The State Fund for the Environment on the Czech Republic

This diploma thesis deals with the State Environmental Fund of the Czech Republic which main objective is to support ecological measures taken in accordance to the State Environmental Policy and principles of the environmental protection of the Czech republic. Apart from that it represents basic economical instrument of fulfilment of duties imposed by international treaties on environmental protection and by the membership of the European Union. The main goal of this thesis is to describe this intitution and to try to outline possible development de lege ferenda. For the accurate delimitation of the Fund in the structure of public finances, the thesis contains a large general part dealing with public funds. The diploma thesis is divided into seven chapters. The first chapter deals with the theoretical foundation which is necessary for understanding of the other factors. The reader familiarises himself with the area of public finance and financial management. The second chapter follows up with the general foundation and presents financial management and also describes the structure of each off-budgetary fund. Obtaining the resources from the operational programmes for financing the needs of the chosen company

This diploma thesis is focused on obtaining the resources from the operational programmes for financing the needs of a chosen company. The first part describes the overview of the current status of discussed problematics. There are described Regional policies in Europe and the Czech Republic and the reasons of establishment, regional development, the administrative division of the Czech Republic and the last programming period from 2007 to 2013 and this programming period from 2014 to 2020. The second part are own results. There are characteristics of a chosen company and of the priority axes within which the company submitted the subsidy application. The next is a subsidy application, approval of this application, the overall implementation of the project and its subsequent sustainability, benefits and risks of this obtained subsidy and its own insights.
Analysis of expenditure and revenue of the State Environmental Fund

The subject of this bachelor's thesis is to explore the revenue and expenditure of The State Environmental Fund of the Czech Republic over a period of five years, from 2006 to 2010 and also to monitor the system of public expenditure from this fund. The aim of this paper is to analyze the observed study of income and expenditure in a particular period and the related expenditure control system with regard to the principles of 3E (economy, efficiency and effectiveness), which was ascertained based on the research interview. Initially, this work is focused on the theoretical part that is dealing with the budgetary system, the state budget, the principles of 3E and SEF. The following are the results of the survey conducted on the monitoring system of public expenditure and the final part is the income and expenditure for each year.
The state support for environmental protection

The diploma thesis focuses on the state support for environmental protection in the Czech Republic and mainly the allocations from the state budget and from the State environmental fund. In the first part is defined the role of the state by supporting environment with looking on the actual stadium of environment and its reasons. Subsequently are analyzed the forms of state support and is discussed the question of the sense of the State environmental fund existence. The last part is devoted to the looking on the concrete public expenses in the environment and their efficiency.
