Tesař, Ondřej ; Mlejnek, Josef (advisor) ; Javůrek, Petr (referee)
The diploma theses "Posts of the President in the Countries of Visegrád Four - Funkce prezidenta v zemích Visegrádské čtyřky" describe analysis of the positions of four Presidents in four different parliamentary regimes. The comparison of the four presidential posts has another aim. This aim of these graduation theses is to analyse the incoming possible reform of the presidential elections in the Czech Republic from indirect elections to direct ones. The potential introduction of direct elections of the President in our country would mean some changes in the position of the President of the Czech Republic and his or her perception by people. Some of the described cases are excellent for the analysis of the incoming possible transition to a direct presidential election, in which similar reforms of the presidential elections, and the related changes of the Constitutions, have already taken place. The ideal case is the neighbouring Slovakia, which introduced not only the direct elections of the President at the end of the last and at the...

Blažejová, Eva ; Tománek, Jaroslav (advisor) ; Javůrek, Petr (referee)
Abstract The aim of this thesis is to describe the different types of forest roads to be used for intervention of fire fighting equipment in the event of an emergency; to determine whether the forest road network is sufficient if they are used in a fire outside the L1, L2 and forest slant routes or technological lines. This thesis is working with the issue of fires, technique used in emergencies and procedures for the transport of water to inaccessible places in the forest complexes. The research part of this work addresses interventions in forests with a description of solutions to individual situations. The familiarization with the possibilities and techniques used by the fire brigade, which were used for fighting selected fires in Plzeň Region, which were interesting either as for their size or their complexity. The field survey of fires and problematic locations shows that forest road network Class 1 and Class 2 should be maintained by the administrator in such a condition that units of the fire brigade might intervene there. These roads are passable for intervening units. In some cases, forest paths of lower categories can be used depending on the location and possibilities and deployment of special fire-fighting equipment. Evaluations of individual commanders were directed to the approximate dimensions of about 400 m, which would be the ideal distance between communications in case of fire intervention. According to the information gathered from Šumava National Park the first zone of the National Park is the problem; an effort to eliminate most of the roads that were previously used is currently ongoing there. On the basis of gathered information commanders FRS, but also the employees of forest enterprises can learn of the technology possibilities for extinguishing work and the practicability of forest roads for intervention of Fire and Rescue Service.

The Position of the Presidents in Political Systems of Poland, Lithuania and Romania
Javůrek, Petr ; Mlejnek, Josef (advisor) ; Sokol, Petr (referee)
Postavenípresidentů vpolitickém systému Polska, Litvy a Rumunska After the fall of communism in East Central Europe many countries introduced, during the transitional period, the direct election of the president. This represents a solid reason to consider them being semi-presidential, since popular election of the head of state is a main component in all of the definitions of this regime type. The shape of institutions and internal logic of semi-presidentialism differs more or less from presidential or parliametary systems. Alike presidentialism, semi-presidential type of government is also based on dual legitimacy - both executive (at least its part, the president) and legislative are elected by people and can call for democratic legitimity - while parliamentarism is chiefly based on dominance of the legislation and lacks the separation of powers. This diploma work, titled The position o f the presidents in political systelms o f Poland, Lithuania and Romania, tries to underline main aspects of role of the presidents in three East Central European countries. These countries hasve been chosen for several reasons: all of them had at least short historical experience with democracy, adopted the direct election of the president during transfation toward democracy and are similar to each other concerning...
