Ex-post evaluace projektu Přestupní terminál Třebíč

This Bachelor's Thesis is engaged in an ex-post evaluation of the public investment project Transfer Terminal Třebíč which took place between 2010-2015 by virtue of financial means provided from the Regional Operational Programme NUTS II Southeast. The work is divided into two parts - a literature search and an application part, both supplemented with work methodology. Within the literature search, the author first describes the principals of regional and structural politics between 2007-2013, with a focus on the Regional Operational Programme NUTS II Southeast. The next chapter deals with the area of public projects and their project cycles. In the conclusion of this part, the author focuses on problems of evaluation in the public sector. The application part deals with the project characteristics and its evaluation using the CUA method together with questionnaire surveys supplemented with information obtained from dialogues with the participating parties. The conclusion of this Bachelor's Thesis makes recommendations addressed to the stem project team, which might be useful during realizations of similar projects in the future.

The subject of this bachelor thesis is to verify the effectiveness of public resources invested in the selected project. The evaluation is performed ex-post with assistance of Cost Utility Analysis. The bachelor thesis is divided into two parts. The literature review is the first part and it describes options of municipalities collaboration, strategy planning and project cycle including its evaluation. There is introduced an area of microregion Stražiště, in which was the project realized. The practical part is second and it describes the project briefly. Then the results of CUA analysis and results of questionnaire survey are evaluated.

Ex-post evaluace neinvestičních projektů z oblasti propagace v cestovním ruchu financovaných z ROP Jihovýchod

BURDÍKOVÁ, H. Ex-post evaluation of non-investment projects in the field of tourism promotion financed from ROP South-East. Thesis. Brno, 2015. This thesis is concerned with evaluation in conditions of EU Cohesion Policy. The subjects of evaluation are non-investment projects financed from the Regional Operational Programme South-East, whose implementation falls within the programming period 2007-2013. It was selected a sample of five projects, which are focused on the development and promotion of tourism in the South Moravian Region and the Region Vysočina. The theoretical part is devoted to literature review, which focuses firstly on the general definition of regional policy, its specific application in the European Union and the Czech Republic. After putting in this necessary context, it is proceeded to explain the concept of evaluation, especially the difference between program and project evaluation and detailed description of subsequent (ex-post) evaluation. The conclusion of this part is determination of procedure of ex-post evaluation, which the author observes in practical part of the thesis. This part is devoted to a brief description of selected projects and the establishment of evaluation questions, together with its own indicator system. Quantitative analysis of the data is done in consideration of the goals of the thesis, which is assessment of cost-effectiveness of projects through cost-utility method CEA. Its conclusions are complemented and explained using information from qualitative analysis - individual interviews with representatives of the grant recipients. The results of this analysis are used to answer a set of evaluation questions and also to perform comparisons using the benchmarking method. In the last part of the thesis are formulated suggestions and recommendations for improving cost-effectiveness and quality of the examined projects for the grant recipients and the managing authority of the operational program.

Ex-post evaluace projektu Snížení energetické náročnosti budovy MŠ a ZŠ Měnín

The aim of this bachelor thesis is to verify the effectiveness of public resources invested in the selected project through ex-post evaluation. The bachelor thesis is divided into two parts. The first one, the literature review, is focused at clarifying the concept of evaluation, the characteristic of the project and the project cycle, regional and structural policy of the EU and its application in the Czech Republic in the programming period 2007-2013. Furthermore, this part deals with the characteristic of the State Environmental Fund and the budget of the municipality. The second application part presents community Měnín as authority of the selected project and briefly describes the project itself. The description is followed by the presentation of results of methods ex-post evaluation (logical framework matrix, questionnaire survey and CEA analysis). The conclusion of the bachelor thesis contains the author's recommendations for community leadership to increase the effectiveness of the implementation of similar projects.
