Methodological context of evaluating the impact of the soft interventions from the EU Structural Funds: the application on the Operational Programme Human Resources and Employment

The thesis "Methodological context of evaluating the impact of the soft interventions from the EU Structural Funds: the application on the Operational Programme Human Resources and Employment" deals with the public expenditure programs as a tool for economic and regional policy. In connection with objective of this thesis, which is to evaluate the impact of soft interventions from OP HRE on the selected target groups, the thesis is focused on issues and experience with the evaluation of public expenditure programs in the Czech Republic. The actual evaluation of the impacts of the soft interventions from the OP HRE is made from two viewpoints microeconomic and macroeconomic. Based on the analysis there are identified the problems of evaluating the impact of the intervention on the target groups as well as their possible solutions.
Administrative effectiveness of public expenditure programmes in the Czech Republic

The bachelor thesis deals with analysis of the administrative effectiveness of public expenditure programmes in the Czech Republic. The theoretical part describes the issues of financial programming, monitoring and evaluation, and defines the administrative costs. It also includes the description of actual situation in the Czech Republic and four analyzed programmes are briefly introduced. The practical part describes the primary data collection and payroll costs estimation. Then the administrative costs are calculated using the method of recalculated worker and the results are compared.
The administrative burden of public spending programs

The thesis is focused on finding administrative costs of the selected public spending program - the Operational Programme Education for Competitiveness. The work presents the theory of public expenditure, public spending projects and administrative costs to the extent required. There is also described the Operational Programme Education for Competitiveness itself. The core is in the analysis of administrative costs for the three types of projects, the administrative burden is watched in the selected projects at various levels of implementation structure. The values observed are compared, evaluated and commented. The problematic areas are formulated pursuant to the observed data. To determine the necessary data has been used a questionnaire survey.
