Increasing the thermal, electrical and mechanical properties of emergency brakes

This thesis is dealing with a detailed analysis of electromechanical brake used in emergency situations to stop the electric motor. Environmental influences, bad material proposal or bad design parameters can significantly limit the behaviour of a brake. The thesis presents several approaches to avoid these limitations, to limit the reaction time and achieve better results. The attached programs can be used either for innovation, or for the new brake design based on the entry requirements.

The statistical investigation of selected tasks in protection of the population in emergency planning zones of nuclear power plants

The thesis deals with statistical investigation of selected tasks in population protection in emergency planning zones of nuclear power plants.The issues of population protection have been developing since 1930s up to now.Currently,the population protection is addressed particularly in concepts of population protection,while the most recent one is the Population Protection Concept until 2020 with an Outlook to 2030.The objective of the thesis was to compare awareness of the population in emergency planning zones of nuclear power plants.With regard to a potential extraordinary event,in this case a radiation accident,the awareness of the population plays a significant role.The theoretical part of the thesis analyzes population protection,legal regulations and documents dealing with this topic.It also defines measures in population protection which seek to mitigate impact of extraordinary events or emergency situations on health and lives of the population,property and the environment.The thesis also mentions emergency planning and describes types of emergency plans.The second section of the theoretical part describes selected statistical methods.The last chapter of the theoretical part describes methods of multidimensional statistics.The following hypotheses and partial hypotheses were formulated in the research part of the thesis to meet its objective: H1 There is no statistically significant difference between the emergency planning zone of the nuclear power plant Temelín and the emergency planning zone of the nuclear power plant Dukovany.H11 There is no statistically significant difference in awareness among men about a potential extraordinary event at NPP Temelín and NPP Dukovany.H12 There is no statistically significant difference in awareness among women about a potential extraordinary event at NPP Temelín and NPP Dukovany. H2 The awareness of the population in emergency planning zones of both the nuclear power plants has a theoretical distribution which is close to the normal distribution.H21 The awareness of the population (men) in the emergency planning zone of NPP Temelín has a theoretical distribution which is close to the normal distribution.H22 The awareness of the population (women) in the emergency planning zone of NPP Temelín has a theoretical distribution which is close to the normal distribution.H23 The awareness of the population (men) in the emergency planning zone of NPP Dukovany has a theoretical distribution which is close to the normal distribution.H24 The awareness of the population (women) in the emergency planning zone of NPP Dukovany has a theoretical distribution which is close to the normal distribution.All the formulated hypotheses were tested with methods of descriptive and mathematical statistics. The research was conducted with questionnaires handed out in the emergency planning zones of NPP Temelín and NPP Dukovany.The questionnaire consisted of 23 questions and it was filled out by 242 men and 270 women in the zones.All data used in the research were provided to me within the project "Population protection depending of differentiation of the population" safety survey (VG20132015122) performed at the department of radiology,toxicology and population protection at the Faculty of Health and Social Studies at the University of South Bohemia in České Budějovice in cooperation with the Fire Rescue Service of the Czech Republic.Results of the research have shown that the average awareness of the population living in the emergency planning zones of the nuclear power plants is less than 50% and that the knowledge of the population about a potential extraordinary event is not satisfactory.The population living in emergency planning zones of both the nuclear power plants could be exceptionally prepared for a potential non-standard situation, not only in the form of a Gauss curve.

