NOVOTNÁ, Barbora
The diploma thesis "Statistical survey of selected parameters of fire development in the districts of the Czech Republic in 1997-2017" deals with the gaining and evaluation of data of selected parameters on fires in the districts of the Czech Republic in 1997-2017. The amount of fires and the amount of damage associated with these numbers of fires became selected parameters related to individual districts in the mentioned period. The topic of the diploma thesis deals with the field of fires, which can be classified as a class of phenomenon "Segment of emergencies" associated with the theory of "Protection of the population". In the elaborated applied quantitative research, the author evaluated the methodological triangulation (the ratio of the quantity given by the existing theory and the newly processed quality, which means a benefit for the already existing theory) in the proportion of 90:10. The theoretical part defines the basic concepts and areas related to fires, which are based mainly on legislative regulations. This section describes the concept of fire protection and prevention in detail. The last section of this part summarizes the basic methods of descriptive and mathematical statistics, which were used in the processing of the practical part of the thesis. In the practical part of the diploma thesis, three hypotheses are verified. The hypotheses were examined on the basis of obtained and statistically processed data published in the statistical yearbooks of the Fire and Rescue Service of the Czech Republic. For the processing of the practical part, the basic methods of descriptive and mathematical statistics were selected, by which these data are processed. In the methodology are listed statistical methods used. The use of the work consists mainly in the verification of the statistical algorithm for fire investigation, the two-dimensional statistical method can be applied to the problems of emergencies. Another benefit could be the design of follow-up work, which would, for example, deal with other parameters of fires such as fires according to the sector where they occurred, the number of deaths or the number of injuries. Another benefit could be the design of follow-up work, which would, for example, deal with other parameters of fires in individual districts, for example fires by branches, by number of deaths or number of injuries.
Preventive educational activities within Volunteer fire brigade in Kašperské Hoty
HAVLOVÁ TYMICHOVÁ, Tereza
Knowledge of the population to ensure its own security and in areas of population protection and fire protection are the basis of a secure society. For this reason, the implementation of preventive educational activities is one of the tasks of entities active in the field of population protection and fire protection. The diploma thesis focuses on the preventive educational activity realized within individual volunteer fire brigades. Population education and prevention themselves are not, by reason of the great demands on the knowledge and abilities of members, areas that volunteer firefighters would actively pursue. The aim of the thesis is to make preventive educational activities more attractive and to facilitate their implementation, for example by organizing a entertaining educational event for the public. That could be a demonstration of the VFB itself or demonstration of other rescue teams for the public which would contribute to increasing the knowledge of the population in the areas of safety. The fulfillment of the goal of the thesis was accomplished by own realization of a fun learning day and incorporating knowledge from the organizational process, including the planning, preparation and implementation period into the methodological manual, which become a guide for members of voluntary fire brigades, how to organize a preventive educational event. This methodical guide is the main output of the work. The actual realization of the event was preceded by investigation of the legal regulations and other available documents and materials, including an analysis of the historical development of education in the field of population protection. These were then compared with my own knowledge and acquired experience within the event organization, evaluation and advices from those who are engaged in preventive educational activities.

