The Qualification Requirements for Water Structures Contractors

In the master thesis are explained terms related to public contract. The greatest attention is devoted the various types of qualification assumptions. The main objective is to compare qualification requirements of public works contracts in the field of water management structures. The analysis was performed on four specific public contracts, with an analysis of the differences between them were found. This thesis focuses on explanations of terms relating to public works and dividing it by the value of contracts. The main objective is to analyze the amount of intermediate values of public works contracts, tenders Administration and maintenance of roads in the South Moravian Region four levels of the process, ie the expected value, control budget, the price in the contract for work and real value. The practical part of this process will be demonstrated from historical data procurement of the years 2009, 2010 and 2011.
Public Procurement Procedures and Their Effects: Evidence from the EU

The goal of this thesis is to analyze the effect the choice of procurement procedure has on the price of public procurement. We achieve this by investigating the dataset on public procurement data in the EU by the Digiwhist project. In the presented model, we explain the variation in the difference of final and estimated price of procurement as a function of procurement procedure used and a set of auction characteristics such as the number of bidders, contract complexity, type of supply and others. The results show that the open procedure is generally superior to its alternatives in terms of monetary savings. We also demonstrate that in the open procedure, the largest part of the cost reduction comes from the competition effect caused by the number of bidders present, whereas other procedures are not as sensitive to changes in the number of bidders. We find that the average number of bidders is significantly lower than the optimal number would be. 1

Comparison of open and restricted procedures concerning the public procurement process

This thesis deals with the analysis of the open and restricted procedures concerning the process of public procurements. Public procurement is regulated by Act No. 137/2006 Coll., On Public Procurement. The thesis is divided into several chapters. First, the basic concepts of public procurement, then description of open and restricted procurement procedure. The last chapter contains practical analysis regarding to the question of reducing the estimated value of a public procurement, depending on the number of submitted bids.
