Political Aspeckts of Local Government – Comunal Elections and Preferential Voting

The thesis is divided into two parts, theoretical and practical. Theoretical part introduces and explains basic concepts of local politics, with detail characteristic of municipalities, municipal elections and preferential voting. This part is also concerned with research of local politics by published expert articles. This part is researched through the legislation and political expert literature. The practical part is focused on demographicaland socioeconomical description of district Benešov. The main part of thesis is the analysis of the voting results in the local elections of the municipalities in the district Benešov in 2014, particularly the preferred votes of candidates aspiring to gain a political seat with a mandate .
Political Aspects of Local Government - Vote Municipality Choice

The thesis deals with municipal elections. Its theoretical part comprises the definition of aspects of local government and the sum of influences impacting the voting behaviour of voters. Most attention is paid to the so-called preferential votin and its influence on the final character of results in municipal elections. The practical part compares, according to the Jakub Šeda´s methodology, the results of two consecutive electoral periods in fifteen randomly selected villages of the district Pilsen north, Czech Republic. The methodology follows the former councilors defending their mandate of embassy chair and their potential reelection. There were also observed the cases of voter´s choices affecting the order of elected candidates throughout the candidate list.
Analysis of the Influence of Preferential Voting on the Municipal Elections

The bachelor thesis deals with the transmission of voting behavior patterns from elections to the Chamber of Deputies to the Municipal elections in 2010. There has been recorded an entirely new phenomenon of preferential voting for the last four candidates on the lists during the last Parliamentary elections, which had been created by Citizens' Initiative. This kind of preferential voting has proved very effective in order to show dissatisfaction with usually always the same candidates on the lists. The aim of the thesis is to find out what was the impact of the Parliamentary elections on the voting patterns in the Municipal elections that took place five months later. The text is divided into four chapters. The first one is a theoretical basis of the thesis which deals with proportional and majority systems with a focus on preferential voting. The second chapter concentrates on the personalization of the vote in various types of elections to the Czech representative bodies. The third chapter could be characterized as a bridge between theoretical and empirical part, where the author describes the phenomenon of the preferential voting in the Chamber of Deputies in May 2010. The last (fourth) chapter consists of author's analysis of preferential voting in the Prerov Municipal elections, which in the end enables to answer the questions.
