Public Procurement in the Field of Civil Engineering

This thesis focuses on explanations of terms relating to public works and dividing it by the value of contracts. The main objective is to analyze the amount of intermediate values of public works contracts, tenders Administration and maintenance of roads in the South Moravian Region four levels of the process, ie the expected value, control budget, the price in the contract for work and real value. The practical part of this process will be demonstrated from historical data procurement of the years 2009, 2010 and 2011.
STANDARDISATION AND HARMONISATION OF EXPERT VALUATION PROCEDURE IN THE ASSESSMENT OF REAL PROPERTY THE USUAL PRICE (MARKET VALUE)

In the current context of globalisation and development of international investment market along with increasing influence of European Union legislation and activities of professional organisations, there is an urgent need for standardisation and harmonisation of not only valuation procedures but also individual terms, definitions, approaches, methods and requirements for the qualification of valuers. This takes on special importance particularly in the field of real property valuation and market value („the usual price“ according to Czech law) assessment. At present there are three large international organisations contributing significantly to the development of this process through the development of their standards. The main objective of this thesis is standardisation and harmonisation of expert valuation procedure in establishing real property market value (the usual price), particularly in view of international valuation standards, namely IVS, EVS and the Red Book. To achieve this main goal it was necessary to clarify at first several related issues, as proper understanding of the background and context in particular is always an indispensable basis for successful harmonization process. The result of this work is thus both the design of a standard and harmonised procedure carried out by a qualified valuer in establishing the market value (the usual price), and the clarification of related issues, terms, definitions, methods and valuation approaches used in the Czech Republic and abroad, as well as the requirements imposed on the resulting report, etc.. The knowledge and information from this work will thus contribute to the development of the field of forensic engineering both in terms of theory, practice and teaching.
Process of Award Procedure on Public Works Contracts

The aim of this thesis is to analyze the required qualifications for a specific public contract. Another objective of this work is to determine how and if the sponsor offers candidates evaluated transparently and evaluation criteria, which has laid down and their weight. Following these weights of evaluation criteria is to determine how they, in their change, affect the order of candidates evaluated. Ultimately, the aim in this work to determine if the surveyed public contract implemented at the cost of the winning bid.
Evaluation of Economic Efficiency of Development Project

The bachelor thesis deals with the evaluation of the economic efficiency of a development project for the construction of an apartment building in Brno. The first part presents the development activities from a theoretical point of view, which is mainly a description of the life cycle of the project, the creation of cash flows and consideration of possible ways of financing. The second part of the work is devoted to determining the income and expenditure of a particular property development project. The aim of the work is to determine the cash flows of the project in its life cycle, quantify the indicators of economic efficiency and assess the overall profitability of the project for the investor (developer).
The Impact of Uncertainty of Project Models on Investment Decision Making

This doctoral thesis widely analyses the process of investment decision-making. In its individual parts, it researches models used for planning, analysing and evaluation of investments projects, but also models used for final decision about realization of the investment. Investing activity is present in world economic cycle in all it’s phases. Capital sources used for financing if the investment projects are scarce and must be handled with care. For this reason, there are many supportive methodologies and models employed in managing of the investments as well as instruments developed to miti-gate the potential project risks. However, even utilization of these instruments and models can’t guarantee the expected results. There are uncertainties, errors and in-accuracies in the process that can thwart investment decisions. The aim of the thesis is to analyse the investment decision-making process (from the initial idea to the realization of the investment project) and to identify the main un-certainties – factors influencing the success / error rate of models for investment project planning as well as the decision on their realization. The main outcome of the thesis is an overview of these factors and recommenda-tions on how to work with these factors and make the process as effective as possi-ble. Another output is an analysis and recommendations for the use of financing sources and mix of the instruments that should be used to mitigate the potential impact of risks that are connected to all investment projects.
Technical and economic assessment of projects of wastewater treatment plants and their impact on the environment

The doctoral thesis deals with the issue of evaluating of technical-economic efficiency of wastewater treatment plant projects. Same as most public benefit projects, the main reason for implementation is the societal benefit of the company, not the impact on the investor. The literature review provides an overview of the most commonly used methods of environmental impact assessment, which differ in both the difficulty of processing and in the structure of input and output information. In accordance with the European legislation, the Cost Benefit Analysis (CBA) is applied to a selected sample of waste water treatment plants, in its economic part, the standardly assessed societal impacts are extended by other possible benefits associated with the implementation of the project implementation. The main output of the thesis is the quantification of the increment to the societal benefit of the project, which is set to the difference between the economic net present value of the investment and the standard and individually designed socio-economic impacts. As an alternative to the traditional approach, the thesis also simulates the Data Envelopment Analysis (DEA), method is based on multi-criteria evaluation shows the technical efficiency of the sewage treatment plant sample and thus serves as a very effective tool in managerial decision-making.
Determination of Economic Efficiency of the Development Project

The work deals with the determination of cash flows and evaluating the economic efficiency of a development project for the construction of residential buildings. The theoretical part explains the concepts of economic efficiency and putting their indicators, describes the business plan development activities and cash flows. The thesis also addressed the possibility of financing investment projects, as well as an analysis of the current situation of the Czech economy. In the practical part of the description is made of the entire completed project, determining the cash flows of the project and its subsequent evaluation and assessment of economic efficiency.
Economic and Energy Analysis of Heat Recovery Unit in the Passive House

The aim of this thesis is a detailed economic evaluation of the installation and operation of passive house heat recovery units respectively in terms of energy savings resulting and the financial advantages of systems. The overall analysis is focused on the comparison of the most frequently used conventional energy management system (simple ventilation windows with the central heating based on a gas or electric boiler) with the heat recovery unit. In this work they are also considered financial resources including the “Kotlíková dotace”
Dependence of the value of the construction enterprise on the size of the equity

The doctoral thesis deals with the valuer issues of business valuation with construction production in the condition of the Czech economy. The business valuation issue is, and will always be, highly relevant in a market economy environment, with regard to both methodical and practical approaches. The main aim of the doctoral thesis is to demonstrate the dependence constructing empirical regression model to determine the value of the construction enterprise by the chosen income valuation method based on the equity (book value of equity in historical costs). The first part of the doctoral thesis is a research study describing the approach of the authors to the current state of knowledge concerning the issues of business valuation, aspects of equity, using the principles of system methodology. Based on these findings, a space is defined in which it is possible to propose a solution of a partial problem in terms of selecting the enterprise value category and the associated income valuation methods suitable for extensive time-series analysis. An integral part of the doctoral thesis is the determination of the sample size of construction enterprises according to the assumptions and limitations of the chosen methodology. Empirical research for data collection is based on Justice.cz database. Another important part is, in the spirit of system approach principles, the choice and application of the method of system discipline for the solved problem of doctoral thesis. The result of the solution is an empirical regression model, which after subsequent validation in multiple case studies could also be recommended for wider verification in valuers practice. Part of the thesis will also include discussions in the wider context of the potential benefits of the doctoral thesis for practical, theoretical and pedagogical use.
Risk Analyses of Public Construction Project

The diploma thesis “Risk analysis of public construction project” is focused on the risk of project financed by the public sector. The thesis consists of theoretical and practical parts. The theoretical part describes the structural policy of the European Union and the funds of which are supported by public projects. Another chapter is dedicated to the classification, measurement and management of risk. The practical part describes the financing of an infra-structure project and its potential risk in terms of their significance and the proposal to elimi-nate them. The risk analysis may serve workers of public administration community as a basis for the management of risk arising from the construction of the water supply and drainage.
