Comparing of the Police ČR and Metropolitan police competences, objectives and education system with the view to more intensive cooperation between the both institutions.

This thesis deals with the tasks, activities, competences and education system of police and city police in order to comparing and proposing of the methodological tools for effective and efficient cooperation between the two components. Although each component has a very different structure and organization and substantive and territorial jurisdiction, activities of city police in some areas closely linked with the activities of police (supervision of public order in the city) or it is linked to the activities of police (reporting of crimes the police). Currently, there is necessary that the both components cooperated with one another, have functional channels and are constantly informed about important matters that take place within the activity of the components (police inform about search persons, about robberies, burglaries). Similarly, the education system and its form in the police and local police is very different simply because the police as a component of the state is organized from the central level, while the individual city police is controlled from the local level. Therefore depends on the decision of who controls the local city police, what kind of above standard training would provide police officers and what funds can allocate to this training. Currently, many city police have more available funds for equipment, instrumentation or training than the police, but on the other side missing some permissions that would help them operate more efficiently. The minor modification of an existing legislative authority of the municipal police would often resolve cases without the same time necessary police assistance The aim of this thesis is to outline how the city police could cooperate with the police more intensively and effectively in cities, provided that they solved some minor problems, and also propose optimal level of police officeres training in cities.
Community policing in view of the public and the policemen of the Police of the Czech Republic in Prachatice

The bachelor thesis addresses the ``Community Policing" project, in particular the perception of the project by the public and the members of the Police of the Czech Republic from the time when the project was put into the practice of the Police of the Czech Republic to the present. The author focuses the thesis in particular on introduction of the new direction taken by the Czech police; described from the outset to the present state, the main priority of the new direction is a change of the approach of the Czech police to the public, with the particular focus on improvement of the mutual communication and also cooperation in solving common problems with the view to make the public apprehend the Czech police as its partner rather than a repressive unit. The introductory part provides the characteristics of the project, specifies the resources utilized in launching the project, the genesis, the philosophy of the objective of the work, and the current state of the project in the Czech Republic, and also describes implementation of the community policing strategy in the practice of the District Department of the Police of the Czech Republic in Prachatice. While using a method based on a quantitative research, the objective of the thesis was to verify or disprove three hypotheses; the first two hypotheses address awareness of policemen of the strategy and their motivation to implement the strategy in practice, and the third hypothesis examines awareness of the professional and the general public of the strategy. Based on the evaluation of the results, the first hypothesis concerning the policemen{\crq}s awareness has not been confirmed, the second hypothesis concerning motivation of the policemen has been confirmed and the third hypothesis has been confirmed in part since it was necessary to separate the professional public and the general public; then the hypothesis has not been confirmed in respect of the professional public and has been confirmed in respect of the general public. While processing the thesis, the author arrived at the conclusion that the management of the police has to place emphasis on motivation of the subordinate policemen to assert and promote the strategy among the general public while cooperating with the professional public, and to improve active communication.
