Government communication during COVID-19 pandemic

The topic of communication by the government of the Czech Republic during the COVID-19 pandemic is still poorly mapped. The pandemic crisis has been going on since the end of 2019, when the first mentions of the threat in the form of the new Sars-CoV-2 virus, better known by the name of COVID-19, began to appear. In the communication of the government of the Czech Republic, there were both bright and dark sides, which are definitely worth analyzing. In connection with the pandemic crisis, more than 35,000 citizens died in the Czech Republic, and several controversial issues arose during the events related to the pandemic, which divided Czech society, and the government's communication had a hard time calming down the whole situation. The government of the Czech Republic has also been attacked for a long time for insufficient communication, mediation of information and overall communication and managerial incompetence, and it is attributed to the general number of deaths of Czech citizen. Compared to countries such as Sweden, Israel or neighboring Austria, there was a noticeably higher number of deaths in the Czech Republic. Preparedness of the Czech Republic for Pandemic Flu

Influenza illness occures masively in human population for centuries. Influenza is an acute disorder of viral origin. Currently influenza can be found all over the world. The viruses of influenza are circulating continously in all continents not only in the human population, but in animals too. Every year the population is affected by the seasonal epidemic of different magnitude. Influenza illness pose an important medical, social and economical problem. Next to the seasonal outbreaks occuring every year the influenza pandemic can appear after several tens of years. The pandemic of influenza would mean spread all over the world and it is caused by the new variant of the influenza virus. In past the influenza pandemics caused mortality of millions of people all over the world, high economical losses and social collapse of the states in the history. That´s why the particular states prepare their national pandemic plans. The early preparedness for possible influenza pandemic elaborated in the national pandemic plans and the measures following from the plans constitute a tool for reduction of extent, impact and outcomes of pandemic. The quality of preparedness can influence the economical functions of states, medical impacts of illness and final number of the victims. The aim of the dissertation is to compare the proposed measures responding to the influenza pandemic arising from the national pandemic plans of the Czech and Slovak Republic, to ascertain the state of preparedness to the influenza pandemic following from the pandemic plan of the Czech Republic and the situation in awareness of the civil population about the influenza pandemic in the Czech Republic. The theoretical part of the dissertation is focused on the epidemiological characteristic of the influenza illness. In the sphere of interest the issue of influenza pandemics is explained in terms of their history and the next field of the dissertation is focused on the pandemic plans. The research part of the dissertation is focused on the solution to the given research questions. Two research questions were specified to accomplish the defined aim: What are the differences between the approaches and measures in the pandemic plans of the Czech and Slovak Republic? What is the knowledge and awareness of civil population about the influenza pandemic in the Czech Republic? Regarding the issue the methodology the first research question included analysis of the content of the pandemic plans of the Czech and Slovak Republic and performance of the Checklist method in order to obtain an overview on approach, procedures and standard of preparedness in the territory of both states and possibilities their reciprocal comparison. Under the second research question the awareness and knowledge of the civil population about the pandemic influenza in the Czech Republic was investigated. For acquiring the data of researching study there was used The method of quantitative research was used to acquire the data for the research survey. The form of twenty questions was created. The first part of the questionnaire was focused on the general knowledge about influenza and the second part on the influenza pandemic and related measures. The respondents chose from the answers defined in advance. There wasn´t used the random sampling of the respondents. Fifty respondents from the non-representative sample filled out the form for acquiring the basic knowledge and finding out theoretical information about the influenza pandemic. Subsequently the statistical analysis was made from the obtained data using the methods of descriptive and mathematic statistic. It follows from the analysing results that the knowledge about the influenza illness and influenza pandemic exists among the civil population which means the laic public, but they are the lower extent and do not correspond to the normal frequency distribution.
Preparation of the pandemic plan - the course of the influenza pandemy caused by the Pandemic A (H1N1) 2009 virus in the Pilsen region.

An influenza is an illness annually affecting 5-15 percent of the world population. During the influenza pandemy 40-50 percent of world population can be affected and millions of people can die.The measures resulting from the pandemic plans help to limit the influenza virus spreading, to reduce morbidity and mortality. In April 2009 the first cases of the flue pandemic caused by Pandemic A (H1N1) 2009 virus occurred on the American continent, in the Czech Republic there was the first case registered in May, in the Pilsen region in July. Based on these facts I decided to assess the pandemic plans at the level of the Pilsen region and to analyse the course of the pandemy in the Pilsen region too. Having studied the Pandemic plan of the Pilsen region and the Pandemic plan of the Regional Hygiene Station of the Pilsen Region I got to the conclusion that in case of the pandemy caused by the highly virulent tribe of the influenza it would not be possible to use up the pandemic plans efficiently. The disadvantages concern mainly the way of the distribution of the pandemic vaccine and antivirotics. The other disadvantage is the absence of a parenteral form of antivirotics. A bad awarness of the inhabitants also came out effecting mass rejection of vaccination by the pandemic vaccine and preventative taking antivirotics. The analyse of the course of the pandemy in the Pilsen region proved that at many patients with the flue pandemic there was present a risky factor of more serious course of the influenza in the anamnesis. If these patients had been vaccinated by the pandemic vaccine they had been entitled for, they could have been protected against this illness, for some of them the vaccination might have meant life-saving. It was also proved that originally the pandemic tribe of Pandemic A (H1N1) 2009 virus became the causer of the common seasonal influenza in the season of 2010-2011.
PROBLEMS OF PANDEMIC OF INFLUENZA CAUSED BY A NEW VARIETY OF VIRUS AND APPROACHES TO ITS SOLVING WITHIN CZECH REPUBLIC

I have chosen the subject of this work because I am very interested in the flu issue. One of the reasons also was a huge interest in pandemic flu which makes me think a lot and raises loads of questions. The theoretical part deals especially with the flu issue and categorization of its various sorts: seasonal flu, bird flu and pandemic flu. The theoretical part also includes basic facts about the preparedness of the Czech Republic for a pandemic flu. It mentions the most important laws and legal rules that determine procedures of the government authorities and other institutions of the Czech Republic in the pandemic flu prevention.
