Medical staff´s awareness of emergencies in selected health care facilities

The aim of this bachelor thesis is to evaluate the extent to which health care personnel from selected South Bohemia region health care facilities is prepared to emergency situation. The research has been conducted in 7 largest health care facilities in South Bohemia region at Hospital České Budějovice, Plc., Hospital Tábor, Plc., Hospital Jindřichův Hradec, Plc., Hospital Český Krumlov, Plc., Hospital Strakonice, Plc., Hospital Písek, Plc., Hospital Prachatice, Plc.. Since within these health care facilities, there are present thousands of patients on daily basis, there is, without any shadow of doubt, need for each member of health care personnel to be well informed not only about possible emergency situations but also about how general public is warned when an emergency situation takes place and also how to behave when these emergency situations happen. The theoretical framework focuses on emergency situations. It contains the definition of emergency situations as it is defined by Act 239/2000 Coll., on Integrated Rescue System, where the emergency situations are outlined and there are also mentioned the causing factors. Based on the information from Regional emergency plan there are described some emergency situations in further detail. For example these emergency situations can be floods, that are one of the most common emergency situation from the past years in South Bohemia region, emergency situations caused by radiation, conflagrations, leakage of dangerous chemical substances, disease outbreaks or terrorism, which is the threat that is to be taken more and more seriously based on current development in Europe. The theoretical framework also describes health care facilities. There is described the term of "health care facility" as defined by Act 372/2011 Coll., on Health Care Services Quality. In order to emphasize the importance of public protection in health care facilities, there is also a summary of the number of health care facilities in the Czech Republic. The next chapter of theoretical framework mentions more detailed information about individual hospitals selected for the research on health care personnel knowledgeableness. To answer the research question "How familiar is health care personnel from selected health care facilities from the area of South Bohemia region with the cause of emergency situation?" a large questionnaire study has been conducted from each of the 7 selected hospitals. The results have been evaluated and depicted using Microsoft Excel software. The statistical evaluation has been done by using ANOVA method that compared the relation between respondents' final score and individual criteria (gender, age, highest educational level within hospital where respondent worked). The results of the survey show that the average familiarity of health care personnel is capped at 72.74 %. The researcher set 80% passing limit which means that the level of familiarity is unsatisfactory. The questions category, with the lowest score (59.24%), is population protection. Since 79.5 % of respondents do not know what the warning signal "General warning" sounds like, there is a need for regular training of health care personnel on Public protection. In the areas where there are regular trainings provided by law there are significantly better results. To give an example, in the area of fire protection, there have been 74.37 % of questions answered correctly on average. Whilst this is still below the passing rate (80%), as defined by researcher, the results are significantly better when compared with other question areas, which shows that regular training increases employees´ knowledge. Other results showed the correlation between individual characteristics and overall performance. In conclusion, the health care personnel does not have satisfactory amount of information, which means that there is a need to set rules and framework for regular trainings on public protection for health care professional.
Informing and Communication with the General Public in the Course of Preparation and Dealing with Extraordinary Events.

This bachelor thesis seeks to investigate, by means of a questionnaire survey, the level of information of the general public about an extraordinary event, both in the stage of its prevention and in the stage of dealing with the event. At present, information is the alpha and omega in the society as the necessity to have correct and necessary information available increases quickly, also in the field of protection of the population, while the receiving of information, its correct evaluation and timely communication may affect lives and health of the population, the property, as well as the environment. In its introductory part the thesis, using available sources, deals with information and communication in general. This includes generation, spreading and utilization of information. It also covers the issues of extraordinary events, preventive educational activities, communication chains to spread information among the public and workplaces responsible for dealing with extraordinary events, as well as methods used to inform the general public in the course of extraordinary events. The other part of the thesis analyzes results obtained from the questionnaire survey and compares chosen results with the information obtained from informal interviews with professional workers. The results may be utilized by the Fire Rescue Service of the South Bohemian region to prepare specialized trainings for mayors of municipalities or for education of the general public. Conclusions of the thesis contain proposed methods to inform the general public, both during the preparatory stage of an extraordinary event and while dealing with it. It is very important for the general public to have the information necessary for proper conduct in case of an extraordinary event because only a well-instructed and informed person is able to protect him/herself and help the other people.
Eligible behaviour of population at starting warning and notification.