A study of the timing and correlation of deploying selected back up Czech Army forces during non-military crisis situations

The main task of the Integrated Rescue System is to ensure the safety of people and reduce the impact of extraordinary incidents on people, property and the environment of the Czech Republic. In the event that the incident exceeds its range of capabilities and the effectiveness of the main elements of the Integrated Rescue System, which is the Fire Brigade, Police of the Czech Republic and the Emergency Medical Service and is in accordance with current legislation and the central alarm plan, the Czech Army can also be involved. It is possible to say that in the instance where an extraordinary incident may arise, if necessary, the Army of the Czech Republic and its earmarked forces can provide the necessary support to the main elements of the Integrated Rescue System. Therefore it follows that by including the Army of the Czech Republic amongst all other elements, it ensures that the Army of Czech Republic participates in the operations of the Integrated Rescue System but only at the time when it is of a greater extent and only in the event, where the extent or period of duration of the extraordinary incident lead to a declaration of a third or emergency level of alarm. For example, in the strengthening of the Integrated Rescue System in rescue work during natural disasters of a greater magnitude. It participates in these cases, especially in saving human life, in the evacuation of people from affected areas and also on the initial liquidation of consequences in cases where it is necessary. The research group in statistical inquiries of this work is therefore made up of members from the active reserves of the Army of the Czech Republic. I gathered basic data from report spreadsheets to a senior level regarding fulfilment and staffing levels of table positions in the structure of active reserves, according to their individual locations. Another source was the electronic database of the Information System for planning the mobilization of the Army of the Czech Republic, within the framework of the functionality of its subtasks; it is possible from RESOURCES (filter setting data) to obtain data on the distribution of members of the active reserves according to individual military and individual functions. From the perspective of correlation regression, this division is important, given that within the statistical part of the work the research files are also divided according to functions, which, if realized by the members of the active reserves were for the Integrated Rescue System beneficial and applicable. The hypothesis of the statistical research of this study is: "The number of Czech citizens in the mandatory reserve Army of the Czech Republic available for deployment within ACR in a state of emergency is inadequate ". This hypothesis under investigation emerged from my professional curiosity and also from the many discussions and polemics discussed with my professional colleagues and friends from the general public and with members from the ranks of active reservists. The purpose of the above-defined hypothesis was to verify whether there is a sufficient number of citizens in the mandatory reserve Army of the Czech Republic, who would be available for deployment in the Army of the Czech Republic during the announcement of the state of a non-military crisis. Due to current legislation and in particular the postulate on which it is based, namely that active service in the Armed Forces of the Czech Republic in peacetime is purely voluntary, from whereby citizens of the so-called mandatory reserve are deployable and from which only those citizens who voluntarily undertook conscription, therefore, become members of Active backups. Research hypothesis, indicates that the number of selected - active reservists is insufficient, given that the overall capacity over the long term is moving on average around 50% of the total planned numbers and was provided by the simple knowledge of the issue.

The influence of economic security unit of the volunteer firemen of the village on a budget selected municipalities in South County.

Civil Defence was in the Czechoslovak Socialist Republic in 1990, defined as a set of measures that are intended to prepare the state and the society it lives to defend before the war. Armed conflict in the then bipolar world could occur within a few days because of preparation for such a conflict took place on both sides for decades. Quitting called. Cold War, a period in which to minimize the possibility of a global military confrontation. However, the newly defined and continue to occur, often difficult to predict, security threats and risks. Protection of lives, health and property values, along with sovereignty, territorial integrity and protection of the democratic foundations of the newly formed Czech Republic, the basic duty of the state. Responsibility for the protection of the population in the newly constructed system of protection of the population in the Czech Republic, partially transferred and distributed to all levels of government, including municipalities and small towns. Newly constructed Integrated rescue system became progressively a linchpin in the coordination of activities and procedures in preparing for emergencies in rescue and clean up operations and to protect against the crisis states, and after the state of emergency. This thesis is aimed to carry out data collection from ten cities of the reporting period with extended powers, which is based in the South Region. File data collected will be evaluated and the evaluation in order to determine the economic performance of the financing protection of the population in a particular city. The assessment will be done in relation to the basic element of civil protection units which are voluntary municipal fire brigade. The thesis will be evaluated the impact of funding fire protection budget of the municipality. Work wonders, what is the trend in financing those units while trying to answer the question, what is the impact on the budget funding specific community. Both responses will be made a conclusion that communicate, whether financing is adequate fire protection units or not. Investigations will be carried out at one of the village extended powers, therefore, from a global perspective, this will not result in a valid conclusion about the crucial work. Wider research on the topic, with a similar focus, however, may, if the interests of society, such data can bring.

