Early Retirement and Pre-retairment, their Impact on Retirement Income

The sole focus of my bachelor thesis is on the causes of early retirement and their impact on the social insurance system. The theoretical part of the work focused on the description of social policy, its principles and tools, the history of social security in relation to the current state. I describe the Pension Insurance Act No. 155/1995 Coll., including individual benefits, which result from the pension insurance. I define the basic concepts that are pivotal for the entitlement to a pension and their amount together with other types of pensions. I also get acquainted with the conditions of entitlement to early retirement, its amount and calculation. In conclusion, I clarify the possible disbursement of the so-called pre-pension and I mention the supplementary pension insurance and its amount of state contribution. The main goal of the practical part is to validate the reason for the employees' early retirement and what effect it has on social insurance. Two hypotheses were established. For the practical part, a quantitative research was chosen, examined on the basis of a questionnaire survey, which defined the opinions of clients and their reasons for early retirement. The selection of respondents consisted of old-age pension recipients who took the opportunity to retire early and current applicants for early retirement. A custom questionnaire with simple and easy-to-understand 14 questions was created. I processed the research results based on the completed questionnaires from 113 respondents. The results of the bachelor thesis provide an insight into the current reasons for early retirement and may point to the possibilities of support and motivation for better employment conditions.
Establishing Old Age Pension Retirement Age Limits

Establishing retirement age is a key issue for each and every pension system. How this issue is resolved is palpable for every citizen and also has a major political dimension. The main reasons for increasing the retirement age - which is occurring in all European countries - are demographic development and economic factors, such as higher life expectancy, increasing the proportion of pensioners to the number of economically active people, and the growing costs for the pension system. This thesis describes the current reform steps in Europe and provides a thorough analysis of factors which are relevant for dealing with retirement age issues. The analysis is based on official statistical data, which are scrutinized even in mutual correlations. The need for an interdisciplinary approach which eliminates unilateral vistas and biased application of data lifted out of context and long-term trends is emphasized. Special attention is paid to the genesis and current solutions regarding the retirement age in the Czech Republic. This thesis offers reasoning which supports setting 65 years of age as the statutory retirement age, including the mechanism for increasing it depending on how the life expectancy factor develops. The thesis deals with the evaluation of early retirement and pre-retirement. The first part describes the current pension system in the Czech Republic. The second part evaluates the election of early retirement or pre-retirement in model situations, taking into account the different year of birth and the average income and the subsequent comparison of model situation.

Comparison of early retirement options from demographical point of view

The topic of this bachelor thesis is comparison of options for early retirement in the Czech Republic and assesment of their potential toward years 2014--2060. To achieve this, a model for calculating the number of potential persons to retire each year will be used. For over two decades citizens of the Czech Republic with 3 years and less to the standard retirement age can apply for early retirement. Upon granting their request the state begins paying them old age pension which is however permanetly reduced. Since 2013 there exist a new form of early retirement called "předdůchod". Any person with at least 2 years and at most 5 years to the standard retirement age qualifies for this new option provided she has enough funds saved in the so called III. pillar of the pension funding programme. The advantage of this alternative is that the standard old age pension is not reduced. The potential number of early retirees will change rapidly in the following years. The biggest surge will occur by the year 2040 as people born in the 1970's baby boom will begin to reach their retirement age. Their number will then decline again after the year 2040.
