Electronic Elections as a Phenomenon and Potential of 21st Century

The Master's thesis examines the phenomenon of electronic elections in the definition of an alternative method of remote voting via the Internet and combines the approach of a survey paper and a case study. The theoretical basis of the thesis is a description of the concept of e- democracy, postal voting and electronic elections, a definition of the typology of this alternative method and the accentuated risks, a summary of the general development of the debate in the Czech environment and an analysis of the process of the initial phase of implementation of electronic elections in the electoral systems of Estonia, Norway and Switzerland. The theoretical background is followed by an analytical section on these selected countries, which examines the characteristics of case-by-case approaches to the implementation and risks of e- elections and the potential impacts on selected indicators such as voter turnout and global state of democracy indices. The analysis of the aspects is conducted in a consecutive and separate categorical framework, whereby the issues are viewed from the specific perspectives of the countries in question, taking into account the differences in political systems. Electronic elections and impementation of electronic elections in Free Citizens Party

This thesis deals with the e-voting implementation in the Free Citizens Party. It contents research and practical part. The research deals with elections and e-voting solutions of elections, while the practical part is about the analysis and the implementation of electronic elections in the Free Citizens Party. The first objective is to provide knowledge that is necessary for the practical part of the thesis by research of these issues and already implemented solutions of electronic elections over the world. The second goal is to prepare the functional implementation of electronic elections in the Free Citizens Party. The analysis and solution proposal of the implementation are made to meet this goal. The author contribution consists in meeting goals of the thesis. During the thesis processing is done a research of elections and electronic elections. After acquiring this knowledge, the author made the analysis, solution proposal of the implementation and the implementation of electronic elections in the Free Citizens Party.
Informatization of public administration

The diploma thesis deals with informatization of public administration and eGovernment in the Czech Republic. The main objective of the thesis is to suggest a project plan that will support informatization of public administration and eGovernment in accordance to the analyzed documents. The thesis compares development of informatization within Czech Republic and its level of eGovernment to other European Union members with recommendations for improvement. Main strategic documents connected with EU programs and the partnership agreement are also included. In the chapter about Smart Administration appraisal of the situation is carried out and the main projects are presented. As we are currently at the turn of the programming period, the thesis is focused both on the 2007-2013 and 2014-2020 programming period. Subsequently requirements for the project plan were determined in accordance to the analyzed documents. The selected project plans support the informatization of the public administration and one of their main targets is Czech citizen. Project plan form is created. Finally, project plans of Electronic elections system and The Public administration's open data catalog is chosen and presented.
Model of electronic elections for the Czech Republic

This bachelor's thesis deals with electronic elections. The aim of this thesis is to create an appropriate model of elections for the Czech Republic, in which modern electronic methods of voting will be used. In the first part, there is an analysis of parts of the e-government both generally and with practical examples. The next part takes up electronic elections as a part of e-government. Embassy elections in the Czech Republic are also described. The following part of the thesis is devoted to electronic elections abroad. It summarizes experience with introducing electronic elections and technological requirements. In the last part of the thesis an appropriate model of electronic elections for the Czech Republic is built according to experience from other countries.