Prehospital emergency care of newborns from the perspective of medical personnel and parents

This Bachelor work is concerned with prehospital emergency care of newborns. This issue is viewed differently by the public, in particular by the enfant's parents, and the medical personnel. Nowadays a strong initiative arises of implementing public education campaigns in this field through all possible means to ensure at least a basic grasp with most of the population. Every 5 years, resuscitation reccomendations are updated on the basis of the European directives, which are adpoted, amended and communicated to the public in the Czech Republic. Concerning the medical personnel, procedures exist to inform them about the latest findings and sustain a high standard of knowledge in this field of their profession. This initiative was triggered by a suggestion from Pediatric Departments which stated that the compliance of these recommendations varies and generally appears low both with medical personnel and the public. The theoretical part presents the latest recommendations and materials regarding prehospital emergency care as well as the specific properties concerning newborn enfancy. The aim of this work is to assess the level of newborn prehospital emergency care knowledge of the parents and the medical personnel from non-pediatric departments. With the viewpoint of Midwife Programme I decided to choose as the target group the midwifes working at maternity ward in order to find out their knowledge in case of the necessity to povide prehospital emergency care outside the hospital. Equally, midwife is the most typical job on the border between pediatric and non-pediatric field. I also presumed this type of medical staff has experience with prehospital emergency care of newborn. The presumption of low knowledge of the parents also brings about a potential possibility of using the conclusions of this thesis for work of this medical personnel. The survey part of this work was carried out by qualitative investigation employing the data collection method of detailed interview with two groups of respondents mothers of newborn infants and midwives from the maternity wards of two hospitals. The concept of the interviews was intended to gain answers to three investigative questions: Do mothers have sufficient knowledge of prehospital care for newborn enfants? Do medical personnel have sufficient expertise of prehospital care for newborns? What form of education in this area do the medical personnel and parents consider as most efficient? The interviews gave answers not only to these questions but also pointed at the necessity to take into account the emotional side of the personality, especially in case of the parents, as it plays a significant role along with the actual knowledge in the ability of correct and immediate emergency response in stressful situations. This finding also corresponds with the fact that I deliberately chose mothers who had had experience with an newborn emergency.

System of logistical support for emergencies in the Emergency Medical Service in selected regions of the Czech Republic.

The theme of my thesis is the System of logistical support for emergencies in the Emergency Medical Service in selected regions of the Czech Republic. I chose this theme mainly because of the fact that I work as a rescuer in the Emergency Medical Service of the Central Bohemian Region. In the first part of the thesis, there is specified the essential terminology which is included in the whole project. There is described the historical summary of the beginning of the Emergency Medical Service and the logistics. Other chapters concern the description of the Integrated Rescue System and the essential cooperation of its elements during the intervention. I also analyse the issue of the logistics and public health disabilities on the place of the intervention. In addition, I describe individual Emergency Medical Services in three selected regions of the Czech Republic. It included the Emergency Medical Service of the Central Bohemian Region, the Prague Emergency Medical Service and the Emergency Medical Service of the South Bohemian Region. In chapters which deal with these Emergency Medical Services, there are expounded their forces, (medical) facilities and material support for coping with emergencies. In last chapters, I submit the summary of activities of the Ministry of Health. Furthermore, I mention activities of the allowance organization of Medical Support for the State of Emergency and also activities and roles of the Administration of State Material Reserves ? Czech Republic. Lastly, I summarize findings of the whole thesis in the chapter called ?Discussion?. I also evaluate the accomplishment of set goals and answer to scientific questions which I have already put before the formation of this thesis in the Groundwork for the thesis. In the part ?Results?, I illustrate the amount of exit positions of EMS in individual regions through the use of tables and graphs and I add an overview of the average number of exit positions and rescue teams related to the area of the territory and the number of inhabitants in the region. The aim of my thesis (was): ? to describe the state of the logistical support of the Emergency Medical Service in three selected regions of the Czech Republic (the Central Bohemian Region, Prague, the South Bohemian Region) ? to choose the most appropriate model of the logistical support for emergencies Questions of research: ? What are differences in logistical support for emergencies in the Emergency Medical Services in selected regions of the Czech Republic? ? Which aspects influence the selection of the most appropriate model? The main aim of my thesis ? to describe the state of the logistical support of the Emergency Medical Service in three selected regions of the Czech Republic ? was accomplished. I go into details in chapters 6, 7 and 8. In the chapter ?Discussion?, I described differences in logistical support and in this chapter I write that the mathematical quantification of the material support is not as important as the fact that there is a logistical planning of support for emergencies based on an analysis of risks which are the part of an emergency medical plan of concrete Emergency Medical Services in all selected regions of the Czech Republic. Each of mentioned EMS has special modules for the solution to eventual emergencies and in their usage employees are regularly schooled. In my opinion, this is the most important fact.

