Employment of women in the fire department of the Czech Republic

The dream of becoming a firefighter is not reserved for men. Even women have their dreams, and dreaming of becoming a firefighter one day is not a bad thing. I too have had such a dream since I was little and to know how I can become a firefighter, where I can apply everywhere, what I should prepare for, so I tried to find answers to that in my work. In the theoretical part, the reader will learn basic knowledge about the Fire Rescue Service of the Czech Republic. What kind of organizational structure it has and what kind of legislation is central to it. Subsequently, he will read what it means to be a member, how to become one, the rules of the employment relationship regarding maternity and parental leave. We see firefighters in the uniform that everyone wants to wear, but even that has its own rules. Also included are the possibilities of applying and the content of a woman's work at the territorial department and how other countries have it with women in the fire brigade. In the practical part, I carried out research and analysis using interviews with members of the HZS of the South Bohemian Region at the Regional Department of Písek and the Regional Directorate in České Budějovice. I asked all fourteen members, when there were 7 women and 7 men, 13 identical questions. The questions were constructed in such a way that the gender of the interviewee did not matter. The answer to the research question "What role does a woman have in the Fire Rescue Service of the Czech Republic?", "Can she be a valid part?" was discussed in the discussion. The objective of this thesis was met and the research question was answered. A woman has a wide range of employment at the Czech Republic's Fire and Rescue Service and is a valid part of the service. Whether, it will be in the office, in a leadership position or in a field unit.
Motivation and stimulation of members of the Fire and Rescue Service of the South Bohemian Region.

This diploma thesis is focused on the topic of motivation and stimulation of members operating on a daily shift and firefighters at the Fire brigade service of the South Bohemian Region. It brings and analyzes a system for the leadership of the organization and then proposes changes in this area. The theoretical part concerning the given issue with connection to scientific literature is presented, the basic terms from Czech and foreign literature and from the online sources are explained. There is also introduced a Public Servants Act, from which the motivation of members must be based and at the same time comply with it. This thesis also analyzes the fund of cultural and social needs and the collective agreement. The research part is focused on the analysis of the current motivational and stimulating system so that survey questions are answered and the goals of the work are met. The evaluation has been done as a form of a questionnaire survey, participants were members of the daily shift. Structured interviews were also performed with firefighters and these two groups were compared with each other. The results for individual questions are processed in the charts. Based on this evaluation, it is found that the motivation of members of the daily shift differs significantly from the firefighters. Although the regulations in the form of the Public Servants Act and the collective agreement are sufficient, it would be appropriate to make changes to this legislation, which would be aimed specifically at individual groups of members. Changes in the motivational management system are proposed, these changes could improve working conditions and satisfaction of members of the Fire brigade of the South Bohemian region.
Evaluation of use of the Catalog type activities of the integrated rescue system at solving exceptional events.

For the effective use were created Catalogue of Standard Activities of Integrated Rescue System Units during a Joint Intervention (KTČ). The Catalogue of Standard Activities should thus serve as a guide for successful management of emergencies listed. The theoretical part devoted to particular standard activities, presenting conditions for their use, list of bound units and brief procedure for carrying out rescue and relief work. One of the objectives of the thesis was to evaluate the use of each of the standard activities listed in the Catalogue of Standard Activities in dealing with emergencies carried out by IRS units in the Czech Republic between 2010 2014 and the second objective was to design processing of another standard activities for inclusion into the catalogue. Objectives were fulfilled. The research part of the thesis was carried out by methods of analysis and the research of materials available, especially statistical yearbooks of IRS interventions for these years, and by methods of data collection within a qualitative research in the form of guided interview with members of the regional fire rescue corps. After the analysis and research of data obtained from the Ministry of Interior General Directorate of Fire and Rescue Service the data were statistically processed to tables and graphs, and then compared with data obtained from respondents who were subjected to controlled interviews. Respondents were drawn from the ranks of the Fire and Rescue Service, where there was always approached just one member from each region of the Czech Republic. So it was questioned 14 respondents, of which 13 were willing to be interviewed on the issue. The interview consisted of 10 questions, aim of which was to find out, whether the Catalogue of Standard Activities is being used during IRS activities for joint intervention in dealing with emergencies in the corresponding region. Statistical results of the data obtained from the Ministry of Interior General Directorate of Fire and Rescue Service revealed that the majority of incidents solved by using methods of standard activities are rather stagnating or growing. The decline appeared only in traffic accidents dealt with during the announcement of the second and higher degree of alarm. The interviews with members of fire brigades showed that the Catalogue of Standard Activities of IRS units is most often used to deal with emergencies that meet the elements of its use. It is most often the case of traffic accidents and demonstrating the intention of suicide. Conversely, the least number of incidence and therefore of use is noticed in ensuring public order during meetings and techno-parties, and during avian influenza. The busiest regions in dealing with emergencies, according to the results, are the South Moravian Region and the City of Prague. At the other end, in terms of workload, there is the Olomouc Region. Using synchronous comparison, which compared the frequency of dealing with emergencies using the Catalogue of Standard Activities in relation to the total number of incident solutions using the Catalogue of Standard Activities in the Czech Republic, South Moravian Region was established as the best region in using the aforementioned standards to deal with emergencies. The worst in it is, to the contrary, the Karlovy Vary Region. Extraordinary events proposed for inclusion into the Catalogue of Standard Activities are extraordinary events with the presence of highly dangerous infections, collapsing buildings, managing migration waves and terrorist attack. The research question was posed as follows: Are the standard activities of the IRS units used during the joint intervention to deal with emergencies on the list? The answer is affirmative. The ethics for the granting of discharged requirements of the armed forces and security corps in the political democratic system.

Members in the service employment to the armed forces and the security corps are currently in the States of the European Union and NATO considered as the special separate category of the State administration staff. This is due to their mostly "negative'' specifics of the service for a democratic political system, it manifests in the areas of human rights and freedoms, political rights, social work and criminal justice. Therefore, the special rules of the social security system, which is also characterized by the ethical dimension, are related to these groups. Specifically, in the Czech Republic this is the attitude to the service in the former totalitarian regime. There is also monitored the merit of the systematized places in the service employment.
A development and trends of crime committed by Czech Police staff.

The crime committed by policemen is a topic which in recent years starts to be highlighted especially thanks to media scandals. Media show only one side of the thing, namely, what crime was committed. The second often much more serious side, concerns above all the fact, why policemen commit the crime, why people who should protect the law, break it. I consider this issue to be an up-to-date, serious and interesting topic, and that is why I chose it for my bachelor thesis. The theoretical part of the thesis was focused on Police tasks, on possible reasons for committing the crime and its causes, then who solves the problems and last, but not least, the thesis deals with a particular analysis of that crime. The goal of the thesis is to inform about the issues and to show, that there exists a very serious problem which should not remain on the sidelines, because mainly citizens´ safety is in question. The research method was based on interviews with the staff of Police Inspection, from those I subsequently created case studies, concerning various types of policemen crime cases. Because of the Privacy policy, it was necessary to respect guidelines for an implementation of case studies. Two research questions were set for the practical part. The first one solves, whether the crimes are being committed especially by younger policemen, who, for the lack of experience and a lower salary could commit the crimes. The second question was to find out, in which section of the Police service comes about the commitment of the most of crimes. The thesis can be used as a source of comprehensive information for students or people dealing with those issues. It can also be used as an inspiration for another research.
