Criminal activity releated to the use of illegal drugs
NOVÁK, Martin
In my thesis I deal with illegal drug use leading to criminality. Drug abuse has been a debated issue recently because drugs are omnipresent in our society. Illegal drug use has been a serious problem worldwide. Due to its geographical location, shortly after 1989 and after the fall of the Iron Curtain the Czech Republic has become both a transit and a destination country for all sorts of drugs within a short time. The objective of my thesis is to examine, describe and analyse the overall criminality in the Prague area in 2005 {--} 2007. The other concern of my research was to determine the drug addicts´ contribution in proportion to the overall criminality. I set three hypotheses: H I : The most common drug addicts´criminal activity is theft. H II : Most drug addicted criminal offenders are male. H III : The most common drug being abused is pervitin. The thesis is divided into two parts {--} theoretical and practical. In the theoretical part the development of the drug scene in the Czech Republic and crimes committed by drug addicts are described. I also give information on detection, investigation and criminal sanctions in criminality caused by drug addicts. I gathered the data from specialist literature. In the practical part I used the technique of the secondary statistical data analysis. I analysed the statistical data from 2005 {--} 2007 obtained from the Police of the Czech Republic Headquarters. The research was conducted by the quantitative questionnaire method and the data obtained were analysed. The data were put into charts and diagrams. All the hypotheses suggested were confirmed. The objective of my thesis was accomplished.

Analysis of the current situation in international banking regulation and its outlook for the future - from the Basel I Basel III
Růžička, Jan ; Taušer, Josef (advisor) ; Tůma, Zdeněk (referee)
The aim of the diploma thesis is to analyze the evolution of banking regulation from the turn of the 19th and 20th century with regard to the introduction of global standards of regulation and supervision. Great emphasis was placed on the status and functionality of the current regulation and also on its future shape as Basel III rules. In the theoretical part Basel I and Basel II projects are presented. The first of these is the concept from 1987 (Basel I) with the emphasis on greater stability and reliability of the international banking system. Basel I, however, represented a very simple and straightforward form of regulation, where the only monitored standard is bank's credit exposure. The amendment to Basel I and primarily Basel II, introduced a pillar regulation structure, which is still valid and provides national regulator a sufficient power to carry out its activities. The second, practical part of the thesis is devoted to current development and problems of banking regulation. This part introducing Basel III represents not only the key point of the gradual increase in the amount of regulatory capital until 2019, but also the introduction of uniform standards for measuring liquidity and strengthening the supervisory powers.

Alternatives to unconditional prison sentences and alternatives to criminal proceedings
Najdekr, Vladimír ; Jelínek, Jiří (advisor) ; Osmančík, Otakar (referee)
Resumé/Summary: This thesis deals with alternatives to unconditional prison sentences and procedural law alternatives in the field of criminal law. The introduction outlines the historical development of alternative sanctions and the reasons for their creation and implementation. The following chapters address alternative sentences as accounted for in the valid and effective Czech legislation. The community service sentence, as the most typical alternative punishment, is discussed in detail. Attention is also focused on suspended sentences, including suspended sentences with supervision, i.e. punishments which are definitely the ones that are imposed the most frequently in the Czech Republic. The sentence of pecuniary penalty, which is also often imposed as an alternative sanction, is dealt with thoroughly too. Other punishments, including forfeiture of an item, prohibition of a specific activity, prohibition of residence and deportation, whose alternative function is rather secondary, are paid less attention. The following part of the paper provides a comparison of alternative sentences according to Slovak legal regulations with alternative penalties envisaged by Czech legislation. In view of the recent amendment to substantive criminal law in the Czech Republic (Act No. 40/2009 Coll.), this chapter also...