ČAPEK, Martin
The aim of this work is to map fire safety in selected hospitals in the capital city of Prague. The main aim is to answer whether is the fire protection by the corporate fire brigade unit considering the vastness of the area and the number of beds measurable benefit for the fire safety of medical facility. Custom work is also examined whether the unit is reduced by the presence of the corporate fire brigades in the hospital requirements for fire protection using dedicated kinds of firefighting equipment. Another part of the research is dedicated to the fact whether is the load of the fire rescue service (FRS) of the capital city of Prague reduced by the presence of the corporate fire rescue service in the hospital and thus has to adjust the area coverage? In the first part of the thesis is summary of the regulations in the area of fire prevention. Above the Law on Fire protection and the Ministry of Interior Decree on fire prevention. There are described in detail obligations of legal entities and individuals, competence and training of fire protection. From the perspective of repression is described by the distribution of fire protection units, and also their rights and obligations. For purposes of this thesis is defined by the fire and method of propagation of fire. This will take the necessary measures to prevent its spread. Solution is also the fire safety of buildings according to the CSN 73 0802 Fire protection of buildings - nonproductive objects. Specifically resistance of structures and the use of fire safety equipment. It is important to define the hospital as a medical facility and its basic characteristics and distribution. They are described in detail in terms of medical facilities and fire safety through technical standard CSN 73 0835 Fire safety of buildings - Buildings for health care facilities. Rated objects are the Motol University Hospital, the University Hospital of Royal Vinohrady and Thomayer Hospital, all with headquarters in Prague. The main criteria for the selection of the hospital's number of beds, number of patients treated and the site area. Another criterion is the number of employees and the difficult conditions for intervention. At first, the comparison parameters hospitals for fire prevention, such as the number of professionally qualified persons, the number of trainees, preventive fire patrols. In the Motol University Hospital are installed sprinkler system and a special spraying equipment and also there is an entity of its own corporate fire rescue brigade. The next section analyzes the number of incidents in each hospital complexes or the number of fires. We found a relatively large number of fires in the Motol University Hospital. And with an average of 5.7 fires per year in the past decade, compared to 0.3 fires in the Thomayer Hospital and 1.0 of fire in the University Hospital of Royal Vinohrady. Space is analyzed with the most complex variant of fire, especially the requirements for forces and resources. The results are compared to their inclusion in areal coverage depending on the degree of danger cadastral municipality. In all three cases, these conditions suit. The result of the research is that the selected areas of hospitals in the capital city of Prague in terms of fire protection are at a very high level. Whereas there is the unit with its own fire protection or not. Its presence is a matter of fire protection concepts during the design of the hospital complex. Establishment of fire protection units in hospitals, where it currently is, would only increase the comfort of visitors and hospital patients on the one hand and financial wastage on the other. Functioning FRS in the Motol University Hospital is an objective benefit for the fire safety of the hospital complex. Analyses of the current state of the recommendation by the FRS of the capital of Prague conduct more tactical exercises, mainly in the hospital where they have their own fire protection unit.
The evaluation of the actvivities of the volunteer fire brigades of the district of České Budějovice in the field of the fire prevention and preventive educational activities during the period 2008-2012
SVOBODA, Petr
The aim of this bachelor thesis is to evaluate the activities of the volunteer fire brigades of the district of České Budějovice in the field of the fire prevention and preventive educational activities during the specified period of 2008-2012. Thesis is structured into two main parts, a theoretical part and a part of results. The first part is theoretical, that contains information about the origins of fire prevention, a list of essential legislation and standards that directly relate to the question of fire prevention and preventive educational activities and the outline of the current situation. It is also possible to find there the information, which are intended to characterize the district of České Budějovice in geography and administrative characteristics. In the remaining part of the theoretical section of the thesis describes the different organizations operating in the field of the fire prevention and preventive educational activities, starting from the Fire and Rescue Service of the Czech Republic, the Association of Firefighters of Bohemia, Moravia and Silesia and volunteer firefighters in the end. Next part of this thesis contains a methodology that describes the way of necessary data acquiring for the results part of the thesis. To obtain information concerning the activities of volunteer fire brigades in the field fire prevention and preventive educational activities were approached all of 213 volunteer fire brigades, which operates in the district of České Budějovice, and at the same time, information were approached by the inhabitants of the district of České Budějovice. Respondents from the population were selected based on a stratified selection, during which it was randomly drawn 23 municipalities. In each of the winning communities were as follows, based on deliberate choice after consultation with representatives of the community, selected the identification of sites where polling was done. In this part was stipulated the research question, which were evaluated according the gathered information. Results part of the thesis is divided into several sub-sections. The first of these subsections contains the results of the questionnaire survey, which took place among the volunteer fire brigades in the district of České Budějovice. Only 158 from a total of 213 corps responded to repeated requests for cooperation. It's approximately 74 % of volunteer fire brigades in this district. The results are presented, depending on the nature of the question, either as text or as a graph, which is accompanied by a brief commentary for easier understanding. Similarly is addressed the second subsection, which contains the results detected under the questionnaire survey among the residents of the district of České Budějovice. This section contains the results either in text form, whether there was a so-called open question where respondents had the opportunity to express their opinions in their own words, or in a graphical representation of using the graph, if there was a question where respondents chose from pre-prepared answers. In the chapter titled Evaluation of the activities of volunteer fire brigades are results obtained from volunteer fire brigades and residents summed to a total overview shown in several tables. Research question, which was formulated in the methodological section, was evaluated and possible measures through which it would be possible to improve the present situation, was suggested according the research. Six proposals were determined to improve present situation. Overall, the proposed measures aim two main tasks, to clearly define the meaning of existence volunteer fire brigades in today's society and to encourage volunteer fire brigades in activities in the field of fire prevention and preventive educational activities.
