Knowledge and Attitudes of Pedagogical Workers in Jindřichův Hradec in Connection with the Civil Protection Policy

Since the topic of safety and population protection coserns all citizens, it is necessary that this area is dealt with within our education system. In the theoretical part of this thesis, it is described how the whole safety system in the Czech Republic works and how the issue of population protection is dealt with at primary and secondary schools within the Framework of Education Programme. The goal of the research is to find out how the Concept of Protection of Citizens is dealt with at primary and secondary schools in Jindřichův Hradec. Furthermore, the thesis aims to find out to what extent pedagogical workers are informed at these schools on this topic - human protection in emergency situations. In order to answer the questions of the research an electronic questionnaire was sent to a wide pool of teachers to find out how interested and informed they were in the given topic. Drawing of lots decided which schools will be a part of the research. At these schools employees that are responsible for the coordination of human protection in emergency situations were approached. On the basis of these data a quantitative research was carried out.
Emergency Preparedness of Chosen Schools in the district of Český Krumlov

At present, emergency situations are becoming a frequent issue in management associated with population protection. Pupils' knowledge is often of great importance for saving lives and protecting people's health, even though educational facilities are places where pupils are put in a passive position and will be fully dependent on the activities of teachers. The theoretical part of the thesis summarizes basic information about population protection, integrated rescue system, and the education system including the history of Population protection in emergency situations. This part also includes the study topics in the field of emergency situations according to the curriculum framework, along with described supporting materials and teaching aids for learning enhancement in elementary school pupils. The research part aimed to ascertain the level of emergency preparedness in elementary school pupils in Český Krumlov district and at the same time to evaluate whether girls have greater knowledge than boys. To achieve this goal and confirm or disprove the formulated hypothesis a non-standardized electronic questionnaire was used which investigated the knowledge of ninth grade pupils of selected elementary schools. This quantitative research was then evaluated using statistical methods. To confirm or disprove the hypothesis a two-sample t-test was used. The formulated hypothesis read: "In the field of population protection in the event of an emergency situation, girls at selected elementary schools in Český Krumlov district will have statistically significantly greater knowledge than boys.". Based on the outcome of the research, the hypothesis was disproved.

Human protection in emergencies is a preventive educational activity aimed at acquainting pupils with select topics of population protection, especially with the types of imminent dangers and emergencies, their prevention and procedures that lead to the protection of life and health. The aim of this master thesis is the analysis and subsequent comparison of the content and forms of teaching the subject "Human protection in emergencies" at primary schools and lower levels of multi-year grammar schools in the district of Cheb. The theoretical part contains a description of the educational system of the Czech Republic, framework and school educational programs, in which Human protection in emergencies is included and elaborated in more detail. It also contains basic information regarding the protection of the population and its development. The work also deals with ways of educating current and future teachers in human protection in emergencies, projects, teaching materials and documentation for its teaching in primary schools. Other security topics are also mentioned, with which Human protection in emergencies is closely connected. The research part contains an analysis of school educational programs and the results of qualitative research, which took place in the form of questionnaire surveys. After evaluating these results, the research question "What form of teaching the subject "Human protection in emergencies" at primary schools and lower levels of multi-year grammar schools in the district of Cheb takes place?" was answered. At present, teaching is integrated into other subjects across all basic education. In the first stage, these are most often the subjects of Introduction to environment and society, Homeland Studies and Science, in the second stage they are Citizenship Education, Biology, Chemistry, Physics and Physical Education. Teachers' explanations in schools are often supplemented by project days and discussions with the components of the integrated rescue system, where students are presented with demonstrations of good practice in situations where they become direct participants or witnesses to an emergency. In practice, this master thesis will be offered to schools that participated in the questionnaire survey, for the purpose of evaluating the current situation and as a possible inspiration for the introduction of certain changes in teaching to improve it.
Teaching of the Subject of Human Protection in Emergencies at Primary Schools in the Rokycany District

