The representatives of the national minorities in Prague iniciated the establishing of the centre of organizations of the national minorities in Prague already after 1993. The idea of creating the House of the national minorities has been than realized in the cooperation between Prague's Comittee for National Minorities and the Government Council for National Minority Affairs. Funding for the reconstruction of the appropriate building was provided by the government from the state budget and, on the other hand, the larger part of the costs was paid from the city budget. The building was handed over to the use of the City's administration as the headquarters of Prague's minority organizations in 2007 and a centre of their social and cultural life.

The term affirmative action (U. S. English), or positive discrimination (British English) means positive steps taken to increase the representation of women and minorities in areas of employment, education, politics and business from which they had been historically excluded. In search for the roots of affirmative action I start at the very beginning of the US history describing institutionalized forms of slavery and later move on to segregation to demonstrate how deep and strong this exclusion was. Since the late 1960s this expression has been used to refer to policies that go beyond the simple prohibition of discrimination on grounds of race, national origin and sex in employment practices and educational system. These policies require further actions, affirmative actions, to make jobs and promotions and admissions to educational programs available to individuals from groups that have historically suffered from discrimination in gaining these opportunities or are, whether discriminated against or not by formal policies and informal practices, infrequently found in certain occupations or educational institutions and programs. On the question of the presence of national minorities in the Czech Republic

The articles indicates the basic political starting points on the question of national minorities in the Czech Republic after 1989. The existing Act on Rights of Members of National Minorities (2001) does not provide an exhaustive list of national minorities and minority groups are considered those groups of citizens claiming a nationality other than Czech, which are historically present on the territory of the state, i.e. existing as a permanent part of the society. According to the amended version of the Statute of the Government Council for National Minorities, adopted by the Government in 2013, they are 14 minorities (Belarusian, Bulgarian, Croatian, Hungarian, German, Greek, Polish, Roma, Rusyn, Russian, Serbian, Slovak, Ukrainian and Vietnamese).

Publications Prague and minorities is the output of 14th Meetings of the national minorities, whose component was the international conference under the name of Prague and minorities. The conference Program was divided into three thematic blocks: 1. the presence of national minorities in Prague and their activities, 2. minorities and the parent language, 3. ethnic minorities and migrants. These questions are in the spotlight of the representatives of the national minorities and they are discussed at the annual meetings of national minorities, organized by the city of Prague and the House of national minorities in cooperation with academic institutions, specifically in the year 2014 with the Institute of Ethnology of the Czech Academy of Sciences, v.v.i. The partial output is presented to the professional and wider public, arranged like the conference.