The development of the number of the state fire supervision inspections performed by Fire Rescue System of the Czech Republic from year 2001 depending on the number of legal and business natural persons
VÁVRA, Martin
The final thesis describes legislative development of the Czech Republic defining the state fire supervision. Next, it presents working aids which are used to unify the process of performing inspection activity within the state fire supervision. In addition, it presents individual steps involved in performing the fire inspection. There were set two hypotheses which correspond to the objective of the thesis. The aim of the thesis was to examine whether the number of performed fire inspections is sufficient considering the number of legal entities and natural persons conducting business activity in the Czech Republic. The practical part was elaborated in the form of qualitative research. The study group included the number of performed fire inspections within the state fire supervision of legal entities and natural persons conducting business activity, the number of members performing inspection activity and the number of legal entities and natural persons conducting business activity registered in registers of economic entities from 2001 to 2011. The research shows that if we checked all the economic entities in the Czech Republic during the fixed period, the repeated average period between fire inspections would be approximately 206 years. The average period of this enormous cycle has been decreasing since 2001 annually for about 5 years. To increase the efficiency of control activity I would suggest establishing a working group at the General Directorate of Fire Rescue Service of the Czech Republic which would determine according to the risk analysis the risk of performed activities, occurrence of large number of people and activities relevant to the functions of the state or the region, which establishments will be checked, in which periods and what kind of fire inspection will be performed. Therefore, it is necessary to create an integrated information and communication system which enables to store data and documents and follows the procedure of all departments of FRS CR focusing on prevention in similar cases.
Preventively educational proceeding as an integral part of a complex assurance of a fire protection
LEDVINOVÁ, Kateřina
The topic concerned - preventive educational activity as an inseparable part of comprehensive fire protection - deals with education of citizens, particularly children. The thesis is based on the fact that readiness of citizens for danger, emergency situations and their management is a public interest issue. The role of citizens and their involvement improve in contemporary society. Various natural disasters, mass catastrophes connected with endangered lives, fires of cars and large fires caused by dry weather make us all seek information that will make management of extraordinary situations easier. The historical description provides the development of education and preparation for safety threats and risks in the Czech environment since the second half of the 19th century until the present time. The main problem of today is growing passivity of the general public who consider the timely arrival of fire brigades a matter of fact. Fires then catch people unawares in situations that may arise. The latter part of the thesis deals with the present state of the issue in the Czech Republic. In order to ascertain current situation I made a survey, which served as a basis for my further work. The positive aspect was that if someone did not know the answer to the questions, he or she were inspired to search and get the relevant information, as he or she were surprised by their (lack of) knowledge in the area of fire protection. At least half of the respondents did so, which I consider a success. It shows that the interest of the public and youth in the possibility of obtaining education and preparation for emergency situations is inspired by the realization of potential threats and subsequent detection and designation of imperfections in their own knowledge and skills
