I have also inquied into the problematics of pedagogical-psychological counselling employees and elementary school teachers and their interactive cooperation in educational process of pupils with specific learning and behaviour disorders. The end of the thesis is devoted to cooperation between both of these already mentioned subjects and to possible increase in efficiency of this cooperation.

Ombudsman - Public protector of rights
TOČÍK, Marek
The paper tries to present comprehensive information about the ombudsman institution and its activities. The theoretical part focuses on description of ombudsman institution in general, the method of electing the Ombudsman and Ombudsman's scope. The European ombudsman and the ombudsman for children are also part of the work. The core chapters are focused on Ombudsman's role in problem of discrimination in Czech Republic. The main task for this thesis was to address the issue of ethnic discrimination of Roma people, especially in access to education. Another task was to try to describe the behavior of Roma's communities and decide whether there really is discrimination in education. Supposed discrimination of Roma people is a problematic political topic and lately it has been frequently discussed. The public administration is trying to resolve this issue but with little result. The issue of Roma people is fairy difficult and so the author of this thesis aims simply to present the topic, describing the functions of Ombudsman in discrimination and find possible solution that would be fit for both sides. The research part tries to react on a research called "Research on the ethnic composition of pupils former special schools" done by the Ombudsman's office. The first phase of this research was to map the number of so called "special purpose schools" and their location throughout the region. Main source for this mapping was the websites of Ministry of Education and South Bohemian Region of Czech Republic. The first objective was to look up all the special purpose schools in the region and then I asked headmasters of these school for information about the Roma people students. Eight school were willing to participate in the research. In the next phase the assistance of welfare workers and teachers who had the experience of working with Roma students was needed. According to the instructions a qualitative survey was conducted through interviews and information obtained are processed into clear diagrams. Due to my previous working experience and personal acquaintance of respondents the information collection was not much a problem. The number of Roma people students attending the special schools in South Bohemian Region was higher than the study from 2012 VOP. This was however previously assumed. Another outcome from the survey was that Roma kids are not discriminated throughout the schooling systems. This opinion was shared among the teachers and welfare workers alike. Respondents often mentioned the lack of preparedness for school attendance, lack of interest of the parents or the fact that Roma do not perceive education as a perspective for the future as a main reason for their exclusion from the mainstream education. Welfare workers also stated that kids are being placed into special purpose schools due to the request of their parents. Solution for this situation could be creation of pre-schools, especially for kids that did not attend the kindergarten. Despite the efforts, the state still fails to implement any truly useful solutions concerning the education of Roma pupils. According to respondents, it's mainly a fault of parents, who are not able to prepare their kids for proper school attendance. Conclusion is that although the discrimination of Roma people could be a problem, it is not primarily the state schooling systems fault, but also parents fault. Without mutual respect and sense of understanding on both sides, the problem will continue to deepen.

ZUNT, Josef
Thesis: "Teaching pupils at the primary school population protection in emergency planning zone Nuclear Power Plant". Has been selected for processing coherent view on the issue of teaching students the first grade of primary school. At the beginning of my diploma thesis I present a brief history of the protection of the population curricula in elementary schools in the first instance and the current legislation on the protection of man for emergencies. The objectives of this work are two. The first is to determine the awareness of pupils in primary schools on possible measures in the emergency planning zone. The second proposal is to improve the teaching of human protection during emergencies. Hypothesis: Implementation of education on the protection of the population in the emergency planning zone Nuclear Power Plant meets the requirements specified population protection. I focused on the collection of data and information that is preoccupied with this issue. The sample is the fifth year of primary school, which is the image of the entire knowledge of First Instance, which was subjected to a statistical survey The results of this investigation are the image information of the first elementary schools in the emergency planning zone of the nuclear power plant and also the basis for any improvement The results of the questionnaire survey, it is obvious that the awareness of students, which should be, is very different. There are differences only in specific issues for single students, but they vary in knowledge examined schools. A key finding is that a proportion of pupils does not control the issue of first aid, for example. What is the frequency of chest compressions during adult indirect heart massage. Students often do not know the tone siren sounds during an emergency and what to do when it runs. These problems in my work solved the proposal to improve the awareness of students, namely: Load a single object, quality education for teachers, quality teaching materials, wider participation of legal entities and individuals doing business, closer cooperation with the Czech School Inspectorate of the Czech Republic. The contribution of this work see especially in the survey results that there is still room for improvement and it is best to invest in this subject in primary schools. The paper summarizes the issues of awareness of students of the first steps in the zone HP JETE and proposes appropriate measures. It is the image of pupils' knowledge, there is located a smallish their knowledge and focuses on awareness, education and possible remedies.

ŘÍHÁČKOVÁ, Věra
Aim of this work was to develop a prevention program for specific elementary school, reacting to the current situation and the area of risk behavior in the city. The elementary school is located in a normal city where the average social level. The school is located in a quiet neighborhood and serves children from across the city and surrounding villages. The School is well ensured, and that's is the reason why pupils feels good in it. In the past, bullying has occurred here, so I developed a preventive program against bullying for the sixth year of primary school. I chose the sixth year because it's one of the highest risk groups in primary school. Mostly new pupils come in it and are created new athletic classes, in which pupils have a tendency to be self-assertion, and these less successful or very successful may become a victim of bullying. The main objective of the program is to teach pupils how to communicate with each other and to build feel of support in their techer. Preventive program is a long term and complex. To the program was chosen dating, communication, to strengthen relationships, moral, motion and fun activities (games). All selected games should aim to achieve positive relationship between the pupils and to know how to communicate and solve different problems. Pupils should have support in their class teacher, therefore teacher should be involved in the games. The preventive program is rated ongoing and final by teachers and pupils. Ongoing evaluation is incorporated into class hours, where pupils respond to the questions and once in two months prevention methodology implemented with pupils sociometry. In addition, teacher monitors pupils throughout the year and when a problem occurs in the class, he begins to work with class. The final evaluation takes place at the end of the school year when pupils play the game on communication and solve different problems and because of it can teacher determinate whether or not there was an effective preventive program. The whole developed preventative program was offered to elementary school, for which he was developed.
