Protection of Population against Consequences of the Chemical Accidents

This thesis aims to protect populations in chemical accidents. The introductory chapters present basic concepts related issues, basic terms on hazardous chemicals and their markings. You can also find here case studies of chemical accidents from the past compared to he present. It is important to note the consequences of accidents that can affect all sorts of situations. Regarding the issue of protection of the population, there is an overview of suitable means to prevent these dangerous substances, which continues to guide how to behave in case of an accident. This guide should be beneficial to anyone who is in the emergency planning zone and is therefore more vulnerable. At the end of this thesis we can find the state of readiness assessment and proposals to improve the situation.
Methodology for designing the dead end tracks

This work aim is designing of dead-end tracks with focus mainly on the friction buffer stop design. There are numerous factors in decision-making process of ending the dead-end track, such as position of the track in station, level of train control system, area capabilities, number and types of trains that regularly run on the track, etc. The recherche part of this work shows that friction buffer stop is the most suitable construction and preferred type of ending the dead-end track abroad. This is the reason for paying attention to that type of buffer stop with emphasis on the process of design itself. This work includes design of a program using a spreadsheet editor and Visual basic to make the design of friction buffer stop easier. There are described selected factors with highest impact on the design.
Operational Possibilities of Fire Rescue Units for Decontamination of Persons

In this work I discuss about the historical development of the decontamination of units of the fire protection till the present time. It describes ways of contamination of individuals and methods of their decontamination, including decontaminating substances and mixtures that may be currently used at fire brigade units. Also describes the current tactics of intervention of fire brigade units and intervention associated with the release of hazardous substances with the focus on decontamination. Moreover it submits a way of surface coverage and indicates the type of fire brigades and their predestination. In the interface of The Fire Rescue Service of region of Southern Moravia, Regional Department of Brno it describes individual fire stations and their equipment for decontamination of people. In conclusion of this work is an evaluation of operational options of units due to the decontamination of individuals with regard to their manpower.

The Police service cynology and its implication in the Integrated Rescue System focusing on emergency situations.

The diploma thesis is focused on service cynology of the Police of the Czech Republic and its use in an Integrated Rescue System focusing on emergencies. The thesis is divided into the theoretical and practical part. The theoretical part of the thesis is based on analysis and synthesis of magazine and book literature, as well as professional Internet resources. It deals mainly with the areas of the integrated rescue system, the Police of the Czech Republic as an armed security corps, Service Cynology of the Police of the Czech Republic, as well as its comparison with the Police Cynology of the Police Force of the Slovak Republic. The qualitative research with the structured interview method with open questions was used for the empirical part of the thesis. A total of 17 questions were set for the interview. Due to this method the information to answer a research question "What is the use of the service cynology of the Czech Republic Police in an integrated emergency system? " was obtained by Lieutenant Colonel Mgr. Michael Baloun from the Department of Service Cynology and Hipology of the Directorate of the Police Service of the Police Presidium of the Czech Republic. The results of the thesis show that Service Cynology of the Czech Police has its application in the integrated emergency system and that is why it is an important part of the Police of the Czech Republic, one of the basic components of the integrated rescue system. In practice, the diploma thesis will serve to improve the awareness of the lay public and also as a comprehensive information material for the professional public as well as for teaching purposes.

Types and frequency of infectious diseases in the Pilsen region in a sample of extraordinary events

