Dynamic Risk Management in Municipalities

Dynamic risk management is not a much-resolved issue at municipal level, although the consequences of these risks can be very serious for the municipality. The Municipality mainly focuses on situations that are called extraordinary events and the hazards of common activities, mainly associated with the running of the village, are usually neglected. The diploma thesis deals with the analysis of the current state of this issue, which deals with approaches for dynamic risk management, municipalities, methods suitable for risk analysis and the possibility of using software tools in this area. Based on an analysis of the current situation, a general model for dynamic risk management at municipal level is created. The output of the thesis is the above-mentioned general model and its verification in a particular municipality. Additionally, the financial difficulty associated with the implementation of this model is presented.
Daňové příjmy vybraných obcí s ohledem na nemoc Covid-19

The diploma thesis is focused on evaluation of the development of tax revenues of municipalities in the Czech Republic from 2017 to 2021 and the influence of the Covid-19 pandemic in 2020 and 2021. At the same time, the development of revenues in other EU countries is also pointed out. The aim of the thesis is also to evaluate the factors and possibilities that influence the level of tax and non-tax revenues of municipalities. Literary research describes the issues of territorial self-government, municipal budget, budget structure, economic and tax measures taken in connection with the Covid-19 pandemic. The research is carried out on municipalities located in the Šternberk micro-region and possible surroundings. Within the research, the development of revenues in the time period from 2017 to 2021 is monitored, the impacts on the expenditure side and economic indicators due to the pandemic are further evaluated. Based on the impacts and measures taken, changes in the budgetary determination of taxes, results and the literature studied, recommendations for municipalities in connection with their size were proposed.

This diploma theses deals with the financial management and development of the selected municipality. Specifically, this work was created for the town called Ždánice, located in the South Moravian Region. The aim of the thesis was to find out how the municipality financially managed in 2011-2015 and which development activities were already implemented according to the City Development Program for the period 2016-2024. The thesis is divided into two main parts, namely the literary research and the work results. In the literary research part the concepts related to the municipality, with the regional development and SWOT analysis are described. In the work results part aspects related to Ždánice city, demographic indicators, indicators of economy, SWOT analysis and fulfilment of development activities with own proposals of development activities are analyzed.
Economy of the most indebted and richest municipalities in the Czech republic

Many municipalities in the Czech Republic have problems with excessive debt levels. This work first uses the indicator of long-term indebtedness per capita to sorts all municipalities in the Czech Republic according to its value and with the help of more detailed analysis subsequently identifies municipalities suitable for the purposes of this work. It then analyses their financial and socio-economic data, and finally puts them in contrast with the succesful municipality. The result is a detailed description of the situation of five municipalities and formulation of recommendations for individual cases. The work finds that in most cases the extreme indebtedness of municipalities is caused by an unmanaged development project financed from a subsidy or loan that the municipalities were forced to return. Thus, there is often a situation where the municipality is unable to repay the debt from the budget surplus. The state is currently able to identify municipalities with risky indebtedness and motivate them to reduce debt but does not have sufficient mechanisms to help the affected municipalities. In conclusion, the thesis presents general findings and recommendations in the form of a proposal for the creation of tools by which the state could help the affected municipalities to reduce debt while minimizing the risk of its occurrence.

The economic analysis of the Borough of Prague 2 during the 2012 – 2014 period

The thesis solves the economy and financial reporting of a municipality. The main objective is to summarize the legislation and analyze the economy, financial statements and reports on the results of the examination of the operations through the example of the Borough of Prague 2 between years 2012 and 2014 and to evaluate the trend of particular analyzed components of the budget and financial statements as well as the global trend.
Vliv zemědělství a navazujících odvětví na rozvoj obce - případová studie

The topic of my bachelor thesis is "The impact of agriculture and related industries in the development of the community - the case study." The issue was to work out the strategic plan for the municipality Prostějov and to evaluate the impact of selected agricultural sector at the village in the past and anticipated impact in the future. The theoretical part describes the position of the agricultural sector in the Czech Republic, the production of sugar and the sugar industry in Moravia. In the practical part there is performed an analysis of the municipality Prostějov and assessment of the impact of sugar rafinery Vrbátky a.s. on a given municipality. In the concluding part there is an evaluation of the results achieved, the impact of business on sugar rafinery and proposed recommendation for improving the situation.
