Social impacts of disasters and their solutions

This diploma thesis on social impacts of disasters and their solutions deals with disasters that have accompanied the mankind from the very beginning, their impacts and the effective solutions of such impacts. The theoretical section, in the first chapter, introduces the concept of disaster and it describes disasters that struck the Earth in the past and endangered substantially human lives. The second chapter is devoted to disasters of the 21st century and is divided into two parts. The first part of the second chapter deals with disasters of the 21st century in the world, including the current situation in Japan and the other part introduces major disasters of the 21st century in our country. The third chapter of the theoretical section focuses on the characteristics of basic disasters that may occur in the Czech Republic. The fourth chapter informs us about the impact and consequences of extraordinary events and crisis situations in the Czech Republic and about their solutions. This chapter introduces us to the way the Czech Republic addresses social impacts of disasters, which are an important factor in determining the seriousness of disasters. The concept of social impacts of disasters includes not only the loss of life or property, but also reduced ability of self-support of people affected by disasters caused by closing down businesses and their decreased work ability. The last chapter of the theoretical section, chapter five, deals with the role and responsibilities of state authorities and local governments during extraordinary events and crisis situations. This thesis aims at specifying social impacts of disasters and to propose some solutions. The results of quantitative research using questionnaire survey showed that we can confirm working hypothesis no. one, i.e. that one of the major impacts of disasters are social impacts. The thesis also includes research conducted using the method of guided interviews thanks to which we can confirm the second working hypothesis, i.e. that dealing with the impact takes place mostly in the reconstruction period after the crisis situation. Knowledge obtained while working on this thesis may serve as a comprehensive analysis of the current state of the Czech Republic in terms of dealing with social impacts of disasters.
Community association usable for resolution of emergency events and crisis situations

The theme of my graduation thesis is {\clqq}Community association usable for resolution of emergency events and crisis situations`` and I have choosen that because of its important. I almost was not able to imagine how spread theme this is. I have known some Community associations in the Czech Republic but I have never known more information about its work expect they work to help people in emergency events and crisis situations. That`s all. Nowadays we all meet strange situations and risks almost every day. It can be caused by human factor (wildfire, outflow chemicals) or by nature`s effects (earthquake, strong storm, flood) and we all are unprotected. And we also don{\crq}t know when human factor or nature`s effects attack again. In these situations we have some State Services which constitute Crisis management and Integration Rescue System to analyse, solve and to help people in these situations. Next help for people affected by emergency events and crisis situations are Community associations usable for their resolutions. And this is the most important point my work is all about. All af these associations are made to help people. That is the main reason to rise it. My work in my graduation thesis is to analyse out present-day situation and methods of registered procedures. I wanted to discover people{\crq}s awareness and knowledges about these associations and finally to evaluate time behaviour of the real situation with model simulations.

Use of scientific knowledge in crowd psychology is low-level presently. Even the individual branches of the Integrated Rescue System (IRS) do not use crowd psychology, in most cases, for dealing with crisis situations. The fundamental factor in understanding crowd psychology is the fact that crowd is a social aggregate and someone{\crq}s presence in a crowd gives rise to new qualities different from those of individuals present in a crowd. The rise of special qualities of a crowd is caused by the feeling of insurmountable power, psychic contagion and suggestibility of its members. The aim of this paper was, apart from others, to explode the myths about crowd qualities that are supported by numerous psychologists and authors of sociology textbooks. The assertion that a crowd is spontaneous, suggestible and emotional has been refuted by scientific research into a crowd and by logic thinking. Crisis situations often threaten human health and lives or, at least, property must be protected and the understanding of crowd psychology may facilitate the elimination of such consequences. That is why education is important, particularly in the branches of the IRS that deal with acute situations, whether it is a demonstration or a natural disaster. The objective should be the ability of each IRS member to become a ``leader of a crowd{\crq}q and to influence the crowd so that the situation could be dealt with wih the least possible impacts on human health and life or property. It is not sufficient to be aware of crowd psychology in light of its psychological aspects. It is important to learn about them in terms of its legal aspects that are inevitable for the present-day society and maintaining public law and order. A crowd that acts under the impression of anonymity must be made aware that this phenomenon is not so explicit any more and that each individual, howbeit part of a crowd, is legally punishable for their behaviour and acting.
Personal requirements which determine effective communication of Health Rescuer in critical situations.