Human protection in emergencies is one of the topics, which is getting more public attention nowadays and its teaching at schools is strongly supported. The main authority providing this support is mostly the Fire Rescue Service of the Czech Republic. This institution organises various activities within the programme of population preparedness, for example educational books and booklets, videos etc. Raising the participation of the population in ensuring their own security is defined as one of the security interests in the Security strategy of the Czech Republic. It is also one of the key priorities listed in the Conception of the population protection till 2020 with the outlook to 2030. In the theoretical part of the master thesis, the basic information about the population protection, about the integrated rescue system, about the educational system and about the activities of individual authorities and institutions in the population protection education is summarised. This part of course summarizes also the problematics of the school subject Human Protection in Emergencies and of the teaching of this subject at schools, the tools needed for this teaching and also the possibilities, which teachers have to prepare for teaching this subject. The research part of the thesis elaborates on an analysis of teaching the subject Human Protection in Emergencies at primary schools in the Rokycany district. The research was carried out by formulating and evaluating questionnaires, analysing the schools' educational programmes and creating a SWOT analysis. On the basis of the obtained results, the research question was answered: "Which form does have the teaching of Human Protection in Emergencies at primary schools in the Rokycany district?" Currently, the teaching is carried out in other subjects, such as Natural sciences. The schools try to complete the classical teachers' explanations with debates with the employees of the integrated rescue system, excursions, or project days. The benefit of this thesis is the acquired complex overview about the teaching of the subject Human Protection in Emergencies at primary schools. The thesis could furthermore serve as a topic for future bachelor or master theses, with the focus of the research part on other areas of the Czech Republic.
Human Protection in Emergency Situation in a Practical Work in Elementary School

The diploma thesis deals with the teaching of human protection during emergencies at elementary schools, focusing on primary school pupils. In the theoretical part, the historical development of the protection of human beings during emergencies in the Czech Republic, the definition of the current legislative framework of this issue, the assessment of the current state of the teaching of human protection in emergency situations and the fulfilment of basic school programs for primary schools together with The Concept of Population Protection till 2020 with the outlook to 2030. The theoretical part follows the practical part, which evaluates the preparation of materials, teaching materials and its actual implementation on the Children's Day at Elementary School and Grammar school in Vodňany with a focus on human protection in during emergencies for pupils of the second degree, 6-9th year. The result of the practical part are the lessons learned from the realization of this event.
An Assessment of Readiness of a Chosen South Bohemian School for Solving Extraordinary Situations

The aim of this bachelor thesis was to assess current readiness of a chosen South Bohemian school for solving extraordinary situations. Moreover, to find out the state of the processed documents and readiness of the pedagogical staff and pupils of this school for an extraordinary situation. Readiness of teachers and pupils was then examined by a simulated fire and evacuation of the school. Readiness of the fire fighting staff was also included in this tactical exercise. The following research question was set: "How is the chosen South Bohemian school ready for solving extraordinary situations?" For assessment purposes the tactical exercise, questionnaire survey, school documentation audit and material instruments of fire protection and safety arrangement check were done. In the end the evaluation was done and suggestions and arrangements for further improvement were set. In the theoretical part of this bachelor thesis there is a precept of law analysis concerning both the preparation for extraordinary situations and the field of educational institutions. The theoretical part also describes the area of this elementary school, determines particular extraordinary situations that could appear in relation to this institution and general evaluation of readiness of this school for such situations is done in this chapter.
Personal safety in emergency situations in school education programme in the specific elementary school

TITLE: Personal safety in emergency situations in school education programme in the specific elementary school. ABSTRACT: Each elementary school in the Czech Republic must be in accordance with applicable laws incorporated the issue of protection of human emergencies in their school education system. Primary schools are based on the Framework Educational Programme for Basic Education and Ministry guidline no.: 12050/03-22 from 4th March 2013. The aim of this bachelor's thesis is to determine the state of incorporation the issue of protection of human emergencies in school education system in ZŠ Jižní IV., what is the level of knowledge in this area for children of the 5th and 9th grade in this school. Based on the results there will be proposed solution how the issue of human emergencies might be provided and incorporated in the school education system and in all subjects. Furthermore recomended the program and the project "Defence day" for students of all ages. A small survey among head masters of elementary schools in Prague 4 is observed, as perceived by the issue of protection of human emergencies in teaching in their schools. Emergency preparedness of schools of the city of České Budějovice