Annotation Warning of inhabitants in the Czech Republic is ensured by an integrated system of warning and notification. The system consists of terminal elements, rotating or electronic sirens, wireless public address systems and control terminals. Timely warning of inhabitants is essential in case of accidents and extraordinary events. Currently, substantial amounts are being invested into the integrated system of warning and notification and new concepts are being introduced into the sphere of notification and warning of inhabitants. The objective of my thesis is to monitor the behavior of inhabitants of the South Bohemian region in case of a start-up of the integrated system of warning and notification. I.e. to identify the number of persons who would know what to do in case of an extraordinary event. The research was conducted by means of a questionnaire survey. Questionnaires were distributed to inhabitants of the South Bohemian region in all age categories. The completed questionnaires were processed into diagrams. In conclusion of the thesis I have summarized the most important findings resulting from the survey and proposed potential solutions for this issue.
"Selected tasks of fire fighting units in protection of the population"

The objective of this bachelor thesis was to analyze tasks and activities of fire fighting units with a focus on activities in civil defense and protection of the population. The thesis also assessed preparedness and equipment of the fire fighting units. Using a questionnaire survey the thesis investigated the level of knowledge of commanders of voluntary fire brigades in municipalities in the field of civil defense and protection of the population. Recent experience from management of extraordinary events, particularly windstorms and floods, has shown the need to have well-prepared and organized teams available so that they can fulfill specific tasks in civil defense and protection of the population. The organized, but not completely prepared, teams include the voluntary fire brigades in the municipalities. In the introduction to the theoretical part of the bachelor thesis the author provides a historical overview of protection of the population in this country´s conditions, as well as identification of potential risks and extraordinary events which might occur. The thesis also lists types of fire fighting units and their categorization for blanket coverage. The thesis analyzes basic tasks of fire fighting units in the field of civil defense and protection of the population in agreement with Section (§) 30 of the Decree No.247/2001 Coll. For some of those tasks the thesis lists the equipment of professional units in the district of České Budějovice for their performance. At the end of the theoretical part the author analyzes the situation of voluntary fire brigades in the municipalities. The practical part investigated the level of knowledge of commanders of voluntary fire brigades in the municipalities by means of a questionnaire survey. In the discussion the author analyzed the individual questions from the questionnaire. The bachelor thesis concludes that it is necessary to further deepen the knowledge of members of voluntary fire brigades in the municipalities in the field of protection of the population, by means of periodic trainings. The conclusions of this thesis will be used by the Fire Rescue Brigade of the South Bohemian region in the training of commanders of voluntary fire brigades in the municipalities.
An Analysis of the Czech Republic's Civilian Population's Awareness of Behavior in the Event of a Nuclear Weapon Attack

The main objective of this thesis entitled "An Analysis of the Czech Republic's Civilian Population's Awareness of Behavior in the Event of a Nuclear Weapon Attack" was to find out about the awareness of the Czech Republic's population about the pro-tection options against the effects of nuclear weapons. The introductory section contains an overview of these weapons, divided into particular types. It also contains a summary of their primary and secondary effects on the human body, and it is concluded with an overview of the recommended procedures and methods of personal protection. There are several means of improvised protection and methods of their use which are presented in this last mentioned overview, as well as recommended actions in this considered situation, beginning from the moment of warn-ing through shelter to the evacuation. There are results of the survey have been realized in the form of a questionnaire, and have been evaluated and with their graphic representation in the next part of the thesis. The part with the evaluation of the answers also contains a short comment re-garding each question and then it is concluded with a statistical evaluation. The survey respondents were divided by age into the first and the second groups; the age limit was chosen as the date of birth in 1980. The first group represented the respondents born before that year; the second group included those whose date of birth was in that year or later. This made it possible to assess the knowledge of particular generations, especially given the limited availability of information given after 1990 at the primary and secon-dary schools regarding this subject. The survey results showed that the awareness of the Czech Republic's popula-tion of the actions to be undertaken in the case of a nuclear weapon attack is signifi-cantly lower than what is necessary for effective individual protection. There is also significantly lower awareness within the generation born in or after 1980, as compared with the older generations. The solution of this unsatisfactory situation is to incorporate the issues into the lectures at the primary and secondary schools, preferably directly into the curriculum of those schools.
