The relationship with the Police ČR and choosen nonconforming subcultures

The aim of my bachelor thesis was to describe the attitudes of the Police members in the CR to chosen subcultures existing in contemporary Czech society as well as identify possible antipathies towards certain subcultures. In the theoretical part I focused on defining relevant terms such as attitude, prejudice, stereotype and subculture. However, the major part of the literature search deals with particular subcultures like graffiti artists, participants in illegal free techno parties, hooligans, skinheads, anarchists, satanists, EMO style and gay and lesbian subcultures. Each subculture is briefly characterized, including its short history. Before starting the investigation I defined two hypotheses. Hypothesis no.1: Respondents inthe age group of 26 ? 35 years view the subcultures in a more positive way than the respondents over 55 years of age. This hypothesis was not proved. The views of the respondents were not significantly different. Hypothesis no.2: The subcultures which the respondents encounter when in service are viewed more negatively by them than the subcultures which they do not ever encounter. This hypothesis was proved. During the investigation I used the technique of quantitative-qualitative research according to my own questionnaire, together with in-depth interviews with several chosen respondents. The anonymous questionnaire was filled in by 106 respondents ? members of the Police of the Czech Republic, out of which there were 78 men and 28 women. The survey contained both the questions about the respondents and other questions related to particular nonconformist subcultures.The in-depth interviews were carried out with 6 respondents in order to investigate their attitudes more thoroughly.
Specific position of the Czech Republic Police during performing the tasks in the Integrated Rescue System and its activity during the treatment of extraordinary events not achieving the intensity of crisis situation

I was brought to the topic of the thesis by the present state of the Police of the Czech Republic as one of the basic components of the Integrated Rescue System, carrying the largest part of the responsibility while securing the public order and the internal safety of the state. The target of the thesis was defining the changes concerning its activity while treating extraordinary events in connection with the effectiveness of the Act No. 273/2008 Coll., of Czech Republic Police and proposing own legislative changes which would define its additional necessary powers. In the theoretical part of the thesis, the basic characterization of the Integrated Rescue System is given, the basic concepts of crisis management and legislation in the field of internal safety and public order are defined and the activity of the Czech Republic Police during the usual service performance and treatment of the extraordinary events not achieving the intensity of crisis situation in connection with taking extraordinary safety measures during large-scale social interventions in connection with the issue of extremism, terrorism and civic disorders is described. In the practical part of the thesis, the changes in the organization of the Police of the Czech Republic and in its activity during securing extraordinary safety events, particularly Order Unites and Permanent Order Unites in connection with its reform and effectiveness of the above mentioned law were described. Utilizing the results of this thesis was directed on suggesting the changes of legal regulation which could contribute to the more effective utilization of sources and means of Integrated Rescue System and protection of its employees. The results of the thesis could be one of further sources providing summarizing information for the issue of crisis management in the Czech Republic Police with focus on performing the tasks during extraordinary events while elaborating new methodic instructions or they could be used during the teaching at the Faculty of Health and Social Studies of the South Bohemian University in České Budějovice.
Community policing in view of the public and the policemen of the Police of the Czech Republic in Prachatice

The bachelor thesis addresses the ``Community Policing" project, in particular the perception of the project by the public and the members of the Police of the Czech Republic from the time when the project was put into the practice of the Police of the Czech Republic to the present. The author focuses the thesis in particular on introduction of the new direction taken by the Czech police; described from the outset to the present state, the main priority of the new direction is a change of the approach of the Czech police to the public, with the particular focus on improvement of the mutual communication and also cooperation in solving common problems with the view to make the public apprehend the Czech police as its partner rather than a repressive unit. The introductory part provides the characteristics of the project, specifies the resources utilized in launching the project, the genesis, the philosophy of the objective of the work, and the current state of the project in the Czech Republic, and also describes implementation of the community policing strategy in the practice of the District Department of the Police of the Czech Republic in Prachatice. While using a method based on a quantitative research, the objective of the thesis was to verify or disprove three hypotheses; the first two hypotheses address awareness of policemen of the strategy and their motivation to implement the strategy in practice, and the third hypothesis examines awareness of the professional and the general public of the strategy. Based on the evaluation of the results, the first hypothesis concerning the policemen{\crq}s awareness has not been confirmed, the second hypothesis concerning motivation of the policemen has been confirmed and the third hypothesis has been confirmed in part since it was necessary to separate the professional public and the general public; then the hypothesis has not been confirmed in respect of the professional public and has been confirmed in respect of the general public. While processing the thesis, the author arrived at the conclusion that the management of the police has to place emphasis on motivation of the subordinate policemen to assert and promote the strategy among the general public while cooperating with the professional public, and to improve active communication.
Progress and structure of motor vehicle accident frequency in the region of Prachatice caused by alcohol abuse

