Czech Pension System Sustainability: How to Complement the PAYG System?

The master's thesis Universal basic income as a political concept and unfulfilled social reality puts focus on the concept of universalism in social policy and the possibilities of introducing its elements in the Czech Republic. The global discussion of the philosophy of social support and the popularised idea of unconditional financial transfers from the state to all citizens are thus translated into the Czech environment. The goal is to evaluate the instances hitherto applied at home and abroad, consider the perks and shortcomings of universal income, set the discussion within the contemporary Czech social framework, and assess whether it is realistic to implement reforms of this kind. The first chapter describes universal income as a concept, the second evaluates the history of universalism in the Czech Republic, the third provides an overview of the current Czech social system, and the fourth ponders possible avenues of implementing universalist reforms. The thesis aims to verify two hypotheses: the first one is to determine to which extent previous forms of universalism in the Czech environment proved to be successful; the second deals with the possibility and merits of introducing further blanket instruments in 2020. In both cases, the research puts emphasis on cash transfers to the...

Liberal Critique and Reforms of Welfare State - The Case of Chile's Pension Reform
Žídek, Bohumír ; Angelovská, Olga (advisor) ; Potůček, Martin (referee)
My master thesis explores classical liberal attitudes towards the Welfare State. It deals especially with concepts developed by the so-called new classical liberals (also called neoclassical liberals) represented by scholars of the Arizona School. I use their ideas to reconstruct free-market liberal theory of social justice, which is then applied to pension reforms in Chile and Sweden. The thesis also recollects critiques of public pension systems by public choice theory scholars, which are then used to explore a nature of the aforementioned pension reforms. In cases of both reforms, these theoretical frameworks are used to evaluate data obtained by a desk research. Relevant documents and also data of international organizations and national statistical offices were used. In its last part, the thesis evaluates primary data obtained by semi-standardized interviews with seven Czech classical liberals and explores their attitudes towards both the free market liberal theory of social justice and pension reforms in Chile and in Sweden. Abstrakt Diplomová práce zkoumá vztah klasického liberalismu k sociálnímu státu. Zabývá se zejména koncepty vyvinutými takzvanými novými klasickými liberály reprezentovanými především badateli arizonské školy. Jejich ideje využívám k rekonstrukci tržně liberální teorie...
A Social Enterprise Law As Means To Combat Social Exclusion
Kolář, Šimon ; Potůček, Martin (advisor) ; Čampulková, Jitka (referee)
Thesis "A Social Enterprise Law As Means To Combat Social Exclusion" concerns social enterprises in the Czech Republic, as well as options by which these enterprises could be supported in a way that would make them more effective in socially integrating their employees. Based on the fact that there is currently no law regarding social enterprises in effect, it is hard for the state to provide support for these enterprises. The main goal of the thesis is to provide a recommendation for such law with regard to social integration of the enterprises' employees. To reach this goal, a case study design is used; the author has visited four social enterprises in the Czech Republic and, using grounded theory, described the way that they currently operate. Moreover, mechanics and/or conditions through which social enterprises help their employees to integrate are described, as well as how these mechanics could be improved upon legally. Furthermore, the institutionalism theory is used to analyze the current state of actors and institutions important for the issue. Results of the analysis are then described and interpreted and suggestions for the would-be law is laid forward.
