FOSTER CARE FOR A TEMPORARY PERIOD This thesis describes and critically judges the legal regulation, practice and purpose of foster care for a temporary period in the Czech Republic. Children temporarily or permanently deprived of their family environment or children, who cannot be left in such environment, are entitled to a special protection and assistance granted by the state in one of alternative care forms. The Czech Republic is criticized for a long time by the international organizations because of numbers of children placed in any type of institutional care. Consequently, the amendment of the Act N. 359/1999 Coll., on social and legal protection of children, has been approved in June 2006. This amendment has established a new legal institute called "the foster care for a temporary period". The function of this institute is to avoid a placement of children to an institutional care in the case, when the children can not stay in the original family because of whatever reason however there is a presumption of re-entry to that original family. Professional foster parents as part of the substitutional family care system in the Czech Republic

The focus of Bachelor thesis "Professional foster parents as part of the substitutional family care system in the Czech Republic" are a temporary foster care and professional foster parents in the Czech Republic. It describes a system of substitutional family care in the Czech Republic as well as the professional foster care as a new option of childcare for those children who cannot grow up in their biological families. The institution is initially described in general terms: where it comes from, how it is supposed to work, what goals it tries to follow, and how the foster works abroad. Then the work focuses on professional foster care in the Czech Republic, its current state, how it is perceived by professionals in the area of threatened children, and what are its future opportunities. In the end, it is evaluated using SWOT analysis, while the work also lists two possible future scenarios of the professional foster care in the Czech Republic.

FOSTER CARE IN PUBLIC AND IN PRIVATE LAW Abstract The diploma paper deals with the present legal regulations of foster care in private law as well as in public law. The institute of foster care is placed on the frontier of public and private law and the purpose of my diploma paper is to assess, after a complete analysis, which of these two law branches is the foster care closer to. The diploma paper is divided into nine chapters. The first chapter is dedicated to the institute of foster care in general. This chapter has to introduce the reader into the problems and to acquaint him with the basic way-outs. The second chapter defines the notion of foster care and its purpose. Also the historical way-outs are described there. We can see the progression of this institute, as we understand it these days, since 19th century. The essential modification came during the period of communism and the reinsertion of the institute of foster care came at the end of 90's in 20th century. The third chapter is about the present legal regulations of foster care in the legal order of Czech Republic. The system of alternative family care in the Czech Republic and the reformation of social and legal protection of children from 2012

The topic of my thesis is alternative family care, its institutional form in the Czech Republic and its reform. In the beginning of the thesis I will define the concept of family, its forms and functions. Furthermore, I will characterize the concept of foster care and define the issue and history of its five main forms adoption, foster care, wardship, tutelage and institutional care. In the next chapters I will introduce the reform of the act of social-legal protection of children and describe the institutional structure of foster care in the Czech Republic. Concurrently, I will deal with the process of acceptance of the reform and mention some positive and negative comments on the issue.
Importance of foster care in the social legal protection of children

The topic of my thesis is importace of foster care in the social-legal protection of children. The thesis deals with the issues of foster care, professional foster care and also of the transformation of care for children in need. The aim is to describe changes in the foster care that brought the amendment of the Law on the social-legal protection of child and adoption of the new Civil Code. Another aim is to determine the effect of strengthening the professional foster care to the number of children placed in institutional care. In the beginning of the thesis is defined the concept of family, social-legal protection of children, alternative family care and its forms like foster care, professional foster care and adoption. Another part of thesis deals with amendment to the Law on social and legal protection of children and the new Civil Code. In this part I describe the most important changes that the Law on the social-legal protection of children brought and I also describe changes that brought an amendment to the civil code. The adoption of the amendment to the social-legal protection brings a number of changes in the activities of the social-legal protection of children and the exercise of social-legal protection of children in general. The last chapter deals with the statistic of foster care. This part compares the number of children in professional foster care and institutional care.
Foster care for a transitional period - the phenomenon of the current alternative family care