The tasks of Regional Directorate Police Czech Republic resulting from the crisis plan of the region

In the practical part I have proposed an emergency plan for the Regional Police Directorate of South Bohemia (RPD). The main question was: "what are the potential threats to (i) building (ii) day-to-day operations of the Directorate?" The question was addressed through an expert research and security inspection of the building; identified threats were analysed and an adequate security measures were proposed in the concluding paragraph.Some threats were taken from the Emergency Plan of South Bohemia, some of the other security documentation that establishes a Regional Police Directorate of the South Region. In another part of the Plan of emergency preparedness are contained details of the processor and its activities, which in the case of the RPD of the South Bohemian region only to protect internal security and public order in the region

An evalution of Army units equipment exploitable or non - military threats in territory of the Czech republic.

Abstract in English This document has been prepared as a guide in the development of CS and EE for municipalities in the Czech Republic. An introductory part of this thesis describes legislation which deals with ensuring the state's security and obligations as basic function of the state. Primary duties of the state is protection of the Czech Republic, protection of population, protection of basic living conditions and needs, assets, cultural values and the environment. Next responsibility includes performance of the state government, local government, ensuring the legality, safety and internal order. Duty of the state is also provision of transport services, key systems for maintaining the functionality and security of the state and ensuring the functionality of crisis management and emergency services. The bachelor thesis describes the coordination and composition of rescue units IRS, which are composed of FRS, FES and police. IRS, by law n. 239/2000 Coll., carries out coordinated approach in preparing at EE, during RaLW, during protecting the population before EE and during EE. The coordinated action is performed through an IRS OaIC FRS, which is dispatch center for all regional departments FRS. It is determined for receiving emergency calls from municipalities. Based on these emergency calls about EE dispatch center sends forces and resources for disposal of EE to affected municipalities . OaIC mediates organization of tasks which are solved from commander of the intervention and performs tasks which are assigned from authorities authorized for coordination of RaLW. Furthermore OaIC provides notification for basic and other units of IRS. In addition provides notification for state agencies and local governments. An IRS's notifications are done according to emergency plan of the region and external emergency plan. OaIC further calls and deploys IRS forces and resources according to emergency plan or as required by commander of the intervention. It performs population warning in the danger area in a case of risk delay. OaIC provides information service for crisis management of municipalities or crises staff, if they are based after origin EE or statement CS. The thesis is focused on the procedures and responsibilities mayor municipality and municipality with extended powers during solving EE and CS in the municipality's administrative district. If EE is begun, the mayor is informed from OaIC FRS. Subsequently he informs his representative, secretary of office and other responsible person of the municipality. The mayor's duties are warn inhabitants, organize evacuation and if necessary sheltering persons. Organisation of emergency survival for inhabitant uses an extract from the emergency plan region. During performing RaLW, the mayor is authorized to ask legal and physical persons for providing personal or material help. Municipality with extended powers as designated municipality in delegated powers executes state administration during solving EE and CS. It assists to municipalities in its administrative district during solving EE and CS. The thesis deals with deployment of FaR ACR which can be used for performing tasks with police, performing RaLW, eliminating consequences of disaster, eliminating other risks with using military techniques or performing humanitarian tasks of civil protection. Using ACR for tasks with police and RaLW is possible according to law n. 219/1999 Coll. But the government have to do a decision about deployment. The ACR as a component of other units IRS provides assistance upon request according to law n. 239/2000 Coll. FaR ACR may be required in written application from OaIC through COC MoD to Chief of Staff. This planned and requested assistance are obligated to provide SRC Rakovník, SRC Olomouc and FaR ACR according to earmarked units pursuant to central alarm plan. The thesis assesses views of mayors who have experience with FaR ACR during RaLW after disasters in latest years.

