The Role of Public Health Authority in the Crisis Management System

The aim of the diploma thesis was to find out by means of questionnaires whether people know what hygienic and anti-epidemic measures there are in various crisis situations. In addition to that, to map from which information sources people obtain valid information and to find out what role the municipalities have in passing the information on to people. The residents from the Vysočina Region were chosen to fill in the questionnaires. In total, there were 177 respondents aged 18 and over. The thesis is divided into two parts. The theoretical part focuses on the legislation concerning the crisis management system, as well as the issue of division and work of regional hygienic stations. It also deals with what to do from the hygienic point of view if there is an epidemic or floods. Last but not least, it deals with SARS-CoV-2 or COVID-19 pandemic, its time course in the world, as well as in the Czech Republic. The practical part contains the questionnaire survey concerning the activities of regional hygienic stations and SARS-CoV-2 pandemic. For the assessment of the survey the data from 177 residents of the Vysočina region aged 18 and over were used. The author of the diploma thesis presents the results of her survey that point to the fact that for 56% of the interviewed residents of the Vysočina region, the most useful information about the current state of emergency was from television. It is apparent that the municipality is not the main informant for its citizens about the state of emergency. Residents often confuse quarantine and isolation. On the contrary, 100% of respondents know what the main symptoms of SARS-CoV-2 are. Last but not least, the results show that 69% respondents from the Vysočina region know the hygienic rules and anti-epidemic measures for SARS-CoV-2. It is good that people try to observe all the government regulations to prevent the spread of SARS-CoV-2. This is proved also by the results of the questionnaire survey, in which 80% of the respondents from the Vysočina region claim that they comply with the government regulations, which were communicated in the media.
The manner of fulfilling the regulatory measures of the selected territorial self-governing unit and the systems of economic measures for crisis situations

Regulatory measures are part of the system of economic measures for crisis situations. They are adopted when it is necessary to reduce the consumption of scarce raw materials, products or services and they are adopted only after the promulgation of one of the crisis states, when the situation becomes so large that normal economic instruments are not sufficiently effective. This diploma thesis deals with the problematics of regulatory measures, especially in the conditions of territorial self-governing units. For the purposes of this work, two municipalities with extended powers are selected, specifically the municipality with extended powers Uherské Hradiště and municipality with extended powers Písek, for which it is ascertained how the regulatory measures are implemented in their administrative district. The aim of the diploma thesis is to propose a way of fulfilling regulatory measures of a selected territorial self-governing unit beyond the framework of the elaborated methodologies by The Administration of State Material Reserves. Aims of the diploma thesis, is also to perform the comparison of regulatory measures between the two municipalities with extended powers. To meet the goal, a methodology is used, which is prepared by the State Material Reserves Administration, as the central administrative office in the field of economic measures for crisis situations, in obtaining relevant information, in comparing the documents by the municipalities with extended powers. Based on the obtained information, a comparison of selected the municipalities with extended powers with the Methodology by the State Material Reserves Administration is performed and subsequently the results are evaluated.
Planning and solutions to the protection of the public for emergency events and crisis situations.

In the first part of the bachelor thesis I covered historical development of population protection, basic terms used in crisis management, crisis management, crisis management bodies, management of extraordinary events and crisis conditions and a list of extraordinary events and crisis conditions which may potentially occur in České Budějovice and Prachatice. In the second part of my thesis I have prepared supporting materials for planning of extraordinary events and crisis conditions.
Preparedness and the role of the Prague's Municipal Police in declaration of certain crisis situations

The main aim of the thesis "The preparedness and the role of the Municipal Police Prague during the announcement of some crisis states" was to determine the role and the actual preparedness of the organization to deploy its officers in the areas where the state of danger or emergency has been announced, with focus on the provision of Prague's officers to another municipality. Introductory section acquaints the readers with the Municipal Police Act development and the historical development of the organization - from its formation to the present form. It also contains an overview of the duties and powers which officers have - particularly with focus on its use in crisis situations outside the establishing municipality. Results of the survey in the middle and top management of the organization are graphically and statistically processed and evaluated in the next part of the thesis. Then there are results of interviews, particularly with managers of specialized organization's departments, followed by analysis of the Municipal Police Act and related legislation. Preparedness of the Municipal Police Prague has been assessed based on a questionnaire survey, interviews and own collected data, as well as analysis of internal documents of the organization. The results of the performed investigations revealed that the preparedness from the perspective of organizational, personnel, material as well as technical view is at high level - in the Czech Republic, and between municipal police forces, completely unprecedented. The role of the organization has been then assessed by analysing the Municipal Police Act, primarily focusing on cases of provisioning of Prague's officers to other municipality in case of an emergency situation announcement. It has been found that while the Municipal Police Act allows to use officers in crisis situations also outside the establishing municipality, it paradoxically does not allow using all the powers which officers have under normal conditions, respectively it doesn't allow to complete certain acts and interventions. The only solution in this case is the amendment to the Municipal Police Act. The role of the Municipal Police Prague is clearly defined within the capital city and is completely irreplaceable and undeniable, and in the case of provision of Prague's officers to another municipality, despite the above mentioned legislative deficiencies, significant. A comprehensive document has been prepared for the mayors of municipalities in the Czech Republic, based on which the decision upon the utilisation of Prague's officers in a given situation can be made.
Planning and Designing of Measures for the Protection of Population in Case Extraordinary Events and Crisis Conditions

In the first part of the bachelor thesis I covered historical development of population protection, basic terms used in crisis management, protection of population, integrated rescue system, crisis management, crisis management bodies, management of extraordinary events and crisis conditions and a list of extraordinary events and crisis conditions which may potentially occur in České Budějovice and Prachatice. Drawing on legislation, professional literature, my own personal interviews and practice, I have compiled basic material in which I deal with planning in events of crises, because it is the first manager task and is indispensable for the solution of extraordinary events and crisis states. In the following two chapters, I deal with the general procedure of the solution of extraordinary events and crisis situations (before and while they occur, during their solution and after these situations die away) and crisis legislation.
Some Duties of Civil Service Bodies in the Field of Economic Measures for Crisis States, in Favour of Inhabitants.

A society should work on the basis of dividing activities among individuals so that they can complement each other and master everything as a whole. We can see such a task division in the field of economic measures for crisis states among civil service bodies and local authorities. Each crisis state is able to check the system, to prove rightness of the steps on the one hand and warn of possible imperfections on the other. The first part of my Bachelor´s work is aimed at presenting basic tools of public administration and civil service bodies in the field of economic measures which could be used in the state of emergency. Other parts are focused on the review of legislative tools tried and tested in the crisis states. To get the data about public awareness of crisis management in a locality, anonymous questionnaires were used. There were mostly villages affected by the 2009 local floods in the administrative area of České Budějovice with up to 2000 inhabitants surveyed. The questionnaires consisted of three parts. The first part analysed the respondents, the second presented the respondent awareness of crisis management and the the third contained questions concerning personal experience with crisis management. The research findings were processed and arranged in graphs and subsequently used in discussion and conclusion.
