The system of protection of the population of the Solenice village against floods on the Vltava river

In my thesis I deal with the possibility of reducing the impact of floods on people and property. Floods are nowadays still existing thread and their effects can sometimes be frightening, that is why I consider it important to address this issue. The paper is devoted to the effects on the population especially in terms of pages of material damage, but we must not forget the impact psycho-social. There are described selected works of the flood control and defined their technology. Following are applied in sub-chapters.

Diploma work that deals with topic of "Anti - flood measures on chosen parts of the Novohradka river" is divided into theoretical and practical treatise. Theoretical treatise contains specific section that deals with laws relating to flood solutions and general part that explains flood as such and everything it involves. Practical part sums up concrete proposed anti - flood measures but it also mentions personal suggestions and evaluations of so far executed measures. This work should especially attract attention of general public and representatives of interested parties.
České Budějovice- town and water

The thesis deals with the characteristics of the town of České Budějovice focused on the hydrological situation, the coexistence of the town with water and the use of water surface areas. The thesis is divided into two main parts. The theoretical part summarises firstly, the information dealing with geographical physics secondly, socioeconomic information. It is followed by a detailed analysis of the main rivers, the Vltava and the Malše, which flow through the monitored territory. There is also a chapter aimed at the system of ponds in the defined location. From a historical point of view there are mentioned mainly interventions of nature itself in the life of the town in the chapter dealing with floods. The second application part includes the historical analysis of the evolution of the river bed and the water surface areas in the territory of České Budějovice, which was made up on the basis of comparing maps and information from the beginning of the 18th century up to the present. The anthropogenic activity and its influence on the town of České Budějovice itself is presented in the section solving the endangered water surface areas. This part also contains a case study dealing with the possibility of solving these hazards and risks in the countryside. The output of the thesis also includes the creation of promotional materials, which could be used as teaching supplementary materials at primary schools.
Evaluation of various flood control in the catchment during extreme rainfall-runoff situations

The aim of this thesis is to clarify the impact various flood control in extreme rainfall-runoff situations in an interest basin. For this purpose, for the catchment of Kopaninsky river has been set up hydrological model in Mike SHE application. Also have been executed scenarios of different flood control, which passed through the simulation in model Mike SHE. The resulting data from simulations serve as a basis for evaluating the effectiveness and applicability of scenarios for the catchment.
Organization and Organizing of Flood Measures in the Czech Republic until 2000 and after 2000

In this thesis I deal with organisations and organising of flood measures in the Czech Rep. until 2000 and after 2000. In the thesis I compare valid and no longer valid legislative regulations; by comparing them I observe the development of legislation concerning organisations and organising of flood measures in the Czech Rep. as well as the current legislative framework in this field. First, I compared legislative regulations valid until the flood of 1997 and after it and subsequently legislation that was changed on the basis of the flood of 1997 and the currently valid text of the Water Act no. 254/2001 Coll. The Acts no. 239/2000 Coll. on the Integrated Rescue System and the Act no. 240/2000 Coll. on Crisis Management, which were adopted in response to the community demand after the flood of 1997, when due to uncoordinated actions and confusion during the flood huge damage occurred to lives and health of people as well as their property, were not compared with regard to the date of their adoption. I have documented functionality of the current legislative set with practical outputs from the floods of 1997 and 2002 that clearly indicate the conclusion that legislation before 2000 was not good, even after the effort to improve it after the flood of 1997. These shortcomings have been remedied and the Water Act together with the Acts on the Integrated Rescue System and the Crisis Management represent a modern and functional model, which becomes apparent if you compare the outputs of the floods of 1997 and 2002. I consider the duality of management that occurs on announcement of a critical state as a partial flaw of the Act no. 254/2001 Coll. A flood is one of many possible emergency events and its solution should not be terminologically differentiated in the operative activities of collective management bodies - commissions - as in practice this results in a number of states of confusion and misunderstanding. A solution might consist in cancellation of flood commissions, which would remove management inconsistency during the development of a flood, possible misunderstanding, ambiguity in names of organisations, etc.
Analysis of flood situation 2002 in the district of Lužnice river - near the village Majdalena.

Floods in 2002, in the village of Majdalena specifically, directly touched the lives of many families. The flood wave destroyed the village citizens´ possessions and property and what was not destroyed, that was seriously damaged. Water is a powerful element one can not exist without, but if it affects human lives and causes damage, the human psyche is scarred for a very long time. "Analysis of the 2002 flood situation in the Lužnice River - near the village of Majdalena" deals with the course of flood conditions, the resolution of consequences and the subsequent measures. The main goal is to determine the current status of flood protection in the river Lužnice near the village of Majdalena, the partial goal is to analyze the flood situation in 2002 from the point of view of intervening components and the area administration. The first part deals with flooding in general. Various flood levels and their subsequent resolutions are described. After the 2002 floods, a number of analyses of these catastrophic floods causes were worked out. The meteorological forecasting method was enhanced, the measures to improve forecasting, warning and alert services were suggested. Area administrators try to raise towns and villages flood resistance with the help of subsidies. The intervention was subsequently analyzed from the point of view of intervening units, public administration and citizens. The second part mostly deals with the specific analysis of the extent of flood situation in the sandpit of Majdalena. The detailed analysis showed that the reservoir dam had been designed according to the technical parameters standard for a given time. And only the competent decision-making of the involved bodies of the region and its municipalities and the experience gained after the floods in 1997 in Moravia was a very important contribution to mitigate the consequences of flooding and to avoid the loss of human lives. At the conclusion of the thesis you can ask a hypothetical question: Is it possible to clearly, accurately and quickly predict the impending disaster as a result of unexpected natural changes? Flood control measures may be as perfect as possible, but sometimes a human being stands helpless against natural elements. The events in the village of Majdalena were only one part of consequences of floods in 2002 that had affected the whole area of the South Bohemian region.
Floods in the South Bohemia Region

Floods in the South Bohemia Region The first chapter provides general information including the current legislation of the Czech Republic pertinent to crisis management, floods, crisis situation and crisis state definition, and the categorisation of events/disasters, including flood. The important role of urbanism which affects the course and consequences of floods is also discussed. The second part deals with the issue of floods, their origin, classification, floodprotection measures and forecasting as connected with the Czech Hydrometeorological Institute whose functions and procedures are described. The main part presents results of the field survey carried out in the municipalities affected by floods in the South Bohemia. I describe, compare and analyze the last great floods in the years 1997, 2002 and 2006 in the Czech Republic, or the South Bohemia Region. Their intensity, progress, meteorological reasons and damages which they caused are evaluated. I generalize the factors with a direct influence on the extent of damages, including social and economic impact. In conclusion of this part, the danger of floods in the world is also mentioned. In the final part of my thesis, climatologists{\crq} opinions on global warming and the possible causation of this threat with floods are presented. The result is the confirmation or invalidation of the working hypothesis which I set for my thesis.
