Management of extraordinary events in the competence of the Police of Czech Republic

This diploma thesis discusses the handling of the emergency events within the competence of the police of the Czech Republic with a focus on the deployment of the newly created position of the police incident commander. In the first part of the work, an emergency event is defined; the history and reasons for the creation of the police incident commander and the method of command at the scene of an emergency situation are discussed. In the practical part, qualitative research is carried out using structured interviews with the commanders of the basic serviced of the integrated rescue system in capital city Prague. Subsequently, a case report is made by analyzing two selected extraordinary events. At the end, a questionnaire survey focused on the knowledge about the police incident commander by file members of the basic services of the integrated rescue services.
Model activities of the Integrated Rescue System in a joint intervention from the perspective of paramedics

Bachelor thesis "The model activities of the Integrated Rescue System during a joint intervention from the perspective of paramedic" is focused on the system of cooperation basic components of the Integrated Rescue System, especially the activities of paramedics and emergency medical service providers. The cooperation of these components for emergencies or sudden disability people's health is no exception.For the efficient management of such situations, it is necessary that all members of intervening components manage process of the set of documents called Product model activities integrated rescue system during a joint interventionand thus it has been carrying out rescue and relief work as efficiently as possible. The theoretical part summarizes the basic components of the integrated rescue system, based on the Czech Law no. 239/2000 Coll. on the integrated rescue system, and describes the role of emergency medical services during individual type of activities arising precisely from catalog type of activity integrated rescue system during a joint intervention. In the practical part are evaluated interviews with paramedics, employees of the Medical Emergency Service of South Bohemia, which were focused on their awareness of the type of the integrated rescue system. The results of the research show that the depth of information about the type of activities varies according to individuals and their individual approach to the issue and can not say whether paramedics have sufficient or insufficient awareness of the typical activities during a joint intervention of the Integrated Rescue System.
Evaluation of use of the Catalog type activities of the integrated rescue system at solving exceptional events.

For the effective use were created Catalogue of Standard Activities of Integrated Rescue System Units during a Joint Intervention (KTČ). The Catalogue of Standard Activities should thus serve as a guide for successful management of emergencies listed. The theoretical part devoted to particular standard activities, presenting conditions for their use, list of bound units and brief procedure for carrying out rescue and relief work. One of the objectives of the thesis was to evaluate the use of each of the standard activities listed in the Catalogue of Standard Activities in dealing with emergencies carried out by IRS units in the Czech Republic between 2010 2014 and the second objective was to design processing of another standard activities for inclusion into the catalogue. Objectives were fulfilled. The research part of the thesis was carried out by methods of analysis and the research of materials available, especially statistical yearbooks of IRS interventions for these years, and by methods of data collection within a qualitative research in the form of guided interview with members of the regional fire rescue corps. After the analysis and research of data obtained from the Ministry of Interior General Directorate of Fire and Rescue Service the data were statistically processed to tables and graphs, and then compared with data obtained from respondents who were subjected to controlled interviews. Respondents were drawn from the ranks of the Fire and Rescue Service, where there was always approached just one member from each region of the Czech Republic. So it was questioned 14 respondents, of which 13 were willing to be interviewed on the issue. The interview consisted of 10 questions, aim of which was to find out, whether the Catalogue of Standard Activities is being used during IRS activities for joint intervention in dealing with emergencies in the corresponding region. Statistical results of the data obtained from the Ministry of Interior General Directorate of Fire and Rescue Service revealed that the majority of incidents solved by using methods of standard activities are rather stagnating or growing. The decline appeared only in traffic accidents dealt with during the announcement of the second and higher degree of alarm. The interviews with members of fire brigades showed that the Catalogue of Standard Activities of IRS units is most often used to deal with emergencies that meet the elements of its use. It is most often the case of traffic accidents and demonstrating the intention of suicide. Conversely, the least number of incidence and therefore of use is noticed in ensuring public order during meetings and techno-parties, and during avian influenza. The busiest regions in dealing with emergencies, according to the results, are the South Moravian Region and the City of Prague. At the other end, in terms of workload, there is the Olomouc Region. Using synchronous comparison, which compared the frequency of dealing with emergencies using the Catalogue of Standard Activities in relation to the total number of incident solutions using the Catalogue of Standard Activities in the Czech Republic, South Moravian Region was established as the best region in using the aforementioned standards to deal with emergencies. The worst in it is, to the contrary, the Karlovy Vary Region. Extraordinary events proposed for inclusion into the Catalogue of Standard Activities are extraordinary events with the presence of highly dangerous infections, collapsing buildings, managing migration waves and terrorist attack. The research question was posed as follows: Are the standard activities of the IRS units used during the joint intervention to deal with emergencies on the list? The answer is affirmative. Standard activities of the units IRS during the joint intervention used to deal with emergencies.
Special training of police officers assigned officially to the District Department of the Regional Police Directorate of the South Bohemian Region on how to deal with emergencies and the performance of standard activities within the Integrated Rescue System