Short-term foster care is a fairly new form of substitute family care. Despite it having been incorporated in law since 2006, short-term foster care have only begun being employed seven years later. Only then the details of its administration were laid out in legislation. Purpose of this form of substitute family care is to prevent a placement of children into institutional care. It's possible to look at the professional foster care from different angles and thus assess it differently. Certainly, it has its positive and negative aspects as well as possible problems. It's undeniable that a well-functioning family is the best environment for raising and caring for a child. Forming an emotional bond is one of the most discussed factors contributing to the proper development of children placed in short-term foster care. Experts as well as the general public are looking for answers to the questions whether or not it's in the interest of the child to form an attachment to someone who's with them only for a short period of time, which children is professional foster care best suited for, whether children living in short-term foster care placements are less prone to suffer from emotional deprivation than children placed in institutional care or whether the duration of this form of foster care is sufficient. More questions arise over the degree of health care provided to infants placed with a professional forster family as well as over the level of risk of these children suffering traumas and stigmatizing experience compared to children living in institutional care. The objective of this thesis is to survey and assess the experience gained so far from implementing short-term foster care and to try and describe based on (previously) established facts how the children benefit from this form of substitute family care. In order to meet the set objective I chose a qualitative research strategy, the interview as a method, a semi-structured interview and a secondary analysis strategies. The results show that the most common reason for placing a child in this form of foster care is the impending adoption, i. e. it's mainly being used for infants whilst adoption placements are sorted out for them. To a lesser extent there are other reasons, respectively a minimum of older children are placed with professional foster families. Given these facts, it appears necessary to regard the short-term foster care differently depending on the age group of children placed in it. Undeniable merits of all cases of short-term foster care are an individual approach to each child that minimizes emotional deprivation and development of trauma, the development of the attachment behaviour and enough stimuli to influence a child's development. In the case of older children these are an experience of living in a well-functioning family and a positive educational impact. Developing an attachment between the child and the foster parent and then losing it because of the child's departure from a family is more risky for older children than newborns and toddlers. Claim that no attachment is to be formed between the child and the foster parent proved entirely unrealistic. The lack of permanent medical supervision can be seen as a disadvantage of professional foster care especially from the perspective of child welfare workers. Children placed for adoption often come from not monitored pregnancies or parents at-risk, i.e. these are children with unknown history whose development can therefore be risky, so they require a professional medical care in the first weeks of their lives. Research results have also indicated foster parents' positive motivation to professional fostering, an undisputed enrichment that this occupation brings their entire families and a satisfaction resulting from the meaningfulness of their work. Temporary Foster Care in Comparison with the Infant Care Centres in the Czech Republic

The bachelor thesis deals with temporary foster care in comparison with the infant care centers in the Czech Republic. The theoretical part consists of child development by the age of 3, definitions of basic terms, the history of alternative family care and institutional care, legislative, the definition of temporary foster care and infant care centers, and discussion. The goal of the bachelor thesis is to introduce the scheme of temporary foster care in comparison with the infant care centers in the Czech Republic based on professional literature. The next goal is to find out which type of the care is more beneficial for child and for the state. The qualitative research was used to fulfill the goal on the basis of the secondary analysis of the obtained data. I chose 2 research questions: which type of the care is beneficial for child in terms of child's basic needs and which type of the care is more beneficial for the state in terms of financial demands and staffing.
Myths and realities in substitute family care

This thesis deals with the myths and realities which accompany the foster care. The goal of this work was to analyze awareness of inhabitants about the foster care of the Central-bohemia Region. The work is divided into the theoretical and practical parts. The theoretical part describes important concepts with which these problems are linked, such as adoption, foster care, temporary foster care, guardianship, etc.. It deals also with basic needs of the child and family functions which are very important for proper development of the child. The thesis also describes how the process of arranging foster care working and what are the requirements for applicants, there is also the information about file documentation of the applicant and the child. The thesis further concentrates to ministries which are involved in child care outside the family. In my thesis I also deals with myths that often accompany foster care. For example it is a myth that includes the percentage of children who returned to their biological families or a close relative. The practical part of this thesis is processed by using a quantitative questionnaire survey. The research sample includes 100 respondents, who are inhabitants of the Central Bohemia region - it consists of 68 women and 32 men. The questions within the questionnaire were directed to answer the research questions that this work contains. After evaluation of the data of questionnaire that data was processed into graphs. Based on these graphs, I replied in a discussion on the research questions and evaluate how many percent of the sample from the Central Bohemia Region knows what is meant by adoption, foster care and guardianship. How many percent of respondents voted for adoption, if they can't have their own child and what percentage of them would have chosen up for adoption a child of the same nationality. I also answered due to research questions how many percent of the respondents knows where in their area look for some form of institutional care for a child under the age of 3 and what percentage knows which ministries are involved in institutional child care.
Advantages and disdvantages of the temporary foster care in the view of partakers - selected experts and applicants