Potentionalities and advantages of nonprofit organisations while finding solutions for emergency events

We meet different kinds of exposures with extraordinary crisis situations in today world. It is both from nature (earthquake, overflooding) and from people themselves ( escape of dangerous chemical substance, fire and so on). Even if we try to prevent these situations, we cannot exclude they will never happen again. In these situations there should be some state apparatus which represents the crisis management, Integrated rescue system- Rescue service, Fire department, and Police of the Czech Republic. Also the public service and another physical subjects concerned with this problems. It is up to all of us not to be reckless and to try to help. Because all of us can help not only as a person but also in some organization which we can use in these situations. There are many different public organization in the Czech Republic which are prepared to help people in crisis situations. But there is a big difference between them, mostly because of their externalization. What is common for all of them is that they are all for helping people. Some of them help people in crisis situations, some help the alcoholics, drug addicts, seniors, children. Each of us think about something different when we say crisis. The person is very various kind, who is adaptable even in very difficult situations. The question is, when he can manage all the problems alone and when all his energy is gone and he looks for help from another subjects, also from the organization. The extraordinary situations have happened in South Bohemia for ages. The effectual and quality help should be all-round and therefore it is necessary the help should be offered in cooperation of all local recources.

The valorization of organizing procedure for unites voluntary firemen in municipalities in category JPO II and JPO III for dictrict Jindřichův Hradec. The proposal for its modification.

The topic of this thesis is evaluation of management of local voluntary fire brigade units of category JPO II and JPO III in the district of Jindřichův Hradec and suggestions to its amendment. The contents of the thesis is permanent organizational, technical and professional competence which is the essential prerequisite for their setting to rescue and liquidation jobs at emergency events and in critical situations. The goal of the thesis was to judge the management further to the professional training by description of the way of achieving professional competence and realizing professional preparation of local fire brigade members, and to try to find out possible imperfection or unbalanced state between requirements and factual situations. The technique of questionnaires and auricular discussions were used to explore if professional training is carried out regularly and with proper coverage and quality set for the category of fire brigade units of JPO II and JPO III. Through the achieved results of the research the level of management of local voluntary fire brigade units of the category JPO II and JPO III in the district of Jindřichův Hradec has been ascertained. The results of the questionnaire research have shown that the organizational, technical and professional competence is below standard. This allegation can illustrated by the combination of replies in the questionnaires. The research sample was formed by 16 local units of voluntary firemen with 229 active members. In order to improve the situation some procedures have been suggested to eliminate the imperfection. Primarily it is necessary to focus to thorough following the laws, regulations and rulings which are concered with the given points at issue, including checking of their fulfilment. If it is impossible to achieve improvement of duality of organizational, technical and professional competence then it is advisable to talk about the way how to change the relevant legislation followed by optimization of the required prerequisite for ensuring the units preparedness. The members of the local voluntary fire brigade units are required to achieve too high level of knowledge and preparation in comparision with the time assigned to management at present. The set of organizational, technical and professional training as a whole is not complied by any local voluntary fire brigade unit belonging to category II and III of fire protection unit.
