Illegal drugs in the Czech Republic: regulation or prohibition?
Chalupník, Alexej ; Čihák, Jakub (advisor) ; Dupáková, Lenka (referee)
1 Illegal drugs in the Czech Republic: regulation or prohibition? Abstract As part of the noble effort to eliminate drugs as a global phenomenon that has accompanied mankind almost since time immemorial, prohibition is clearly the most dominant policy applied worldwide. However, given that rigidly restrictive legislation does not lead to the desired results, which are, in particular, the reduction of drug trafficking and the reduction of global consumption, this simple reasoning would lead one to conclude that it is a failed approach. However, success can be perceived in very relative terms and must always be compared with an alternative, and it is only when they are compared that a true evaluative statement of success can be made. Prohibition fails, but is there a better alternative? Drug prohibition and its enforcement imposes significant costs on society as a whole, while it itself completely eliminates some potential sources of public revenue that could offset these and other costs. The aim of this thesis was to provide guidance as to whether, in the context of the Czech Republic, it might be more appropriate to legalise some selected illicit drugs in the context of the high costs of prohibition, specifically focusing on cannabis, ecstasy, LSD, methamphetamine, cocaine and heroin. Using publicly...

Afterwards, the traditional EU fiscal instruments, in particular the Multiannual Financial Framework and the EU budget, are described and the extent to which these instruments can be used to respond to crisis situations, such as the coronavirus crisis, is analysed. The impacts of the coronavirus crisis are also subject to a brief discussion....

Vanča, Tomáš ; Dušek, Libor (advisor) ; Čihák, Jakub (referee)
Empirical analysis of non-pecuniary damage compensation to victims of rape Abstract In the last thirty years the image and the position of the victim has changed; as a result, an extra layer has been added to the concept of crime: 'crime' nowadays represents a violation of the public interest, as well as a violation of the individual victim's interest. Also, a limited attention has been paid to the potential of tort law to address the harm of sexual violence. Based on analysis of 350 judicial decision about non-pecuniary damage compensation in rape cases in Czech Republic, this thesis asks: How the criminal courts deal with the monetary claims of the victims, in what amount they awarded them, what rules they use in their decision-making and also what factors play a role in determining the amount. The findings suggest that, in only a third of cases rape victims claims non-pecuniary damage in adhesive proceedings, if they do so, they have a two-thirds chance of succeeding. The courts do not award high non-pecuniary damages, but the victims' claims are not exaggerated either. The regression analysis conclusions reveal that the courts are guided by more by legally relevant factors when determining the amount of non-pecuniary damage, but also reveal statistically significant differences between judicial...

In the last decade, however, more and more states are moving from restrictive drug policy to milder forms of drug regulation, including their partial legalization. This master's thesis is one of the first Czech studies that comprehensively deals with the prohibition and legalization of drugs from the perspective of law and economics. The main aim of this thesis is to analyze selected economic and legal aspects of current drug prohibition and possible legalization of drugs. Several methods have been used to achieve this objective, with the greatest emphasis being placed on the demand-supply analysis of the drug market, which is present in the economic part of this thesis. This analysis makes it possible to understand how drug market is affected by state interventions, why these interventions often fail or identify benefits of drug legalization. This is followed by description of the most significant economic implications of drug use and their prohibition. Consequently, the next section deals with a brief overview of the history of economic thought regarding...
Alconomics
Čihák, Jakub ; Běláčková, Vendula (advisor) ; Hřebík, Tomáš (referee)
This diploma thesis investigates the relationship between the business cycle and the alcohol consumption by using aggregate data for Czech Republic and constituent regions of Czech Republic in the period 1994-2011. The key question of this study is whether alcohol consumption is pro-cyclical or counter-cyclical. This question was asked in many works (Ruhm, Black, 2002). Unlike American studies, in which alcohol consumption is pro-cyclical, my study shows that the decrease of economic conditions has resulted in increased alcohol consumption in society and therefore indicates to me counter-cyclical. I also found that the divorce has a positive effect on alcohol consumption, while the real price has a negative effect.