School readiness for an emergency situation should be one of the basic priorities for all employers and employees of these facilities. For this purpose, there was implemented a questionnaire survey with three types of questionnaires a questionnaire for school principals, teachers and students. The theoretical part deals with of legislative definition of emergency situation and terminology of concepts such as safety or emergency, emergency situation, an emergency threat, rescue and liquidation work, crisis situations, integrated rescue system, protection of the population and evacuation. Another chapter is the concept of public protection teaching , which is divided into periods before 1989 and after 1989. Within chapters population protection before 1989, we may include terms such as antiaircraft civil protection, civil defense and military training the concept of . Teaching in area of the population for emergencies in the Czech Republic after 1989 is divided into preschool education, elementary education, secondary education and university education. This chapter included preventive educational activities directed at the desired target group. Further chapters in the theoretical part of the thesis are Protection of Population and Concept of Population Protection. The last chapter was focused on the current state of schools in the Czech Republic, in the South Bohemian Region and in the city České Budějovice. The target of the research part was to assess the readiness of selected schools in the emergency situation. For the purpose of research were developed three types of questionnaires. The first questionnaire was designed for school principals and contained 26 questions. Questions have closed answers. The beginning of the questionnaire characterizes the research sample. Followed by the thematic block that deals with the evacuation plan and the subsequent evacuation. Further questions are aimed to asses the readiness of schools, teachers and students for the emergency situation. The last questions asks whether directors ward appreciated to retrain the teachers in the area of Human Protection in emergency situation. The second questionnaire was intended for teachers. It included 34 questions and was organized into two thematic sections. The questionnaire was a combination of open and closed questions. The beginning of the questionnaire characterizes the research sample. The first thematic section discusses about the evacuation plan, how often it is performed evacuation training, whether the school is working with the Integrated Rescue System, whether the students are acquainted with the recommended behavior when an emergency event is and how, whether teachers participate in training to protect the population, or which training or thematic area should bet he best for them. The second thematic section was focused on the teacher knowledges. The third questionnaire was for students and included 28 questions. The first three questions were used to gather information about the respondent. After the questionnaire was focused on the students' knowledge in the area of civil protection, fire protection, first aid, release of radioactive and chemical substances. Each area contained four questions. Another 3 questions were focused on the knowledge of phone numbers which students should know in case of emergency. The last issues examined whether and how they were pupils and students introduced with the recommended behavior in the course of an emergency event.In case of school principals was used as a qualitative method PAPI - Paper and Pen Interviewing. This method is based on personal interviews in which respondents' answers recorded in a printed, standardized questionnaire. In The questionnaire for teachers and students was used a quantitative methods of questionnaire survey. All results were entered into the Excel program, which is a part of the Microsoft Office software package and evaluated in graphs.
Training and education of disabled people on section of population protection issue creation of educational materials