The bachelor thesis deals with structure and frequency of infectious diseases in the Pilsen region in a sample of emergency. The selected sample represents the basic components of integrated rescue system. Introduction describes each part of this work, aims and ways how to meet objectives of this work. Theoretical part focuses on current development of the whole issue and legislation governing the issue of infectious diseases and measures against them in the Pilsen Region. Theoretical part provides a breakdown of a territory with regard to the basin, description of integrated rescue system in terms of Pilsen Region and general aspects, including basic legal rules governing the various components of integrated rescue system and emergency response. This section also describes general infectious diseases, dissemination, transmission of infectious agents, forms of occurrence, symptoms and forms of course. From extraordinary events, where dominates a risk of infectious diseases, with possibility of significant increase of diseases in the sample, I chose floods (flood). The most infectious diseases I chose for my work were leptospirosis, dysentery, viral hepatitis A and tularemia, as these kinds of infectious diseases have been identified as threatening to flood. Selected species of infectious diseases have been in this part of the work elaborated. They also described their occurrence, the risk that these pose to members of the basic components of the integrated rescue system and possible preventive measures to minimize the risk of their occurrence. The research part of this thesis deals with hypotheses and methodology of work. To meet the objectives of the work and test hypotheses, I used structured anonymous questionnaire. The target group of respondents of the questionnaire consisted of members of basic components of integrated rescue system in the Pilsen region - from the Police of the Czech Republic included in the district departments, members of the Fire and Rescue Service of the Czech Republic assigned to fire stations and emergency medical service members stationed at ambulance stations. The aim of the study was to determine the potential increase of selected infectious diseases in basic components of integrated rescue system during certain types of emergencies and at some time after them in Pilsen region, to identify the most common types of infectious diseases and to determine the level of the Base of the Integrated Rescue System on these selected infectious diseases. There were contained 26 questions in the questionnaire. Questions were directed to identify any increase of selected infectious disease emergency and at some time after them in the Pilsen region, information on basic components of the integrated rescue system and to identify the most common infectious diseases in the context of the extraordinary events in the Pilsen Region. The results of this survey and discussion of the assumptions of work: among members of basic components of the Integrated Rescue System an increase of selected infectious diseases in connection with the incident and informed members of the Integrated Rescue System on selected infectious diseases is sufficient, there was found that members of basic components of the Integrated Rescue system, there was no increase of selected infectious diseases in connection with the incident and informed members of basic components of the integrated rescue system on selected infectious diseases is sufficient. Both hypotheses are related, because awareness is also part of the principles of hygiene, use of protective equipment and thus minimize the risk of infectious diseases. The results also showed that only one respondent ill selected infectious diseases, but not in connection with an incident. The lowest percentage of correct answers of the characteristics of selected infectious diseases was with leptospirosis.
Activation soldiers of the Czech Army for fullfilling Police's tasks in the case of radiation accidents in nuclear Power Plant Temelín.

One of non-military tasks of Army of the czech republic based on the act 219/1999 col. on the armed forces of ČR is a situation when the Army of the Czech soldiers may be called up to perform the tasks of the Police of the Czech republic, unless the forces and resources of the Police of the Czech republic are sufficient to ensure an internal order and safety, namely for the time necesssary. Based on Exeternal emergency Plan Nuclear power plant Temelín, in the case of radiation emergency 200 soldiers are called up to perform the mentioned tasks. Since the moment the announcment about radiation emergency at the nuclear power plant Temelín has been verified, the Regional Directorate South Bohemian regional will be provided with 30 soldiers, at least 12 drivers of this number, within 12 hours. 170 soldiers, at least 16 drivers of this number, within 24 hours. Each soldier will be armed with a firearm a handgun with one firing diameter (24 projectiles), accouterments, means of individual protection and other military stuff. Next the Army of the Czech republic provides 10 offroad passenger cars, 1 rescue vehicle and 2 offroad platform trucks with tarp. All cars will be available with drivers and operating personell. After the activation all troops will be massed at a receiving point at the Regional Directorate of the Police South Bohemian regional, where they will be equipped for a service performance of the riot police by armbands or reflex vests with a logo POLICIE, batons, handcuffs, protective masks and filters. After that they will be divided and sent to: territorial departments to perform tasks off the area of massed force and means for performing tasks in target zone or to the area of accommodation. Parking of vehicles Army of the Czech republic is arranged in advance within the grounds of the Regional Directorate of the Police South Bohemian regional, the Regional Military Command in České Budějovice and the barracks of Prokop Holý in Tábor. The accommodation Army of the Czech republic troops is arranged in the sports hall of Pedagogical Faculty of South Bohemian University in České Budějovice and in the barracks of Prokop Holý in Tábor. By performing tasks in target zone the main task of the Army of the Czech republic troops along with Police of the Czech republic will be ensuring public policy, safety, regulation of movement of people and vehicles. The troops will be organized in predefined mixed patrols under the command of a member of Police of the Czech republic. The target zone area is divided into an inner and outer part. The target zone inner part is in the form of a circle of radius 5km and he outer target zone is in the form of an annular ring 5 13 km. The outer part is divided into 16 regular sectors. The target zone division defines the border for planning the regulation of movement of people and vehicles. On the command of the Incident Commander or Governor, Police of the Czech republic along with Army of the Czech republic troops will close all access roads on the outer part of the border 13 km target zone and occupy them by defined fixed site of patrols. By the order of evacuation, Police of the Czech republic along sith Army of the Czech republic troops will close the border of 5 km target zone on the roads by fixed site of patrols and farther along the border of the evacuated sectors. On the evacuation routes pointing out of target zone to the areas of decontamination there will be mobile patrols of Police of the Czech republic and Army of the Czech republic regulating movement of people and vehicles. Within the preparation and implementing measures consequent on Exeternal emergency Plan Nuclear power plant Temelín by radiation emergency at Nuclear power plant Temelín , the detached troops are preliminarily instructed by lecturers of Police of the Czech republic and of Fire Department Czech republic once a year. Analysis of the readiness of hospitals with an acute inpatient care in the Pardubice region in the event of a direct threat of CBRN substance to the Pardubice regional hospital.

