This diploma thesis focuses on determining the internal and external factors (both economic and social) that affect the motivation of civil servants to conduct and perform their work activities in ministries of the Czech Republic.The research that forms the basis for it is primarily a follow-up to the quantitative research of prof.PhDr.Arnošt Veselý, Ph.D. The diploma thesis is multidisciplinary and not only deals with human resource management in terms of its functionality, efficiency, and effectiveness, but also in terms of its influence on, among other things, public policy, sociology, psychology and public economics. The theoretical part is based on the theory of motivation (Madsen), McGregor's theory of X and Y, Maslow's hierarchy of needs and the theory of bureaucracy (Weber). The work is theoretically and methodologically anchored in the findings of alternative action theory (Weinberger, 1997), the ontology of ethical phenomenon (Hartmann, 2002) and the concept of public accountability (Veselý). The empirical part includes the results of qualitative research conducted in the form of semi-structured interviews with 17 ministerial officials across 8 ministries of the Czech Republic. Comparison of Social Security Systems

This thesis is dedicated to a comparison of social security systems in the Czech Republic. Here, it relates to service relationships. Czech social security administration pays pension and sickness benefits. These benefits are different for men and women and are also different for each type of service relationship. These benefits are calculated from a salary. For each calculation are used information provided by Ministry of labor and social affairs website. This thesis draws a comparison between benefits for men and benefits for women. It draws a comparison between benefits for each type of service relationship, too. The theoretical part of this thesis describes service relationships and social security system and the practical part compares calculated benefits. The main goal of this thesis is not to determine the best social security system but only their comparison.

Hana Králová Charles University in Prague, Faculty of Arts THE AUSTRO-HUNGARIAN FOREIGN SERVICE BETWEEN 1868-1918 Abstract Emerging from the reforms of the second half of the 18th century, the body of loyal civil servants gradually transformed itself into an efficient bureaucratic machine, which fully ensured the operation of the multinational Habsburg Monarchy until its disintegration. For many, a position within the civil service went hand in hand with attaining a certain prestige and rank within society, although the financial situation of lower and even mid - ranking civil servants was problematic at best. The foreign service, especially its diplomatic and central administration branch, undoubtedly ranked among the most prestigious parts of the civil service. Candidates, apart from being required to have the necessary level of educational attainment, were subject to a rigorous selection process focusing especially on their language skills. The diplomatic service also maintained its exclusivity by requiring candidates to provide proof of sufficient income, which limited access to candidates from among the wealthy elite, that is especially from among the traditional and new nobility a s well as from among the well-off individuals of bourgeois descent.
