Nováčková, Tereza ; Andrlíková, Petra (advisor) ; Jakubík, Petr (referee)
This thesis provides the empirical analysis of the second Basel regulatory framework implementation in Czech banks together with the economic performance inspection of the Czech banking sector. With Basel II, banks face the possibility to implement internal models to calculate capital adequacy related to bank's risk exposure. This possibility opens a discussion of its economic effect, transparency and potential misuse of the internal models. The empirical part of this thesis examines how the profitability and the reported riskiness change with internal models implementation. Furthermore, the role of cost efficiency to bank's profitability and risk adequacy ratio is evaluated. The panel data analysis of all Czech banks over a period 2006 to 2012 demonstrates that internal models for capital adequacy calculation increase bank's profitability together with a decrease of the reported riskiness measured by risk weighted assets. Moreover, the cost efficiency has proven to be a significant indicator of both profitability and capital adequacy ratio.

Dohled a kontrola nad realizací veřejných zakázek v České republice
Nováčková, Tereza
Public procurement is a much-discussed area today. It is about a paid provision of particular goods or services, that are provided from the public funds. Because of the high risk of manipulating with these funds, there is a high level of supervision done from the side of the government of the Czech Republic. This is not just on the national authority’s level, but also on the European community one, where they can with their power, influence the course of implementation of the public procurement in our territory. Except the European regulations in the form of directives, regulation and other documentation, European union also acts like a donator among others, also for implementation of public procurement. This thesis creates an overview about these authorities and their competencies in the field of supervision and control of public procurement. When the public procurement is being submitted and there is a failure in the process, in such case, the public procurement authorities enters the process and checks the correctness of the contracting authority's approach. The practical part is then based on an example from practice, where we encounter above mentioned failure from the side of the submitter and entry of the controlling authority into the realization. Since this contract was granted, the relationship of the hierarchy of supervisory authorities is much more complicated. Practical example therefore states the relationships between particular authorities in their decision-making process. So, what happens when the controlling authority refuses to reimburse costs due to a misconduct in the realization of public procurement contract? To whom the submitter can turn to? These questions are answered by the practical part. Diploma thesis creates a summary, based on the detected misconducts during the implementation of the public contract and drawing of financial support from the operational program and provides following recommendations for the submitter, who initiated the procurement.