The thesis summarizes the issue of the IRS, describes the system of training related to the emergency management within the IRS and a quantitative research carried out on two groups of respondents supports it. The research revealed that if police officers have lack of knowledge regarding cases when the life or the health of people could be threatened it can prolong the time when the first aid is provided and risks which influence the emergency event are not prevented in time and hereby loss of life, damage to health, property or environment can be caused. The aim of this thesis was to assess whether legal regulations of the Czech Republic and internal acts of management of the Police of the CR applying to the issue of emergency management, solve the training of police officers in the field of emergency management in sufficient way. The second aim was to find out and to assess the knowledge of police officers who are officially assigned to District Departments of the Regional Police Directorate of the South Bohemian Region in the field of emergency management and the third aim was to process the draft of methodology according which the special training of police officers how to solve emergency events (fulfilment of task of Standard Activities within the IRS) and crisis situations would be conducted. Two hypotheses were set while elaborating this thesis: 1. Legal regulations of the Czech Republic and internal acts of management of the Police of the Czech Republic valid on the territory of the South-Bohemian Region applying to the operation of the Police of the Czech Republic as one of the main unit of the IRS solve sufficiently managing emergency events and crisis situations. 2. Police officers officially assigned to District Departments of the Regional Police Directorate of the South Bohemian Region are aware sufficiently of the issue of emergency management, Standard Activities of Units within the IRS in the case of a joint intervention. The legal regulations of the Czech Republic, internal acts of management of the Ministry of Interior, the Police of the Czech Republic and documentary sources which deal with this issue were used to find out whether the legal regulations cover sufficiently the matters of operation of the Police of the Czech Republic as one of the main unit of the Integrated Rescue System. It was found out and that after these sources had been processed that the Czech legal regulations and internal acts of management to the level of guidelines of Police Presidium cover this issue sufficiently, however the guideline issued by the Director of the Regional Police Directorate of the South Bohemian Region solves the training in the periodicity of 3 years whereas it concerns only Managers of District Departments.
Biohazard and readiness of rescue teams.

Biohazard and readiness of rescue teams The thesis deals with biohazard and with the readiness of rescue forces. This issue has been discussed little even though some groups more and more draw the attention to imminent danger and panic connected with it, mainly due to terrorism. Another part deals with making alert, provision of medical care at the side of the incident and subsequent triage with the specimen of a registration card that facilitates orientation of the patient?s condition. There are also discussed tasks and activities of basic forces of the Integrated Rescue System (IRS), where there must be print action analysis of an object found with a suspicion of the presence of B-agens. Activities of the NBC (nuclear, biological, chemical) teams are mentioned here only marginally. These teams are involved in dealing with contamination and focused on further actions. The next chapter deals with various types of protective instruments that are able to protect us against B-agens. Further on, mechanisms and methods of decontamination are described together with other measures against spread of contamination. Another part of the thesis deals with biological weapons or B-agens that cause various diseases and illnesses. They are divided according to categories and pathogens. These infectious diseases are here described according to their severity. The objective of this work was to describe the most significant combat biological agens that could be abused by terrorist organizations and the procedures of the IRS forces in joint actions. By means of hypotheses I tried to find out whether the basic forces of the IRS have sufficient information and material security. I compiled a questionnaire with 21 questions, where there was always only one right answer to each question. I handed out the questionnaires at ambulance stations, fire rescue brigade stations and Police of the Czech Republic stations in South Bohemian Region.
Problems of non-standard procedures exploited also within integrated rescue system

