Functionality of care allowance

My work offers a view of the care allowance as one of the sources of funding for social services, which over time has become a support for people with disabilities, which greatly helps sustain the limited number of social services - residential or field. Allowance realy gives recipients purchasing power pay part of the service / private assistance at their decision. I perceive the care allowance as an important state support for people dependent on the help of another person and I consider it a tool that should help to live a free life for people with disability. The allowance became very non-individualized (inflexible) - it is unable to respond to changes or adapt to the needs of its beneficiaries. Act on Social Services is strict in the individual approach, setting, way of working with people in the framework of social services, but in the care allowance practice does not apply this. The granting and payment of contributions is not individualized, each of them must be assigned / be classifiable in four levels. Ruthless whether it needs it and it uses the level of support it need. The care allowance system does not have one problem, but several that they do a lot. This is nothing without which the system should not function, it's something that could be better.
Security of persons with long-term unfavourable health condition

The aim of this thesis is to summarize all the possible obligations from the social security system for which a person with a long-term unfavourable heath condition is entitled, simultaneously taking the perspective of palliative care into focus. In the introductory chapters this issue is set into the domestic and international legislative frame. Obligations within particular subsystems of social security are described in chapter four, five and six. The last chapter is focused on palliative care. In the first chapter the term social security is investigated and basic terminology taken from Czech legislation related to this topic is defined. The second chapter offers an overview of the historical development of social care and of rights of persons with disabilities. In the third chapter influence of significant international organizations on the issue of social security is reviewed. Chapter four deals with the system of sickness insurance. In its six subchapters the thesis provides a general characterization of sickness insurance, sickness insurance participation, sickness benefits entitlement, reimbursement, support period, the amount of sickness benefits and work capacity assessment. Hypertension as a cause of temporary disability and its disabiliting consequences

One of the most common diseases of the circulatory system is hypertension. Its high prevalence in the adult population represents a serious health but also a social problem. Untreated hypertension leads to serious organ complications which fundamentally affect the quality of life of the patient. However, before hypertension starts to be treated, prevention should precede. Preventive measures can be divided into primary and secondary. Among the primary preventive measures belong stop smoking, weight reduction, sufficient physical activity, salt reduction in food, reduction of alcohol intake. To the secondary prevention, early revelations of patients with already existing hypertension are added. Prevention would lower the cost of treatment for both, the patient and the state, especially in the case of complications of hypertension and hospitalization. The more effective the treatment is, and the sooner it is started, the emergence of complications are more delayed and prolongs the full phase of life. Acute worsening of hypertension or complications are a common cause of temporary inability to work. During a period of temporary inability to work state of health should improve and it should lead to its cure or stabilization, in order to be allowed to return to original employment. If there is no cure or stabilization of the state of health and this state lasts for at least one year, disability can be taken into consideration. In our concept of disability, it is perceived not only as a restriction of ability to work causing loss of earnings and the possibility of economic activities, but other aspects such as health, social, labor-legal are also often included. Until 31. 12. 2009 disability was divided into full and partial (full and partial disability pensions). From 1. 1. 2010, dividing into the full and partial disability was abandonned and it was replaced with the three degrees of disability (disability pension). The aim of my bachelor´s thesis was to determine what proportion of hypertension and its complications on temporary disability and long-term follow-up rate of decline in ability to work in 2007 - 2011. Two hypotheses were set. The first hypothesis - the number of cases of temporary inability to work due to hypertension and its complications has an increasing tendency and the second hypothesis ? the number of cases of assessed disability due to hypertension and its complications is increasing. In order to obtain the necessary information I used a quantitative research. Within this quantitative research, I chose the method of secondary and content analysis of data of documents relating to the assessment of the health status of citizens for social security purposes. The first basic group consisted of policyholders who were exposed to temporary inability to work in 2007 - 2011 in the district of České Budějovice. The second group consisted of people who were granted with disability in 2007 - 2011 in the district of České Budějovice. The selection of respondents was purpose-built according to diagnoses. After the analysis and comparison of data, the first hypothesis was not confirmed because the insured people having a temporary inability to work due to hypertension and its complications in 2007 - 2011 did not have an increasing tendency. Also, the second hypothesis was not confirmed by when I found out that the number of cases of assessed disability due to hypertension and its complications is not increasing. As the proposal of further procedure, it would be interesting to focus on age, sex, education and career of the insured people and also whether the reason for submitting a request for a disability pension is actually state of health of the applicant or their socio-economic situation.
Disablement in consequence of physical handicap od supporting and motor system in České Budějovice county in 2007

Disability is considered in our environment to be not only work ability limitation resulting in the loss of income and reducing the opportunities of economic activities, but also to include a social aspect. One of the most frequent causes of disabilities is the loss or reduction of capability to perform systematic gainful activities due to the musculoskeletal system impairment. Issues of health evaluation are very important especially with regard to providing certain connection between the assessment of health state and work ability in relation to the capability of job assignments and evaluation of preserved work ability. The aim of the bachelor thesis was to investigate a group of citizens applying for disability pension due to the musculoskeletal system impairment in České Budějovice District in 2007 and consequently to evaluate the impact of age, physical work and education on the number of such applicants. Three hypotheses have been established: 1. People applying for disability pension approval due to the musculoskeletal system impairment are mostly elderly people more than 55 year old, 2. People applying for disability pension approval due to the musculoskeletal system impairment are mostly people having manual labour, and 3. People applying for disability pension approval due to the musculoskeletal system impairment are usually of lower education level. To obtain necessary information, I have chosen a quantitative research, the method of secondary and content analysis of data. Selected sample from the basic group of population has been chosen using a method of random selection. All information has been sourced from written documents without the necessity of personal interviewing with observed people. Analysis and evaluation of data obtained have shown that the first hypothesis was not confirmed since the applicants for disability pension due to the musculoskeletal system impairment were not over the age of 55. The second and third hypotheses have been confirmed unambiguously. 84.8% of observed applicants work manually and 79.73% of observed applicants have lower level of education. Regarding the results of the research survey, it would be interesting and beneficial to focus on investigating the disability of these groups of applicants in relation of their social situation and job market engagement.