The nurse s role in the context of preventive examinations in the office of general practitioner for children and adolescents
TRUČKOVÁ, Zdeňka
Primary care in the health sector is an important part of an effective and functional health care system of every country. It represents the key factor for maintaining good health of the Czech Republic population. It is mainly the pediatricians and pediatric nurses who are irreplacable in their role. They provide health care for children along with assisting with the acquirement of correct habits in taking care of one's health to ensure a long and good quality life. Health education is of great significance especially with children and youth where appropriate monitoring of their health state and development is a necessary precondition for them to embark successfully on their journey of life. The main aim of the thesis is to determine the role of nurses in routine checkups of children and youth and to describe the content and rules of these checkups according to the Czech legislation. Another goal is to describe, based on legislative sources, the changing role of the pediatric nurse since 1990.Firstly, it was necessary to trace down the development of the discipline by means of changes in the legislation. Secondly, the reflection of these changes in professional literature was captured, primarily with respect to prevention. The crucial, concluding part of the paper focuses on how the above mentioned factors affect the form of routine checkups and the nurse's role in them. It also mentions important particulars of routine checkups, such as vaccination, monitoring psychomotor development, or assessing nourishment. The research paper is composed as a theoretical review thesis. For the purpose of the bachelor thesis, qualitative research survey has been used employing the method of secondary analysis of relevant sources. It is a systematic own research with bibliographical sources. After an analysis of the obtained data their synthesis followed, then comparation and assessment. Bibliographial research on the studied issues is based on scientific publications and Czech legislation. The bachelor thesis describes the changing role of the pediatric nurse since the initial phases of nursing care, the way pediatric nurses have been trained and what their role has been in primary preventive pediatric care and education on health. Furthermore, it deals with the changing competence and image of the pediatric nurse. Cooperation with the pediatrician is crucial, as well as building a relationship with both the child and the parents. Act no. 96/2004 Coll., on paramedical jobs, specifies the conditions for gaining and recognizing the competence to perform paramedical jobs and imposes the obligation for lifelong learning. The responsibilities and competence of the pediatric nurse to perform the specialized job is given in Decree no. 55/2011 Coll. of the Ministry of Health of the Czech Republic, on the activities of medical staff and other specialized workers. This decree enables nurses to assume higher competence which entails higher quality and expertness of the job and therefore a requirement for specialized professional and higher education of the nurses. The particular activities of the pediatric nurse are defined by § 51 of the Decree no. 424/2004 Coll., on the activities of medical staff and other specialized workers. In the general practice of a pediatrician, the pediatric nurse provides complex medical treatment, preventive and therapeutic care to children from birth until the age of 19. Routine checkups of children and youth are defined legislatively by Decree no. 70/2012 Coll., on routine checkups. It delineates the content and schedule of the routine checkups of children and youth. Mandatory vaccination is part of the routine checkups. The significance of the routine checkups of children and youth is often underrated by the general public.

Development of prostate cancer radiotherapy from the 80s to the present day
SUCHANOVÁ, Markéta
Prostate cancer (CaP) remains the most common cancer diagnosed in men. This desease has worldwide increasing incidence. In the Czech Republic incidence has tripled during the last 20 years. The increase of the mortality is much more slower, but CaP is still the third leading cause of cancer-related death in men. CaP treatment management options may include active surveillance, radical prostatectomy, brachytherapy and external beam radiation therapy. The radiotherapy occupies an irreplaceable position. It is used as a curative therapy for clinically localized CaP with a low and intermediate risk. In the case of high risk CaP and locally advanced tumors are often treated with the addition of the hormonal therapy, which enhances tumor control and overall patient's survival. The radiotherapy is also used in some cases as an adjuvant treatment following a radical prostatectomy, as well as a salvage therapy in a biochemical relapse or as a palliative treatment if the cancer progresses. The aim of this study is to provide an overview of the development of CaP radiotherapy from the 80s till the present day. The specific objective of the study is to assess the incidence of the radiation-related complications (RRC) in patients with CaP treated with IMRT and PT. Among the methods of processing this thesis was using secondary data analysis. Practical information were obtained during the visits to the Department of the Radiation Oncology at the Hospital Ceske Budejovice a.s. (NCB) and the Proton Therapy Center Czech s.r.o. (PTC). During these visits was observed the radiotherapeutic treatment of the patients with CaP and valuable information were obtained through interviews with Mrs.Vančurová, MD and Mr. Vítek, MD., Ph.D., MBA This study analysed the incidence of the acute and late RRC in patients with CaP treated in these facilities. The acute and late side effects was assessed for GU and GI toxicity using RTOG / EORTC score. The specific problems were measured with the CTCAE v.4.0 scale. The overall incidence of the RRC was subjected to the statistical hypothesis testing using a two-sample unpaired t-test. The examined sample consisted of the 30 patients with CaP irradiated at NCB and the 30 patients from PTC with low, intermediate and high risk CaP. It was found that for the patients from NCB the rectum mean dose was 40,7 Gy and the mean dose of bladder was 39,4 Gy. For the patients treated at PTC the mean dose to the rectum was 13,2 Gy and to the bladder 11.1 Gy. This is related to the incidence of the RRC. Acute GU and GI toxicities Grade 2+ occurred in 33 % and 23,3 % of the patients treated in NCB. With a median follow-up of 22 months there was late GU toxicity Grade 2+ in 13,3 %. Late GI toxicity Grade 2+ occurred in 26,7 %, which exceeds incidence of the RRC described in the literature. Incidence of late GI toxicity Grade 3 and 4 was also increased, it appeared in 10 % (3 patients). Furthermore in one case cancer reoccurred and metastasized one and half year after the radiotherapy. In PTC no acute or late Grade 3+ toxicities were observed. Acute GU and GI toxicities Grade 2 occurred in 13,3 % and 6,7 %. After median follow-up of 21,5 months there was incidence of late GI toxicity Grade 2 3,3 %, late GU toxicity appeared only Grade 1 in 13,3 %. There was found statistically significant difference in occurrence of RRC in patients treated in NCB and PTC. The hypothesis that PT reduces the incidence of the radiation side-effects compared to the IMRT technique in the patients with the prostate cancer was confirmed. The prostate can move greatly during the day. It is recommended using CBCT, which is part of new linear accelerators at NCB, to check the position of the prostate before each irradiation. This study provides an overview of the treatment of CaP and may serve to increase of awareness of the RRC. The main contribution can be seen in the comparison of a standard approach with a promising alternative.

