation. This chapter makes use of the introduction of joint taxation in the Czech Republic in 2005 to estimate its effect on married couples' labor supply. Results based on difference-in- differences and on triple differences with several alternative control groups suggest that the introduction of joint taxation led to a decline of about 3 percentage points in the employment rate of married women with children. Participation declines are twice as large when the tax work disincentives are highest - among women with tertiary-educated husbands. The introduction of joint taxation did not affect the employment probability of married men with children. The second chapter contributes to the literature on female labor supply responsiveness by measuring the effect of tax-benefit policies on female labor supply based on a broad sample of 26 European countries in 2005-2010. Analysis of the satisfaction of sport event participants

The diploma thesis deals with satisfaction measurement of participants of sport event. This sports event is international junior curling cup in Prague. The aim of thesis is to analyze participants satisfaction with this tournament. Based on these results some critical factors will be identified and also recommendations for organizers of the tournament will be listed to improve the quality of the tournament for next years. In a first part of the thesis there are described customer satisfaction theory and techniques for its measurements. According to suitability for this case the questionnaire survey will be applied. After short introduction to the tournament and some curling rules and specifics analysis of the survey results will be described. More evaluation methods will be used. Based on results from this analysis recommendations for tournament improvement will be given.

Targeted advertising on the internet

An objective of the thesis is to evaluate and possibly suggest a more effective use of an ad targeting for a concrete company. This thesis does not aim on providing a unified instruction for similar companies. The evaluation is individual for this company. To reach this objective I describe an internet marketing environment. I focus on objectives of internet campaigns, metrics for ad success rating, types of internet advertising and mainly on types of targeting. I describe the company characteristics, bring the internet marketing situation in this company and suggest possible improvements in this area.
