Transfer payments from government budget provided to cover a part of the expenditures of municipalities on public administration – case study (2010 – 2015)

This thesis is focused on lower-level territorial self-governing units of the Czech Republic which take over a part of public administration of the state, therefore are entitled to receive transfer payments from government budget to cover part of related expenditures. The aim of this thesis is to assess effectiveness and transparency of the system of financing public administration executed by municipalities. The first chapter defines municipalities within the system of public administration and explains its function. The second chapter focuses more on the system of financing public administration executed by municipalities. Final part of the thesis deals with analysis of transfer payments from government budget provided to cover a part of the expenditures of municipalities on public administration (period 2010 to 2015). This analysis creates a basis for further assessment on the system of financing. The main methods used in this thesis are analysis and explanation.
The analysis theats at how a persons education effects the income of households in respekt of secondary monetary pensions.

This thesis handles a possible relation between the ratio of financial secondary pension within a household and education. The article is divided into two parts {--} the theoretical and the research. The first part introduces the readers with the terminology which is important for understanding the problem and its context {--} the state budget and its components (income, outcome) and pensions and their redistribution (primary, secondary). A part of this thesis looks at the matter of the secondary pensions in Czech Republic as well as in the European context. The situation is reflected in graphs and charts. The practical part contains presentation and the realization of a quantitative research. The main goal was to process the research to given topic and find answers to given hypotheses: "part of secondary pension being dependent on the education`` and ``part of secondary pension being dependent on the dimension of place where people live". The research was submitted by questionnaires. A random example of respondents was chosen from a main list . Before starting the research, a pre-research had taken place. The collection of data was by two means {--} by filling in data at www.vyplnto.cz and filling in the printed forms. The data from the printed questionnaires were consequently processed. The results were illustrated in charts and graphs. Based on analysis of received data our hypotheses were acknowledged. Results shown by the survey can help in extending information about the secondary pensions in wider extent {--} especially the influence of the education. This information would be helpful in planning strategies in the area of social politics.
Evaluation of the convergence of the economic level of Western and Eastern Germany

The aim of this work is the determination of the causes why the Eastern German economy is, in comparison with the Western Germany, on the lower level in spite of milliard grants, what are the causes of mass unemployment and whether the contemporary condition follows the resolutions of the year 1990. The first part of my work deals with the negotiations about creation of the united Germany and about consequent results, primarily those of economic, social and financial union. I mention briefly the role of the EG in the whole process. In the second chapter I describe the state of economy of the former DDR and the after-unification measures that where drawn to improve the situation. Then I deal with the phenomenon of ostalgy and with detailed economic development from the 1990s until today. In the final part of this part I introduce the reader with the German way of privatization helped by the Treuhandanstalt privatization agency. In the third chapter I deal individually with the areas where the East is behind the West -- structural insufficiencies, questionable innovative industry, low intensity of establishing of new companies and low inflow of investments, demographic progression, unemployment, salary conditions and indebtedness. In the fourth chapter I compare the New Länder with other problematic regions in Europe and with the countries of CEE. In the fifth chapter the differences among individual Länder are introduced by the macro-economic data. The sixth chapter deals with the questions about transfer payments that flow from the West to the East, and finally the seventh chapter which introduces the perspectives to the future and suggests the alternatives for improvement of contemporary condition and for establishing a new direction.
