Using of an Automated External Defibrillator by Non-Medical Components of the Integrated Rescue System in the Liberec Region

This bachelor's thesis is focused on the using of an automated external defibrillator by non-medical components of the Integrated Rescue System in the Liberec Region within the framework of performing urgent cardiopulmonary resuscitation. The aim of this work is to evaluate the frequency, time course and results of interventions in cases of patients with sudden cardiac arrest, in which an automatic external defibrillator was used by the non-medical component of the Integrated Rescue System. The work is divided into two main parts. The first part is a systematized theoretical overview of basic information on the issue. The second part is focused on practical aspects and is created from data obtained from the basic components of the Integrated Rescue System. The data were examined by descriptive statistics methods. Based on the obtained outputs, a systematic overview of the outcomes of first responders to sudden circulatory arrest was created. This overview mainly includes data outputs focused on the frequency of activation of first responders, the time of their arrival at the scene, the success of resuscitation in the pre-hospital phase and the outcome of the patient. The information obtained was compared with the conclusions of foreign studies focused on the same area. The period for which the data were collected included the year 2017 after May 2021. At the end of the work, an evaluation of the key results is made and suggestions for further research related issues are given.

The bachelor thesis concerns the crisis management of the territorial self-governing unit Hluboká nad Vltavou. The aim of this thesis is to make a general and concrete evaluation of the current state of crisis management and to suggest possible procedures leading to improvement in the area of crisis management of self-governing unit. The topic was chosen because it is a crisis management currently potentially lack of experienced and professionally trained staff. The theoretical part introduces the reader to the administration and its functions, including basic concepts related to the issue and their characteristics. The practical part of the thesis analyzes the procedure of crisis management in the time of solving the crisis situation; The conclusion of the thesis is an evaluation of whether the procedures that comply with legal regulations have been chosen.

The topic of the bachelor thesis was chosen mainly because the crisis management system is very often faced with a lack of professionally trained and experienced staff. In the last few years, there has also been a significant shift away from planning crisis management, especially at central level. Whether the flood situation has been addressed and complianced with the legislation. The final thesis is divided into theoretical and practical part. The theoretical part is divided into four basic subchapters. The first one aims to acquaint the reader with the methodology. The second part analyzes the role of management and crisis management of its components, the process and role of emergency planning and related legislation. The last subchapter deals with crisis management, its bodies, related legislation and crisis planning. The practical part of the thesis consists of a flood, situation of the self-governing unit. The results of the work should serve to practical life.
The management of services for crisis situations

This bachelor thesis deals with an analysis of the provided services in the selected Volunteer Fire Brigade and with an assessment of the fact if the inhabitants of the locality are satisfied with the operation and activities of the fire brigade. The next goal of this thesis is an analysis of the fire brigade station in the selected city and an evaluation of the statistics of the number of fire responses during the selected period. The theoretical part contains the information concerning the crisis management and The Integrated Rescue System. The introduction of the practical part deals with an introduction of the volunteer fire brigade and the fire brigade station and a summary of its history, basic characteristics and a description of the activities which the brigades focus on. The penultimate chapter of the practical part deals with an analysis of the results of the questionnaire satisfaction survey concerning the operation of the volunteer fire brigade in the locality and with an assessment of the number of responses performed by the fire brigade station. The thesis conclusion contains suggestions for an operation improvement of the volunteer fire brigade in the locality which correspond to a better cohesion of the inhabitants in the locality. Furthermore, a suggestion for an increase of the number of responding firemen in the future is added.
The role of fire brigades in protection of the district Vysočina inhabitants.

The target of this bachelor thesis is to determine implementation of professional training of members of predetermined fire units and create list of technical equipment of volunteer fire brigade units of County Vysocina predetermined to solve tasks in civil protection. In the research I tried to find answer to two main questions: are there any fire units in County Vysocina predetermined to solve civil protection challenges and are the members of these units competent to perform these tasks? The thesis is divided into theoretical and practical part. The theoretical part describes the civil protection and its historical development in the Czech Republic and the organization of fire their tasks and specialization. The end of the theoretical part describes the implementation of basic professional training and gaining competence within the members of volunteer fire brigades units in the Czech Republic according to applicable legislation. Within the qualitative research two methods were used: questionnaire survey and structured interview. The questionnaire survey was carried out in predetermined voluntary fire brigades units of County Vysocina and was aimed at their predetermination, providing and managing professional training. The questions for the commanders of units predetermined to provide humanitarian aid to the motorway D1 were extended to provide information about the technical equipment to provide short-term assistance and if their units have been sent by control room to provide humanitarian assistance in a mass accident on the motorway D1.The interviews with the fire brigade members at the civil protection and crisis management departments are divided into three parts. The first part questions ask about the number of predetermined volunteer fire units in county Vysocina and Pelhrimov district predetermined for civil protection and their technical equipment. The second part of the discussion focuses on professional training. In the last part I asked questions concerning the specific seminar which should provide professional competence in civil protection. This seminar should be open for all the predetermined units of County Vysocina in 2016. The practical part of the thesis presents gained information compiled into graph. Next I enclosed open answers from the interviews led in both civil protection and Crisis management department in Pelhrimov district and civil protection and Crisis management in Regional Headquarters of the Fire brigade of County Vysocina. The first research question confirms that in County Vysocina volunteer fire units predetermined to deal with emergencies in the area of civil protection are located. The evaluation showed that units of category JPO II and JPO III are determined primarily for implementation of these tasks. The research showed, that technical equipment is provided in County Vysocina only to volunteer fire units predetermined for the short-term humanitarian assistance to motorway D1. The fire units predetermined for other tasks are provided with the needed equipment from the stocks or supply of professional fire unit stations. For this reason I suggest possibility to predetermine units of JPO V categories for emergencies other than humanitarian assistance for D1.Regarding the goal of the work, the satisfactory degree of the basic and repeated professional training of fire brigade units in territorial departments was confirmed. I would only recommend focus on introducing more practical training concerning civil protection. The collected information relating to the second research question about the competence of unit members showed that in field of civil protection the competence is incomplete. Seminar to ensure proficiency in civil protection techniques in County Vysocina will be organized for all the predetermined units in 2016. I recommend this course to be performed directly at the territorial fire unit's stations.

