Legal aspects of waste management in the context of municipal development Abstract The thesis examines the various legal aspects of waste management, with a particular focus on the municipal level. The necessity to manage waste in an efficient manner has been evident since the advent of settled communities, and thus the perception of waste issues has evolved over time. Currently, waste management is extensively regulated by national legislation, which is also influenced by European regulations. The thesis primarily draws upon the fundamental law pertaining to this issue, namely Act No. 541/2020 on waste. The thesis is intended to reflect this legislation and the establishment of the waste management system in the Czech Republic, with a particular focus on the role of municipalities within the waste management framework. The thesis is structured in four parts, each addressing a distinct aspect. The first part of the thesis is entitled "Waste from the perspective of environmental law" and contains the fundamental legal framework and an introduction to the key concepts of the issue, which are essential for comprehending the entirety of the topic. I deal with the issue of reducing waste production by the form of reusing used products in my thesis. I describe regulations and some other waste prevention tools. I cite different principles for the functioning of pre-existing reuse centres as examples of good practice in the literary review. I have established a working procedure for monitoring used products in the collection yard. I described the environment in which the survey was conducted. Criteria have been formulated for receiving used items and a list of accepted used products into the system, limited by legislation. I discovered whether it made sense to build for the municipality of Kojetín (inhabitans 6103 to 1. 1. 2019) re-use centre by doing research in 2019. A workable design for a reuse centre at the Kojetín collection yard was chosen as the output of the thesis.

The thesis deals with waste management. The aim of the thesis is to describe and evaluate present waste legislation including amendmets to several waste management institutions and comparison to waste legislation of European Union. The thesis is divided into eight chapters. The first chapter focuses on introducing into general range of waste management. The second chapter deals with sources of law, both national and international. The third chapter describes the central term of waste management and of the thesis, i. e. waste, and presents its definition, exceptions from the definition and exception from regulation of the Waste Act 185/2001. The fourth chapter focuses on the waste hierarchy and explains it. The fifht chapter includes the waste management plans, and presents them in accordance with their importance in the hierarchy of waste management plans. The chapter explains content and meaning of the waste management plans. The sixth chapter refers subjects to the obligations given by Waste Act . At the end of the sixth chapter author mentions the matter of legal liability in case of the subjects being in breach of the obligations.