The thesis bears the title of ``The question of non-standard procedures also used within the Integrated Rescue System{\crqq}. Nowadays, non-standard procedures are used in most branches, therefore they can be found within the Integrated Rescue System as well. The thesis describes the current situation of the Integrated Rescue System{\crq}s basic bodies and its documentation, which indicates the procedures of the individual bodies for dealing with crisis situations. A portrayal of terrorism as a worldwide phenomenon of recent years, including a brief account of selected types, weapons and terrorism threats follow, also pointing out the extent of possibilities in using the TerEx programme, which is designed to promptly assess the consequences of a potential or actual terrorist attack. The following part of the thesis identifies the existence of all available materials and procedures, which the Integrated Rescue System{\crq}s basic bodies are obliged to follow when dealing with selected emergencies. Subsequently, particular emergencies are described and evaluated in the TerEx programme, as are the available procedures that would be used in those cases by the Integrated Rescue System{\crq}s basic bodies. A partial objective of the thesis was to find out whether standard procedures can be used in selected crisis situations without having to use the non-standard ones. The conclusion of the thesis deals with the analysis and assessment of the following specified hypothesis: ``The Integrated Rescue System{\crq}s bodies are ready to ensure the safety and health of people during actual extraordinary situations{\crqq}. The hypothesis was confirmed. The outcome of this thesis may be used to supplement and extend the procedures specified in the type activities of the Integrated Rescue System{\crq}s bodies, which make the guide for dealing with any arisen crisis situations.
Biological Weapons and Readiness of Integrated Rescue System for Biological Attack

As the topic for my Bachelor Thesis I have chosen the Biological Weapons and Readiness of Integrated Rescue System for Biological Attack. The bioterrorism has recently become one of the most critical worldwide problems. The terrorist organizations that would misuse the biological weapons as a tool of pressure and blackmail to enforce their own interests would choose mainly civilian population as the target of their attack. The Integrated Rescue System plays an important role in protecting the population against this threat. The purpose of this Thesis is to point out the issue of biological weapons, to outline possibilities of production of these hazardous materials, to inform about how these biological means can be spread among the population and mainly to draw attention to the most significant representatives of the biological weapons. I will also describe the Integrated Rescue System and its individual components taking part in solving extraordinary situations incorporating occurrence of B-agens. In order to ensure readiness of the basic components of the Integrated Rescue System for biological terrorism, there has been a questionnaire compiled and handed over to the respective members of the Fire Brigade, Police of the Czech Republic and medical emergency services to fill it in. The Thesis is verifying the hypothesis whether the Integrated Rescue System components are sufficiently ready for a biological attack. Based on confrontation of the information obtained from literature, legislation, electronic sources and outcome of the questionnaire survey, there was an answer to the defined hypothesis formulated in the conclusion, stating that the Integrated Rescue System components are not currently prepared sufficiently for a biological attack.
Biological terrorism - New Threat in the Hands of Extremist Groups

In my bachelo´s work I am dealing with questions of a danger of misuse of biological weapons by some radical-thinking groups to promote their aims at the expense of our society and if the parts of integrated rescue system are sufficiently prepared for similar kind of threat and possible liquidation of effects. Nowadays when we can see an escalation of tension between radical-thinking groups of Islamic fundamentalists on the one hand and the civilized west on the other is misusing of B-agens as a means of weapons of mass destruction lies mainly in inconspicuously spreading it among civilians. It is necessary to realize that in sprite of the ban on production and holding of these agens there still is an arsenal of weapons of mass destruction with these agens available, mainly in the countries of the former Soviet Union. Problems arising from the misuse of biological agens as possible terrorist weapons become more real in a more globalized world such as the one in which the Czech Republic can be found. We gradually become a place where we have to prepare for possibilities that such cases of attacks can happen at our place. The threat itself of using these agens is bringing us a lot of questions. For example, if our security system is ready to deal with these kinds of extraordinary events. This range of problems is covered by a wide spectrum of scientific studies and that is why I do not try to investigated situations which could happen in case of using B-agens from the point of view of integrated rescue system components. The hypothesis that "bioterrorists" can with very little effort achieve very high impact as a result of their efforts is shown in work. By comparing and studying available materials, I discovered that despite the fact that all the materials are at very high levels of elaboration regarding the theory, on the other hand in reality, the components of integrated rescue system are not sufficiently ready and equipped for similar kind of possible danger and dealing with similar unexpected common event.
