Transition of Russian Federation to unitary state and transition of Ukraine to federation?

Two opposing tendencies of a vertical power structure in territories of Russian federations and Ukraine are being discussed in this theses. Based on articles of some experts, the basic functional differences between the unitary state and federation are explained. They are then applied on two specific cases. In this theses there is described the development of Russian federalism as well as formation of a vertical system structure in Ukraine. Based on adopted laws, the difference between constitutional standards and real-life practice are examined. According to this theses, we can see in Russia, especially since inauguration of president Putin, rising centralization tendencies, while Ukraine has gone through the process of decentralization reform since 2014. There is introduced federalization of Ukraine as a possibility for future development in the end of this theses.
