Business Development of Social Services in Region

The goal of the bachelor thesis is to follow up the problems especially of financing of social services. The aim of this thesis is to analyse and compare the financing of the retirement homes. Social services are provided to people, who have problems to succeed in the labour market such as graduates or disadvantaged people who need the help of another person, for example handicapped or seniors. The work follows a pattern of Act No. 108/2006 Coll., On Social Services. The thesis consists of two parts. The theoretical part describes the basic terms such as social services and their financing. I also explain the basic terms related to the effeciency, the financial plan and the community planning. The practical part deals with the basic description of the retirement homes, which have different founders and the financing of these retirement homes. In conclusion, the thesis summarizes the result of the analysis, which goals was to find out, which of the two retirement homes are funded efficiently, and which of the two retirement homes manage its costs.
Long-term development strategy for social services in selected municipalities with extended powers to 2030 (accent on the determinants strategy).

The thesis deals with the issue of long-term strategy for the development of social services in the municipality with extended scope Světlá nad Sázavou to r. 2030. The aim was to describe the current situation in selected municipalities in terms of facilities and related social services to handle the forecast population on a given territory by 2030 and ratify the lessons learned in terms of the need for social services in the interviews with key players in the field of social and related services. The theoretical part is focused mainly on the concept and characteristics of social services and related issues with regard to demographic changes. The practical part is divided into three parts. In the case study, I firstly describe the current state of social and health services in the municipality with extended powers Světlá. In the second part of the thesis, I compiled the forecast population of the selected area by 2030. In the final part in order to achieve the objective I conducted interviews with key personnel in social services in the studied area. The conducted research has revealed several recommendations for the town Světlá. In the future, it would be appropriate to support outreach and outpatient services, and increasingly develop cooperation with existing non-profit organization that operate in the selected area. It is also necessary to resolve the issue in an appropriate manner of people at risk of social exclusion. By 2030, the increase in the number of people older than 65 years in the studied area almost doubled. With that will surely come the need to extend existing capabilities of social services. For the city, it follows in the next 15 years to take appropriate action in response to the social policy of the state. The current system of financing social services and the care allowance is assessed as ineffective and requires appropriate legislative adjustment, so that the network of social services in the Czech Republic in the future, is prepared for the expected demographic trends.
The changes in the system of social assistance benefits from the perspective of persons with severe musculoskeletal disability

The theoretic part of the thesis focuses on social benefits, received by people with a severe motor disability, which are already impacted by new legal regulations. These regulations have been in effect since 1.2.2012. As a result of the social reform carried out in 2012 the number of allowances has decreased. According to Act No. 329/2011 there are two new allowances, mobility and special aid allowances.¨ The research part of the thesis strives, through a qualitative strategic research, to reflect on the situation of people with a severe motor disability. The main objective of the thesis was to identify how the social and economic situation had changed for people with a severe motor disability in connection with reforms in the benefit system valid since January 2012. A partial task was to find out how the administration workload has changed for the applicant and recipient of social benefits. The data was collected through a half-standardised interview. The questions were divided into two thematic sections according to defined thesis objectives. The first set of questions focuses on the social and economic situation, specifically the change in a social and economic situation in connection with the newly set up social benefits (in the area of mobility and aids for people with a severe disability), financial involvement in paying for the aid and the change of the level of dependability (and subsequently the level of the allowance for care) in connection with newly created needs. The basic group consists of people with a severe motor disability who receive social benefits for disabled people in the Czech Republic. A selected group contained 8 people in total with a severe motor disability who receive allowances as part of the social benefits system. In case of respondents who originally had been receiving the allowance for individual transportation, the amount was decreased and they now receive it as a mobility allowance. In case of the decrease of the amount for transportation, the respondents changed their own usual ways of transportation or found other sources of funds. However, the social and economic situation of the respondents, who before the change in legislation were not receiving any mobility allowance (transportation) and at the moment they receive the mobility allowance, has improved in this area. The number of respondents in both groups is the same so we can say that the changes in allowances regarding transportation (mobility) have not brought any significant change in a social and economic situation of people. The most common view in terms of the question regarding the financial participation in special aids was neutral. Most respondents stated that the level of dependability on care and subsequently the allowance had remained the same. From the point of view of the majority of respondents the administration workload has not changed as a result of the change in legislation in the area of benefits for people with a severe motor disability. The respondents have a negative view regarding the character (depth) of investigation of the social and financial situation and negatively perceive the approach of an officer. In other areas their views are neutral or they have not noticed any change after the change in legislation. To conclude, it is possible to state that from the respondents? point of view, the social reform has not been perceived as beneficial.
Communication skills of social worker in contact with applicants for an allowance for care with intellectual disabilities

This work deals with communication with people with intellectual disabilities during the negotiation of allowance for care. The work emphasizes the communication skills of a social worker. The theoretical part describes mental retardation, communication, communication disorders, allowance for care, and the work deals with the specifics of communication with people with intellectual disabilities. The work also includes practical advice for communicating with the people with intellectual disabilities. In the conclusion of the theoretical section are described the communication skills of a social worker with a focus on dealing with people with intellectual disabilities. The practical part describes the research on communication skills of a social worker at the City Office in Tabor and evaluates the causes of its failure. Due to the appreciation of the practical research also includes a simple methodology that includes practical advice on how to deal with clients with intellectual disabilities in an interview at the office. Furthermore, the practical part contains an analysis of competencies required by employers in the position of social worker based on ads offering job. Communicating with people with intellectual disabilities in the City Office is neglected topic, but very important, due to the efforts to integrate people with intellectual disabilities into society as much as possible. The ability of a social worker to communicate and negotiate with people with intellectual disabilities may be one of the ways to access offices for these clients.
Social services ant their availability in Pilsner region

The goal of my thesis "Social services and their availability in Pilsner region" is to monitor and analyze social services in the region, with particular focus on Klatovy region as a frontier area. It is also examined if people who are living in the border area also have an opportunity to get to needed services. The first part deals with the problem of a definition of social policy, the social services are described according to the legal determination. Also there are mentioned the problems of financing of social services and on the other hand positive aspects of community planning. The second part of the thesis is focused on Pilsner region, where the priorities of municipalities with extended powers in the field of social services are presented. In the third part of thesis is described a specific range of social services in Klatovy. People in the border region have the opportunity to get especially to services of social care and consulting services. A wider range of services (for the elderly, the disabled, children and youth and other disadvantaged and vulnerable groups) is available in Klatovy.