Communication´s specifics with the clients using the emergency calls.

The emploees of Emergency personnel Integrated Rescue System are the first to whom the client of emergency telephone notification turns with confidence and expectation that the initial information and advice will be given to him how to behave in the crisis situation that directly or indirectly relates to his person, when this became a victim or witness. Therefore, there are placed the workers with the certain given level of education on these lines with the specialization for specific emergency services who dealt with notifications from citizens in continuous operation. They will evaluate the obtained information and pass to the bodies of the Integrated Rescue System for further action. The theoretical part defines basic terms related to the Integrated Rescue System to crisis and telephone communication, specific calls to emergency services and there are marginally mentioned the risks that may affect emergency personnel. The practical part examines how workers are assigned to various helplines of Integrated Rescue System equipped with communication capabilities and skills that can handle crisis communication during telephone conversations with citizens whether their communication skills improved during practice and where they see gaps. Evaluation of information has been a manual for emergency workers.
The functionality of the Police of the Czech Republic as part of the integrated rescue system in the performance of duties related to emergency and crisis planning

The topic of the thesis was mainly chosen, because in recent years many areas of the Czech Republic were repeatedly affected by floods of varying intensity and the police were forced to coordinate rescue and relief work with other units of the integrated rescue system (IRS). In practice performance-related police tasks were influenced by the quality of preparations (especially planning documentation) and decisions of the persons, who are entrusted with the rights and duties of coordinating the intervening units activities. At the same time no document, that deals with the issue, has been processed so far. The thesis is divided into theoretical and practical parts. The theoretical part is divided into three subsections. The first one aims to familiarize the reader with basic tasks, history, organizational breakdown and legislation governing the activities of the police. The second one examines ispecially the role of the integrated rescue system, its components, process and the role of emergency planning and related legislation. The last subchapter is devoted to crisis management, its bodies, related legislation and crisis planning. The practical part consists of a list of basic police tasks, which was created by analyzing documents prepared in the emergency and crisis planning for the capital city of Prague district. The police competences determined by the applicable effective legislation were subsequently applied to tasks of the list. The result of the above process was the finfing, which specific rules regulate the various police tasks, what specific permissions are officers abble to use to accomplish the task and where are the limits of their options. The aim of this thesis is to create a comprehensive document, that would contain the legal powers of the police and was especially useful in the practice of entities involved in the processing of emergency and crisis plans (including practical examples of the application of individual rights). In this context, there were formulated the following research questions: Suffers legislation of competencies of the Police of the Czech Republic from fragmentation (are the rights and obligations scattered in a number of legal norms)? Are police powers sufficient to perform all the tasks, which are imposed to this unit of the IRS by emergency and crisis plans processed for the capital city of Prague? The results of the thesis have shown that the legislation of the police activities is based on the amount of generally binding legal regulations, which are supplemented by internal regulations of the Ministry of Interior and the police themselves. Although the internal regulations don't have general applicability, they affect the performance of police tasks in practice as well. The fragmentation of legislation may cause an incorrect assessment of the police competencies by the bodies that are involved in emergency and crisis planning. By the coordination of the integrated rescue system activities, this documentation becomes one of the sources for decisions of incident commander or crisis management authority, resp. person standing at the head (especially the mayor or governor). In most cases these persons will not be experts in all relevant spheres and they will logically follow the documentation of the integrated rescue system, or documentation of crisis management. The quality of this documentation (or, conversely, lack thereof) will have practical impact on the success of the management of emergency events or crisis situations. Analysis of current documentation processed in the emergency and crisis planning for the capital city of Prague has shown, that most of the tasks assigned to the police corresponds to their competencies. There were also recorded some tasks that do not belong to the police competences. It involves the sorting of injured people by the START method and their transport to medical facilities by police vehicles.
