Application of infrared spectrometry in the activities of Fire Rescue Brigade

This diploma work is aimed at the use of infrared spectrometry by Fire Brigade Units of the Czech Republic. A new portable instrument True Defender FT produced by Ahura was used for this purpose. It was lent by the Institute of Citizens´Protection in Lázně Bohdaneč. The goal of this work is to get acquainted with this instrument and to evaluate its ability to identify unknown substances. Experimental part was aimed at the testing of this spectrometer with the help of model sample set, containing samples from real situations solved by members of Fire Brigade Units of the Czech Republic. Possibilities of mobile infrared spectometer True Defender FT and mobile Raman spectometer First Defender are finally compared.

The organization of emergency medical treatment with intention to the medicine of disasters and mass catastrophes

The medicine of disasters and mass catastrophes is an interdisciplinary medical specialism exploiting scientific discoveries made and lessons taught by experience in the other branches of medicine while attending to emergencies and carrying out rescue, demolition and sanitation operations. Practices already applied to handle mass catastrophes are being analyzed in case the humankind has to face similar events in the future. Related to the analyses are requirements for organizing urgent care. To illustrate the types of cooperation; to exemplify organization of the urgent care on specific cases; to compare the ways of cooperation between health-care facilities and the constituent elements of the Integrated Rescue System (IRS); and to cope with large-scale disasters, the mass catastrophes occurring in the Czech Republic have been treated to an analysis. Evaluated in the relevant cases was the level of security that the Czech Republic can rely on in case of emergencies - catastrophes and major disasters. Comparison was made between what was done by large health-care facilities and what was taken care of by the Integrated Rescue System, with special focus on the triage of the victims. As follows from analyses of different mass disasters, the medical care provided to save lives is satisfactory, and the urgent care is organized properly. The information on organizing urgent care oriented towards the medicine of disasters and mass catastrophes has been extracted from a variety of sources and through inquiring competent professionals.
Communicatiom and information systems used in case of extreme events in region of South Bohemia

Bachelor thesis describes communication and information technology and systems used by the units of integrated rescue system at the solution of emergency events in South Bohemian Region territory. It deals with its historical development and supposed technological development. It analyses the occurrence of particular technologies with their following implementation by the units of integrated rescue system, especially focused on the technologies used by the fire brigade.
Protection of populatin in the immediate environment of icestadiums.

Ice rinks have become important sport facilities in towns and cities. They are mostly situated in densely populated centres. The ice is made and kept by refrigeration plant placed in the stadium engine room. Refrigerating medium is mostly ammonia which is toxic, irrritating and harmful to the environment. Considering this fact, eventual breakdown of the refrigerating system poses a risk for people in the surroundings. The work is particularly aimed at preparing an instruction manual for integrated emmergency system and state authorities to upgrade their theoretical and practical knowledge and to be used as a supportive material when dealing with refrigerating system breakdown and consequent ammonia release. A technique used in the Bachelor´s work was a model breakdown demonstration of the ice rink in Jindřichův Hradec. Then all the data obtained were evaluated by the TerEx programme and finally relevant steps and measures were suggested. The findings revealed the fact that the attention is mostly paid to response recommendations in the breakdown centre while the surroundings are not involved sufficiently. The manual application together with upgrading material equipment may significantly reduce the negative effect of the breakdown on the ice rink surroundings and, especially, on civilians.