Communication is crucial in the relationship between a health worker and a client since the health worker can gain a comprehensive impression of the client and appreciate him/her as a bio-psycho-socio-spiritual creature. However, health workers face increasing requirements today for communicative competency, which are even greater with the increasing interest of the media in their profession. In terms of prehospital care, the requirements for Health Emergency Service workers are even greater, since they often work in improvised conditions and under time constraints. Consequently, my essay deals with personality qualities which are a precondition for effective communication in the Emergency Service. The survey was conducted using a quantitative method in a questionnaire sent to Emergency Service workers in Teplice and Ústí nad Labem, the non-professional public and non-professionals who in the past had been treated by the Emergency Service. The objective of my essay was to contribute to the development of communicative competency of Emergency Service workers using a survey monitoring their dominant communication competency and comparing their opinion and that of the public. The first hypothesis I stipulated in the essay was that emergency health workers find that stamina, the ability to improvise and consistency are necessary personality qualities which encourage effective communication of a health worker in emergencies. This hypothesis proved true, since more than 75% of respondents marked all these qualities with the highest rating. The second hypothesis stipulated by me anticipated that the non-professional public finds the readiness to take risks, courage and empathy are necessary personality qualities which are the main precondition for effective communication of health workers in emergencies. More than 85% of respondents marked all these qualities with the highest rating, so the hypothesis was proved, too. The third hypothesis stipulated the premise that emergency health workers show interest in further education in professional communication with a patient. It was proved too, as 64% of respondents answered yes. My suggestion for improving the communication competency of emergency health workers is to put more emphasis on their attending training courses in professional communication and more frequent events focused on professional communication with patients.
Evaluation and confrontation performance of the tasks of municipal corporation on the section fire protection and protection population in the Czech Republic.

In my diploma thesis, I focused on the issues related to preparedness in the field of fire protection and the protection of the population in newly established municipalities with extended powers. Within the survey, I sent out 205 questionnaires to the municipalities with extended powers throughout the Czech Republic. In correspondence with the representatives of municipalities with extended powers, I noticed in their responses more than apparent differences, especially in open questions.
Planning and Designing of Measures for the Protection of Population in Case Extraordinary Events and Crisis Conditions

In the first part of the bachelor thesis I covered historical development of population protection, basic terms used in crisis management, protection of population, integrated rescue system, crisis management, crisis management bodies, management of extraordinary events and crisis conditions and a list of extraordinary events and crisis conditions which may potentially occur in České Budějovice and Prachatice. Drawing on legislation, professional literature, my own personal interviews and practice, I have compiled basic material in which I deal with planning in events of crises, because it is the first manager task and is indispensable for the solution of extraordinary events and crisis states. In the following two chapters, I deal with the general procedure of the solution of extraordinary events and crisis situations (before and while they occur, during their solution and after these situations die away) and crisis legislation.
Determining the Number of citizens That Will Be Evacuated in the Case of a Serious, Extraordinary Event or a Crisis Situation

This diploma thesis ``Determining the number of citizens that will be evacuated in the case of a serious, extraordinary event or a crisis situation{\crq}q aims to assess the level of awareness of the residents of the South Bohemia Region about evacuation and those risks in their surroundings, especially to detect just how many people (families) would chose to spontaneous evacuate themselves in the event of an extraordinary event or crisis situation and how many residents would do so with the provision of transport. This information has been obtained by means of questionnaires. In the description of the current situation, there is an overview of the laws and the establishment of the basic concepts related to evacuation. The practical part deals with the evaluation of questionnaires that were distributed to the residents of the South Bohemia Region, and there is also a summary of this information within a comprehensive overview, including the division of the point of view between men and women, and the assessment of these results within the District of South Bohemia Region. Preventative educational work among the population will contribute to the appropriate behaviour during these extraordinary events, which will assist the authorities in providing for the successful accomplishment of this evacuation. These good practices will reduce the health risks of people and will also prevent material and financial loss.
Engagement of the volunteers in the solution to the accidents in the South-Moravia region