This Bacherol thesis deals with the topic of education and training disabled people in the population protection division. The aim of the thesis is to assess the present state of education and training of the disabled children, pupils and students in the population protection division in the Highland region and to propose and create appropriate educational materials for several types of disabilities corresponding to these disabilities. The theoretical part described the development in the population protection division in The Czech Republic, there was done a research of the legal standards connected with the population protection. A very large part deals with the educational system of the Czech republic. In this part were described specific types of disabilities including the ways of education these disabled persons. The other part of the work deals with the preventive educational activities of The firebrigade of the Czech republic, the support of education connected with "Population protection division in emergencies" from The firebrigade of the Czech republic. Special attention was paid to preventive educational activities of The firebrigade of the Highland region. In the research part there was described methodology of the research. The information needed was collected through the form of PAPI Paper and Pen Interviewing at the firebrigades of the regions and through the survey at headmasters and teachers in Special Schools in the Highland region. It was a qualitative research at the firebrigades and a quantitative research at the headmasters and teachers in Special Schools. The interviews in PAPI form at the firebrigades included 10 questions. The aim of them was to examine whether there are the preventive educational activities in Kindergartens, primary and secondary schools for children, pupils and students with special needs. A part of the interview dealed with dispositions of the aids for blind, deaf and mentally handicaped persons. The questionnaire for the headmasters of special schools included 17 questions related to basic information about the school, some questions reflected the amount of hours devoted to education of the problematics of "Population protection division in emergencies" and the right amount of aids for education of this problematics, also the right amount of aids for disabled persons mainly the blind, deaf and mentally handicaped persons. There were questions covering the special training of the teachers working with the problematisc of "Population protection division in emergencies", moreover the questions dealing with the practical training, preventive educational activities and making excursions in stations of The firebrigade of the Highland region. The questionnaire for the teachers of special schools included 22 questions related to basic information about the answerers. Part I included reflection, there were questions asking about education of the teachers in the problematics of "Population protection division in emergencies". Part II included education of children, pupils and students, the questions included the range of teaching this problematics, the method used for this, the other questions dealed with the right amount of aids especially for the disabled blind, deaf and mentally disabled persons. This thesis gives preview on the problematics of "Population protection division in emergencies" and opinions of the teachers. This Bacherol thesis shows the insufficiency in education and training for disabled children, pupils and students in the protection division in the Highland region. The results show mainly the insufficiency of aids for the blind, deaf and mentally disabled persons. The part of this thesis is also the suggestion for making adequate educational materials for these disabilities. The results of this thesis, especially the suggestions for making educational materials, could be used as educational material for education and training for the disabled persons.
Program education of citizens in the field of population, with special emphasis on disabled persóna

The aim of this thesis was to analyse the current state of upbringing and education in the field of human protection in emergency situations, with particular emphasis on persons with disabilities. For this purpose, there was implemented a questionnaire survey and there were created two questionnaires a questionnaire for teaching staff at special schools and a questionnaire for their directors in the South Bohemia region. The questionnaire for teaching staff comprised 37 questions and was organized into two thematic sections. The questionnaire was a combination of open and closed questions. The first seven questions were used to obtain the information needed to characterize the investigation file. The first block was focused on respondents' knowledge; questions were focused on the issues of the integrated rescue system, civil protection, first aid and questions of selected emergencies (floods, radiation accident, biological agents), then the knowledge of the recommended ways of behaviour in the development of selected incidents. The aim of the first block of the questionnaire was to find out the awareness of teachers. The second block was aimed at self-education in this field and the assessment of the importance of teaching these issues in schools. The replies of teachers of this thematic bloc served to complement the views, experiences and observations of respondents related to this issue. The questionnaire for directors contained 19 questions. The questionnaire was a combination of open and closed questions. The first 6 questions were used to obtain the information needed to characterize the investigation file. The second part of the questionnaire focused on issues that dealt with school directors' own opinions in the South Bohemia region. The results of the questionnaire were analysed using Excel from Microsoft Office software package. The main objective of this thesis was to determine the awareness of teachers. For good measure of awareness I set the limit of 75% correct answers. Results can be assessed as very startling. I learned that most of the teaching staff haven´t basic knowledge in the issues of personal safety in emergencies. For this reason, they would like to educate themselves in the form of organized trainings. Directors, who also think that their schools have enough teaching aids for both normal and disabled students, also showed this interest. Although these answers were disproved by the teaching staff, who claim the opposite. As a result, it can be understood that the present state of education in the field of human protection in emergency is very individual and depends only on the approach of teaching staff. There are no special teaching materials and uniform system that would unite all schools and provide them with the necessary tools. The thesis provides insight on teaching human protection in emergencies and the teaching staff's own opinions about it. My results can be used as a basis for further research investigation, because I think it would be appropriate to elaborate on some passages. Performance of work at special schools for the disabled entails a number mentally, but also physically demanding situations. These situations teachers and directors manage very well. In this area there are many schools, specifically aimed at one disability, but also those that work with various disabilities. School education programs and this teaching the topic of human protection in emergencies need to be adapted to the needs of children and students with special educational needs so as to achieve consistency between educational requirements and actual abilities of these pupils. Currently, schools use to teach a variety of assistive aids to address special educational needs of the pupils, but there are no didactical tools, special textbooks (study materials in Braille, sign language recordings) that would through its form and content reflect the needs of disabled persons.
