Effective System of Evaluation and Financing of Research, Development and Innovations Project: hopes and expectations
Hronová, Stanislava
Since 2004 the methodology of evaluating research and development results (later: methodology of evaluating results achieved by research institutions) applied in the Czech Republic has gone through many revisions which however have not changed the principles of what was devised as a not very suitable system. The deformations resulting from such evaluation became fully apparent when the results were directly linked to the distribution of funds provided for the long term development of a given organisation. In 2011 the Council for Research, Development and Innovation decided on the basis of discussions within expert community about the fate of evaluation methodology, negative effects it had on research institutions, partial outputs (at that time) of the RDI System International Audit in the Czech Republic to adopt the Long Term Principles of Evaluating the Research Institutions Results. These principles are the backbone of IPn Methodology Project that should provide the scientific community as well as the public administration with an instrument of evaluating research institutions and with the system of research and development in the Czech Republic respecting international standards and departmental differences, based on quantitative and qualitative criteria

Operating procedure of worker in crisis management center in case of an extraordinary event in He administrative division of extended reference township Prachatice.
PŮBAL, Přemysl
Security of citizens is one of the fundamental responsibilities of the state. Therefore, the crisis management system in the Czech Republic is one of the forms of the population protection guaranteed by the state. During its creation and operation cooperate appropriate bodies of the public administration, as well as legal and natural persons. In this thesis the readiness of smaller administrative units is assessed, such as municipality type I. (a municipality), municipality type II. (a municipality with authorized authority ) and especially municipality type III. (a municipality with extended scope). Despite the fact that the crisis management system in the Czech Republic is constantly evolving and is also supported by the legislative side, it is largely neglected at lower levels. Activities in this area are in many cases either postponed or in worse cases considered completely useless and their implementation will not take place. In relation with the exceptional situations the municipal authorities were entrusted with certain powers to deal with such situations. But on the other hand, different levels of municipalities are not distinguished in the cases of dealing with crisis situations. Problems arise in the areas of expertise, material and human resources, especially when the municipalities type I. do not have such resources to be capable of adequately respond in the event of a crisis situation. After all, there are better conditions in municipalities with extended scope, which are able, also due to the larger budgets within its administrative area, to ensure better crisis preparedness of municipality to an exceptional or crisis situation and its subsequent solutions associated with minimizing damages and eliminate the consequences of the action of an exceptional or crisis situation. The main objective of this thesis is to characterize the crisis management system in the Czech Republic. With the help of legislation and professional literature the theoretical part is focused on the explanation of basic terms, such as crisis management, a system of integrated rescue system, emergency and crisis planning, characteristics of the exceptional and crisis situation or crisis management authorities. Furthermore, the thesis is focused on the field of crisis management at the level of municipalities with extended scope, which describes both the scope and the various municipal bodies. It addresses the individual procedures of primarily smaller local government units in the prevention of municipality preparation for exceptional situations, participation of municipality on rescue and relief works and operations implemented in connection with the population protection. At last, the theoretical part contains the financial security operations related to the preparation of exceptional or crisis situations and to the rescue and relief work implementation. To meet the objectives of the thesis were established two research questions that address both the preparedness of humanitarian worker, as well as the possibility of drafting a proposal for a methodological procedure in dealing with crisis situation.

The role of fire brigades in protection of the district Vysočina inhabitants.
KADLEC, Radek
The target of this bachelor thesis is to determine implementation of professional training of members of predetermined fire units and create list of technical equipment of volunteer fire brigade units of County Vysocina predetermined to solve tasks in civil protection. In the research I tried to find answer to two main questions: are there any fire units in County Vysocina predetermined to solve civil protection challenges and are the members of these units competent to perform these tasks? The thesis is divided into theoretical and practical part. The theoretical part describes the civil protection and its historical development in the Czech Republic and the organization of fire their tasks and specialization. The end of the theoretical part describes the implementation of basic professional training and gaining competence within the members of volunteer fire brigades units in the Czech Republic according to applicable legislation. Within the qualitative research two methods were used: questionnaire survey and structured interview. The questionnaire survey was carried out in predetermined voluntary fire brigades units of County Vysocina and was aimed at their predetermination, providing and managing professional training. The questions for the commanders of units predetermined to provide humanitarian aid to the motorway D1 were extended to provide information about the technical equipment to provide short-term assistance and if their units have been sent by control room to provide humanitarian assistance in a mass accident on the motorway D1.The interviews with the fire brigade members at the civil protection and crisis management departments are divided into three parts. The first part questions ask about the number of predetermined volunteer fire units in county Vysocina and Pelhrimov district predetermined for civil protection and their technical equipment. The second part of the discussion focuses on professional training. In the last part I asked questions concerning the specific seminar which should provide professional competence in civil protection. This seminar should be open for all the predetermined units of County Vysocina in 2016. The practical part of the thesis presents gained information compiled into graph. Next I enclosed open answers from the interviews led in both civil protection and Crisis management department in Pelhrimov district and civil protection and Crisis management in Regional Headquarters of the Fire brigade of County Vysocina. The first research question confirms that in County Vysocina volunteer fire units predetermined to deal with emergencies in the area of civil protection are located. The evaluation showed that units of category JPO II and JPO III are determined primarily for implementation of these tasks. The research showed, that technical equipment is provided in County Vysocina only to volunteer fire units predetermined for the short-term humanitarian assistance to motorway D1. The fire units predetermined for other tasks are provided with the needed equipment from the stocks or supply of professional fire unit stations. For this reason I suggest possibility to predetermine units of JPO V categories for emergencies other than humanitarian assistance for D1.Regarding the goal of the work, the satisfactory degree of the basic and repeated professional training of fire brigade units in territorial departments was confirmed. I would only recommend focus on introducing more practical training concerning civil protection. The collected information relating to the second research question about the competence of unit members showed that in field of civil protection the competence is incomplete. Seminar to ensure proficiency in civil protection techniques in County Vysocina will be organized for all the predetermined units in 2016. I recommend this course to be performed directly at the territorial fire unit's stations.

Self-reflection is an integral part of student?s training, including practical training. Self-reflection can be seen as a professional development and also as a development of personality. In the last chapter author tries to outline the impact of ethics, rules and their dilemmas that affect social work. In the research part is set the main objective: "To characterize the reflection of social work students within the linking theory and professional practice." Author also sets two partial objectives: "To determine the nature of reflection of social work students in relation to the length of study." And: "To identify the extent of students' use of reflection during their professional practice." To fulfill the objectives method of qualitative research technique with half standardized interview was chosen. The interview had structure of broadly worded questions that pointed to the knowledge of the problem. The research group consists of students of the Faculty of Health and Social Studies who completed Bachelor and subsequent Master study in the discipline of Rehabilitation ? psychosocial care for handicapped children, adults and seniors. The character of reflection in relation to length of study and level of use of reflection is defined in the proposed hypotheses. The gained finding can be used to improve students' self-reflection and the development of social work professional practice.
