Public-private collaboration in research and development in the framework of regional innovation systems.

The present thesis discusses the topic of public-private collaboration in research and development in Czech regions. A bibliometric keyword analysis was used in this elaboration, based on which a theoretical framework of the thesis was compiled, presenting the most important theoretical concepts related to the interaction of private companies with universities and research institutes. The thesis has two main objectives, based on which it aims to reveal the nature of the size of partial subsystems of regional innovation systems in Czech NUTS 3 regions in relation to economic and innovation performance and to confront the thesis on the link between the innovation performance of regions and the degree of interconnectedness of subsystems on data of collaborative projects in Czechia. The conducted analyses showed a negative dependence of the size of the private R&D segment and innovation performance. It turned out that in the conditions of Czechia the statement that developed regions with a developed innovation system show a larger relative representation of the private segment is not valid. Návrh metod transferu znalostí v oblasti venkovského rozvoje a kultury

The diploma thesis deals with the relations between cultural and social spheres in rural areas. The thesis aims to propose the methods for transfer of the knowledge in the field of rural development and culture. The theoretical part contains literature review, while the practical part of the thesis presents detailed procedures of the non-formal methods of education. At the same time, the concept of the web portal Happy community is described. Implementation of the proposed tools has been achieved through the use of training methods in an international seminar and through the publication of a web portal. The results of the thesis allow applying these methods to the curricula of the subject of Rural Development at the Mendel University in Brno. The tangible outcome of the thesis is the web portal, where the actors of rural development can find information on cultural events and its organization. If the results of the work will be actively used, there is a presumption of a positive impact on social cohesion within the rural communities.
Crosslingual Transfer in Question Answering

Question answering is a computer science discipline in the field of natural language processing and information retrieval. The goal is to build a system that can automatically find an answer to a certain question in the text. Nowadays, there exist a lot of models trained on huge training data sets in English. This work focuses on building similar models in Czech without having any Czech training datasets. In this work, we have used SQuAD 1.1 and translated it to Czech to create training and development datasets. Then, we have trained and tested BiDirectional Attention Flow and BERT models. The best obtained result on the Czech dataset is from BERT model trained on Czech with exact match 60.48% and F1 score 73.46%. In addition, we have also trained BERT model on English dataset and we have evaluated it on Czech testing dataset without translation. We have reached exact match 63.71% and F1 score 74.78%, which is extremely good in spite of the fact that the model has not seen any Czech question answering data before. Such a model is very flexible and provide a question answering system in any language for which we have enough monolingual raw texts.

This thesis explores the use of cross-lingual transfer learning on neural networks as a way of solving the problem with the lack of resources. We propose several transfer learning approaches to reuse a model pretrained on a high-resource language pair. We pay particular attention to the simplicity of the techniques. We study two scenarios: (a) when we reuse the high-resource model without any prior modifications to its training process and (b) when we can prepare the first-stage high-resource model for transfer learning in advance. For the former scenario, we present a proof-of-concept method by reusing a model trained by other researchers. Contribution of VS LSS projects for the knowledge development in an organization

The thesis studies the potential contribution of projects of Quality Management and Lean Six Sigma Specialization for the knowledge development in the participating organizations. Students taking class in compulsory subject Quality Management and Lean Six Sigma Practical were participating in those projects. Mentors from participating organizations were interviewed. The theoretical part of the thesis deals with the history and selected tools of Lean Management. The significance of continuous improvement, as an integral part of Lean Management, is discussed. The thesis describes knowledge management and selected models of knowledge creation and transfer. The practical part includes a description of an employed methodology and interviews results. The thesis concludes a proposal of changes that can result in improvement of projects contribution for the knowledge development in the participating organizations.