Approach to the nuclaer safety of the 3rd generation nuclear reactors
Pavlíček, Michal ; Kolář, Jaroslav (referee) ; Kolář, Jaroslav (referee) ; Matal, Oldřich (advisor)
The main target of the master´s thesis is reviewing the generation III nuclear reactors in term of the nuclear safety. At first we have to learn some theory of the nuclear safety in order to understand safety systems of the generation III nuclear reactors. Therefore the thesis is divided into two parts. Legislative and technical approaches to nuclear safety are mentioned in the first part. Regulatory bodies, whose task is to supervise nuclear safety in the nuclear power plants, belongs to the legislative approaches. There are defined terms such as defence in depth, redundancy, diversity, etc. There are mentioned methods to assessing nuclear safety – deterministic and probabilistic methods, especially probabilistic methods, for which a simple example is provided. There are also mentioned active and passive safety systems and their significance for nuclear safety and inherent safety too. There is an example of the function of the active and passive safety systems of the EDU nuclear power plant in conclusion of this issue. The second part deals with description of the selected nuclear reactors in context of the construction of the new units of nuclear power plant in Temelín. The nuclear reactors from companies, which applied for the public tender opened by ČEZ, a. s., for the construction of the ETE 3+4. Thus, the nuclear reactor MIR-1200 by ATOMSTROYEXPORT (Russian Federation), the nuclear reactor AP1000 by WESTINGHOUSE (USA) and the nuclear reactor EPR by AREVA (France) are taken into account . Comparison of the generation II and these generation III+ nuclear reactors necessarily belongs to this master´s thesis. These the generation III+ nuclear reactors are compared with the nuclear reactor VVER 440 (EDU) and in particular with the nuclear reactor VVER 1000, which is operated in the nuclear power plant Temelín. The final chapter contains generally appraisal of the whole problem.

Use of Supervision in the Social Services
BARNETOVÁ, Martina
The thesis focuses on mapping and analysis of the current functioning of supervision in social services in the region of Liberec. The research aspires to find answers to the question of the scope of supervision in the social services in the given region and what type of supervision prevails in these facilities. The theoretical part of the thesis focuses on collection and classification of generally available documents on supervision in the Czech Republic. It deals with the definition of the term supervision and the historical context of its creation in the field of social services. This part of the thesis describes the basic functions of supervision, structure of the supervisory process and its types. It draws the basic conditions of a successful introduction of supervision in organisations and in this context deals with the current issue of supervisions as a part of the quality standards of social services. The aim of the theoretical part is to create theoretical starting points for the practical research and determination of hypotheses. The practical part aspires to map the current situation in the supervisory activities in the field of social services. The research was carried on in the region of Liberec in social services facilities. The practical part included a preliminary research performed in the form of a controlled interview with five supervisors. The research itself had a form of a questionnaire. The aim was to find out whether supervision works in the facilities, what is the most frequent topic of the current supervision, how the workers conceive supervision and what type of supervision prevails in the organisations. Secondarily, the research focused on the analysis of the used from of supervision, frequency of supervisory meetings and review of the supervision by the workers. A partial goal of the research was to find out how the head workers cope with the introduction of supervision at their workplaces and how they motivate their employees to participate in the supervision. The research in the region of Liberec unquestionably showed that supervision has been slowly bringing itself to the attention of the workers in the field of social services. Though institutions with supervision introduced at the workplaces prevail in this field, there are still many organisations in which supervision has not been carried on due to various reasons. It has turned out that in facilities with a functioning supervision, it is usually conceived as one of the possible ways how to support the workers in the assisting professions and its presence in the organisation has been considered beneficial. The research maps opinions and attitudes of respondents to a ``good{\crqq} supervisor and ethical principles in supervision accompanied by practical instructions and recommendations.

Estimation of the passive and active waste in public procurement in the Slovak Republic
Bachan, Milan ; Pavel, Jan (advisor) ; Zídková, Hana (referee)
The main object of this thesis is to estimate the waste in public procurement in Slovakia and estimate its active and passive components. The first part offers a theoretical explanation of legislation related to public procurement, as well as a theoretical explanation of active and passive waste. In the next section there is a brief description of similar study, which estimated the waste of public procurement in Italy. In the second part, which is empirical, there is a analysis of the results of public contracts related to construction work. Data were obtained from the electronic database of Public Procurement Office in Slovakia. From these data I created a regression model obtained by the method of least squares. The aim was to determine the truth of the hypothesis that if the contracts awarded through the procurement of external agencies, the procurement process becomes more efficient. The analysis did not confirm the truth of this hypothesis and thus I could not estimate the amount of passive and active waste. The results obtained from regression analysis were then used to estimate the amount of waste in the case of public procurement related to construction of residential buildings, reconstruction of schools and the revitalization of public spaces, when the public purchaser was the city or village. This analysis also estimates the percentage of the waste of public procurement, when process of public procurement was supervised by external procurement agencies.