This work focuses on finding state of preparedness of hospitals with acute inpatient care in the Pardubice region in the case of a direct threat to the Pardubice Regional Hospital, Inc. (hereinafter "PRH") by chemical, biological, radiological or nuclear agents (hereinafter referred to as "CBRN"). The thesis is based on a comparison between the trauma plans that have been established as an indicator of a preparedness of hospitals in case of mass disaster and the legal standard, i.e. Decree No. 101 of 2012 Sb. dealing with the details of the content of trauma plan of the one-day or inpatient medical care and process for its preparation and negotiation, as amended (hereinafter the "Decree 101 of 2012"). The theoretical work describes the applicable laws governing the conditions for the provision of health care, trauma plan content and procedures of the Emergency Service (ES) components in preparation for dealing with emergencies. The next part discusses the characteristics of CBRN agents. Furthermore, the work focuses on defining terrorism and CBRN terrorism. The chapter also includes a brief historical summary of the use of CBRN agents and their threats. The following section describes the Security System of the Czech Republic and its elements. It is crucial to mention its existence in relation to the prevention of emergencies and crisis situations and elimination of their consequences. This part also introduces a selection of documents, which have a direct relationship to the security policy of the country and to this thesis. It may be noted that most of these documents have been prepared, inter alia, on the basis of current CBRN threats. The penultimate section characterizes individual hospitals with acute inpatient care in the Pardubice region and includes also a risk analysis of this region. The analysis is based on the Emergency Plan of Pardubice region. I believe that the knowledge of the possible threats pointed out in the risk analysis is important in a preparation for an emergency response in the relation to an emergency medical care. Analysis of risks and threats, based on the Decree 101 of 2012, is also a part of the trauma hospital plans. The last part of the thesis describes the different types of trauma plans and certain procedures in the process of an activation of these plans. Even though, the theme of the work is focused more on trauma plans of hospitals, in cooperation with ambulance services and regional authorities in addressing the consequences of emergencies, I find it important to pay attention to a trauma plan for emergency medical services, and also the one, which is part of the emergency plan of the region. Based on the practical experience it was decided the readiness of hospitals with acute inpatient care in the Pardubice region in case of a threat PRH is sufficient. Subsequently, a relative comparison of interdependence trauma plans was performed in selected hospitals to evaluate their index of readiness by means of comparative analysis. The overall index IPi scales the state of preparedness of the hospitals. The input parameter?s values for the index evaluation were determined based on the contents of the trauma plans. The concluding chapter presents the results evaluated by the described method. This uncovered that the degree of readiness of the examined hospitals, based on the mentioned parameters, was insufficient in three cases. Only Chrudimska Hospital, Inc. achieved satisfactory results. Based on these results, the specific measures were recommended to be taken the level of preparedness of the hospitals. The findings and the results of this thesis are mainly practical. The most important benefit of this work is the suggested measures for the activation of trauma plans for hospitals with acute inpatient care in the Pardubice region.