The thesis focuses on the rate of road accidents resulting from alcohol abuse in the district of Prachatice in the period from 1996 to 2006. The objective of the thesis is to analyse available police statistical data of the Police Presidium of the Czech Republic, as well as the South Bohemian Regional Police Directorate, the Regional Department for External Service, and the Road Traffic Inspectorate in Prachatice. The initial part of the thesis defines the characteristics of alcohol, its metabolism in the human body and its subsequent degradation and elimination. Furthermore, it provides a description of alcohol dependence and the impacts on health arising from excessive alcohol consumption. When driving a motor or non-motor vehicle under the influence of alcoholic beverages, the driver commits an unlawful action. The thesis reviews current legislation associated with driving vehicles under the influence of alcoholic beverages. Based on processed statistical data, an analysis of the development of the rate of road accidents caused by alcohol abuse in the period 1996 {--} 2006 was made, as well as an analysis of the structure of road accidents resulting from alcohol abuse in the same period according to the age of the offenders, accident types, and criminal prosecution. The ascertained statistical data served as a basis for diagrams and tables used for further comparison. In total, the thesis contains 22 diagrams and the same number of tables. Whereas the statistical data gathered in this manner were deployed as basic data for an analysis of the road accident rate in the district of Prachatice in the period from 1996 to 2006. One of the main issues examined by the thesis is the unsatisfactory and the socially dangerous conduct of motor vehicle drivers who drive their vehicles under the influence of alcoholic beverage and thereby, pose an imminent threat to the lives and health of other road traffic participants.
Cooperation of Integrated rescue system units in road traffic accidents of means of passenger transit

The diploma thesis deals with problems of collaboration of the Integrated Rescue System at coordination of its units intervention in larger traffic accidents, to be specific in coach traffic accidents with a bigger number of the injured and the dead. In the thesis two significant traffic accidents and cooperation training of the units of the Integrated Rescue System are compared at intervals of last five years. Following the analysis it is possible to monitor not only the increasing level of technical and material equipment of single units, but also the increasing level of coordination of their activities. The main aim of the thesis is evaluation of the current level of collaboration of the units of the Integrated Rescue System in a larger traffic accident, eventually a proposal of possible adjustment or modification of currently already used type activities of the units of the Integrated Rescue System.
Prevention of gun abuse

Firearms misuse is a serious social problem. This poses an urgent need to handle the situation because of its social dangerousness and also for educative purposes. Firearms have become the predominant weapons used by mankind. In 20th century the development of firearms hit its most rapid pace. Firearms became effective, popular but also dreaded accessories of people. They have often changed human fate or even social structures. When used they have had a positive or negative impact according to the purpose, the period and the place. Nowadays firearms are being used for other purposes such as hunting, collecting and sport. There are special laws and regulations to be followed while using firearms in our country. Despite this fact we can see law violations and the criminal use of firearms which leads to injuries and deaths. My thesis brings the analysis of the current firearms regulations in our country. I compare statistical data from the period of 2005, 2006 and 2007 relating to persons possessing the licence to carry arms, firearm permits and legally owned fireams and the criminal offences committed by using firearms. A prevention program with the objective to reduce criminal firearm activites is suggested. It is aimed at preschool children, school children, teenagers, but also at persons owning firearm permits and licences to carry firearms themselves. The last part of the program is focused on detection of illegally owned firearms. It is the Police of the Czech Republic who organize the preventive activities with the cooperation of other state organizations. The Police of the Czech Republic are not only a repressive authority. Their service contributes to feelings of safety and happy living of citizens in our country.
Individual units of the Integrated Rescue System and preclinical intensive care in drowning - the Police of the Czech Republic, the Fire Rescue Service, the Water Rescue Service - Czech Red Cross