Abstract In the year 2000, an amendment about the social and legal protection of children was accepted. In this amendment, a special modification is anchored which enables a short-term foster care. For this type of substitute family care, the term ?temporary foster care? is used. The theoretical part is dedicated to the importance of the family, the transformation of the substitute family care, experience with temporary foster care abroad, positive consequences and risks of temporary foster care. In the introduction, there is a special chapter dedicated to the attachment, the importance of family and its influence on the child´s development. The chapter about experience with professional foster care in Slovakia follows. I chose this country because it has long-term experience with temporary foster care and its culture is very similar to the culture of our country. Then, two most important chapters follow. Their topics are positive causes of temporary foster care (in this chapter, three most important contributions of temporary foster care are mentioned) and seven risks of temporary foster care. The theoretical part of my thesis is closed by the chapter ?Theoretical Foundations and Suggestions of Explorational Research?. This part inspired the creation of the topics of the interviews. The aim of my thesis was to find out what the opinions of the respondents to the temporary foster care (it means workers from the organ for social and legal protection of children, psychologists, doctors, and applicants) are. To describe the positives and negatives of this form of substitute family care according to them. The interviews were led with specialists and temporary fosters. The specialists were chosen with the help of the director of the institute for children requiring immediate help, who arranged the contact to them. The other source was a worker for OSPOD, who mediated the contact to temporary fosters. For the collecting of data, I used the quantitative method, the technique of guided interviews. I evaluated the collected data by the approach of the thematic content analysis and so I created categories that were divided into two main groups: contributions and risks of temporary foster care. In the first category, I found out three basic contributions of temporary foster care: immediate placement of the child into a substitute family, establishing of the child´s emotional attachment to the foster mother and to other family members and preventing emotional deprivation. In the field of risks of temporary foster care, I was concerning with the question of interrupting the relation between the family members and the child from the parents? and ?siblings ´? point of view and also from the perspective of the child. The next question referred to the lack of temporary fosters and the succession of the long-term care for children. Then I wrote about the motivation of temporary fosters, the contact to the biological family, suitability for all children and also services for fosters ? preparatory courses and services of accompanying. In the next part of my thesis, in the chapter ?Discussion?, I think about the individual fields, especially about how these fields are linked together and how they influence and fill in each other. I finish my thesis with a conclusion, in which I briefly summarize the results. The aim of this thesis is to show what contributions and risks the system of temporary foster care can bring. Since this system is at the beginning of its functioning, it would be suitable to repeat this research in a certain period of time. Then, both the specialists and fosters had more experience and a lot of knowledge described here could be worked out more widely.
Temporary foster care in the current system of substitute family care

This thesis discusses all forms of foster care. It defines legal regulations for all forms of fostering and their respective differences. In particular, it deals with a new form of foster care {--} temporary fostering. It is also aimed to visualize the mediation process of foster care that must be completed by fostering applicants. The objective of this thesis is to find out how temporary foster care is used in the present fostering system. It identifies a number of applicants for this type of foster care as well as it maps the views of fostering officers at the Regional Authorities in the Czech Republic regarding the issue of temporary foster care. For this purpose, we applied an interrogation method using a question form. A set of fostering officers of the Regional Authorities in the Czech Republic was created. These officers were approached via e-mail. The results show that most of the fostering officers see temporary foster care as a necessary institute in the Czech Republic. The majority of them, however, suspect that its current concept brings a number of obstacles that entail low interest for this form of foster care. The survey identified that 4 applicants for temporary foster care were registered by the Regional Authorities as of December 31, 2008.