The theme of my diploma thesis is the engagement of the volunteers in the solution to the accidents in the South-Moravia region. In my diploma thesis I am involved in the issue of the engagement of the volunteers in the solution to the accidents in the South-Moravia region. I assume that the utilization of the potential of the volunteers is one of the possibilities of the acquisition of the forces, which could be used for the recovery of the consequences, post-traumatic care to struck persons and other activities within the solution to the accidents, all parallelly with the actions of the professional teams of the integrated rescue system bodies. The needs of the population in case of the accidents are rather differentiated, and the engagement of the volunteers completes the appointed forces and means of the integrated rescue system bodies. At present time, the adequate legal framework, modifying the engagement of the volunteers in the solution to the accidents, does not exist in the Czech Republic. Non-governmental non-profit organizations are united in the South-Moravia region into the Panel of the South-Moravia Region, which establishes the platform and enables the South-Moravia Region more effective engagement of the non-governmental non-profit organizations. The volunteers, organized in the Panel of the South-Moravia Region, are engaged in the solution to the accidents and the trainings organized in the level of the region, municipalities with widened competence and the integrated rescue system bodies.
Emergency water supply in crisis situations

The following diploma thesis deals with those problems related to the emergency water supply in crisis situations in the South Bohemian Region and with working procedures related to protection of residents during preparation and application of the emergency water supply. The objective of this diploma thesis is to determine those special characteristics of the emergency water supply in crisis situations and to compare the possibilities of the emergency water supply in crisis situations in selected regions. The theoretical part provides a basic survey of legislation related to the topic, as well as that of other methodical documents which are necessary for solving this type of crisis. Furthermore, the theoretical part unifies selected specialised terminology and characterizes the system of the regular (non-emergency) water supply, which represents the basic pillar for the emergency water supply. Last but not least, the theoretical part summarises those problems related to the emergency water supply and risk factors that can cause or significantly influence it. The practical part deals with those characteristics and their comparison of the selected regions in the South Bohemian Region, by using those specific indicators that are related to the water supply. The quantitative research was carried out by using the definition of what the special characteristics of the emergency drinking water supply are, in 17 administration districts of municipalities with extended competence in the South Bohemian Region. The data provided by the Czech Statistical Office were also used. Furthermore, a description statistics of the differences between the individual administrative districts of these municipalities with extended competence in the South Bohemian Region was carried out, as well as the quantification of those identified special characteristics of the emergency water supply. Finally, a statistical investigation of the identified special characteristics was carried out, as well as a test of a distribution-free hypothesis about the division of statistical data. Based upon the research that has been carried out, the final part of this thesis confirms two stipulated hypotheses about the dependence of the emergency water supply in crisis situations, based upon specific local conditions and about preparedness of the crisis management authorities for situations which would require an emergency water supply.
Reasons of Prematurate Departure of Fireme's from Service Relation

ABSTRACT The thesis titled Reasons of Early Retirement of Members of Fire Rescue Service of the Czech Republic introduces Fire Rescue Service unit in the South Bohemia region, its role, its basic units, and operations. Further, I focused my attention on the personality of the fireman {--} rescuer and its features, as they are necessary for good performance when rescuing. Next part of the thesis describes history, major goals, and methods of work in Psychological service of Fire Rescue Service of the Czech Republic, established in order to prepare firemen professionally in psychological sphere, and in order to provide post traumatic care for firemen, their relatives, and also for the general public. The practical part is focused on the investigations of reasons bringing Fire Rescue Service members to retire early, which is often senseless. This investigation was focused on stress put on firemen during individual actions and how the stress affects firemen as well as how they are able to deal with it. There is also covered the fact, that psychological stress and also dealing with it to some extent, is not the only reason for the early retirement from the service. Amendments in the legislation belongs to the group of major reasons for leaving the service, namely the changes that followed after adopting the Act no 361/2003 Coll. ``The Act of 23rd of September, 2003 on the Service of Members of Security Units{\crqq} applicable since 1st of January, 2007. The Diploma Work could be used as the further lead for possible amendments in the legislation and in the system of the prevention of stress situations in members of Fire Rescue Service of the Czech Republic.