The South Bohemia region is well known for its rivers, lakes and dams. With these great water values it is difficult to prevent drowning, search and rescue work is also influenced by the vast river system. The main goal of my research was to map the technical equipment, personal proficiency and comparing the professional qualifications of the Police force of the Czech Republic, the Fire Rescue Service and the Water Rescue Service in the range of an appointed theme. I chose the qualitative analysis method. The research group consisted of nine individuals {--} members of the researched organizations. They answered my questions very uniformly. I wanted to discuss the relevant topic with the respondents and get to know their opinion. Totally contradicted information was not recorded. Data collection was in the form of interview recordings on a Dictaphone and worked into text. The research conclusions are quite clear. In all respects the Police of the Czech Republic, the Fire Rescue Service and the Water Rescue Service are able to help in drowning cases. Some of these units are relatively well equipped as is necessary (the Fire Rescue Service and the Water Rescue Service), other not so well because of the principal aim (the Police of the Czech Republic). An interesting issue can be noted in both professional organizations (the Police of the Czech Republic and the Fire Rescue Service) about assistance and cooperation with the Water Rescue Service in the case of first aid and help providing. It is unusual that this last organization mentioned is not supported by the government. The research proved elementary disparity between the specialization with great abilities and struggle for existence which they meet every day in the case of the Water Rescue Service. Better legislation could be the answer for their financial difficulties. There is also disproportion in preventing people from doing unsafe activities; a member of the Water Rescue Service can only recommend the people to avoid such dangerous behaviour, but by law he can not force the individuals to obey to his words. The law warrants only this procedure which is astounding.
The history of the gendarmerie and the police, their role in the society and the integration of this consituent into the integral rescue and emergency control

In my bachelor paper I pointed at the evolution of the police and the gendarmerie and part work of the police at the time of solving an emergency situation, including the necessity of coordination with other components, which ended in the establishment of the integrated rescue system and the crises management. The Police of the Czech Republic are controlled by the law no. 283/1991 Sb., about the Police of the Czech Republic as an armed security brigade of the Czech Republic. As the executive body of the state power it fulfils its specific function at order protection, safety of citizens and safety of either private or public possession. In respect of its structure and organization and continuous emergency it is fated to fulfilling its responsible tasks of the safety part also at the time of emergency situations. The preparation and the way of security of the public order and the safety from the side of the Police of the Czech Republic during an emergency situation are one of the important tasks. It is possible to manage it preferably thanks to a responsible attitude, the region orientation, foreknowledge of the emergency situation, right interpretation, perfect cooperation, quick monitoring of the situation, a well-timed and purposeful start-up of strength and resource to prevent a public order and safety nuisance. In the bachelor paper there was documented the process of the Police during a tactic training ``Winter stadium 2006{\crqq}, during a training convocation of policemen and a survey among policemen was made in a form of a questionnaire. Among the interfering men, it means also among policemen, there must be created reasonable law environment in the sphere of the crises management as well as IZS and there must be a modern and effective technique available. Due to the bachelor paper it was proved that the assessed hypothesis was confirmed, since the establishment of IZS and the crises management and incorporation of the Police into the system is a unique contribution for its function during the preparation for emergency situations and during the implementation of rescue and cleanup work.
The analysis of the "To help and to protect" recruitment campaign

This analysis of the "To help and to protect" recruitment campaign, which is used by the Police of the Czech Republic, is divided into two parts: theoretical and practical. The theoretical part considers the marketing mix and communication, social marketing and social advertisement used. The practical part analyses the characteristics and duties of the Czech Police and recruitment campaign "To help and to protect" (introduction, financing, types of communication channels). This work has employed a survey research in order to discover a possible impact of the campaign on the mass outlook on the Czech Police. Using this information, the recruitment campaign is, in conclusion, assessed and suggestions are made for its improvement.
The Police of the Czech Republic in foreign missions since late 1990s

The topic of this bachelor's thesis is the involvement of the Czech Republic into peacekeeping missions focusing on police services. The thesis first describes legal aspects of cooperation, institutional securing and funding, which are necessary for good functioning of security services abroad. The thesis deals not only with the activity of Czech police officers in standard peacekeeping operations, but it also describes the work of liaison officers abroad with embassies and international organisations. The core part brings an overview of particular missions, in which police officers of the Czech Republic were involved earlier or in which they are currently participating. The final part evaluates existing performance of Czech police officers and also mentions some imperfections. However positives of dispatching Czech police officers are emphasized.
