Integrated pollution prevention and environmental protection

Thesis describes the latest legislation of integrated pollution prevention and control effective in the Czech Republic after 19 March 2013 including relevant European Union law especially Directive 2010/75/EU of the European Parliament and of the Council of 24 November 2010 on industrial emissions (integrated pollution prevention and control). First two chapters deal with the sources and principles of integrated pollution prevention and control (hereinafter only "IPPC"), focusing on the principle of a comprehensive approach to the environment and its integrated protection, the principle of prevention and on public involvement in the IPPC permit procedure. The fourth chapter explains selected basic terms of IPPC, such as installation, permit and Best Available Techniques (BAT). In the field of BAT thesis deals with the new status of the Reference Document on Best Available Techniques (BREF) in the IPPC permit procedure, with the procedure for the drawing up and reviewing of BREFs, with their structure and with the exchange of information on BAT. The fifth chapter classifies the IPPC permit procedure into the overall process of implementation of the plan and defines its relationship to the environmental medium Acts. Dopady implementace směrnice o průmyslových emisích pro vybrané průmyslové činnosti

The aim of thesis is to identify and analyze the most significant changes based on the implementation the Industrial Emissions Directive. Theoretical part is focus to explanation basic terms of environmental legislation. The practical part is focused to evaluation of impacts on metal industry. It describes the transposition of the directive into national law. For the achievement of the goal was made analysis of the industry, customers and identification selected category to determine how to prepare for the environmental requirements. The modeling of economic impacts was made by the generation of value. The thesis contains analysis of the impact of new requirements on employment and competitiveness. The conclusion summarizes information of the impact Industrial Emissions Directive including risk and recommendations.
Ecology and Law – Permission procedures for the construction and operation of industrial plants

The subject of this Master's Thesis is a description of administrative and similar proceedings leading to issue of permits, consents, statements and expert opinions needed for the implementation of entrepreneurial plans that could potentially have negative impacts on the environment. This Thesis describes the process of environmental impact assessment (so called EIA) and its specifics, as well as its relevance for further administrative proceedings. Other subject of analyses is the integrated permit, a document that substitutes selected individual administrative deeds, and also the very permits, consents and statements intended to protect the individual environmental departments (such as air, water, landscape) or to regulate environmentally relevant activities (e.g. waste treatment). Subject of analyses are also the permission procedures pursuant to the Construction Act that ensure the protection of the common public interest on environment protection by the means of so called binding opinions of environmental protection authorities necessary in the land-use and construction permit issue proceedings as well as in other land-use planning activities. The aim of this Thesis is to describe specific aspects of the individual approval proceedings and their mutual procedural and factual correlation in order to eliminate interpretation difficulties caused by the fragmented legal regulation in the area of environmental protection legislation.
